Description
The International Association for Relief and Development (ONSUR) is a non-governmental organization established in early 2012 and registered in Syria. ONSUR is dedicated to implementing relief and development projects that empower local communities and promote a dignified life for vulnerable populations. , the organization operates through a network of execution offices in Syria, Lebanon, Iraq,Turkey, and Yemen. ONSUR delivers humanitarian assistance and sustainable development initiatives in conflict-affected regions, with a focus on transparency, community engagement, and long-term impact.
Location: Hybrid (remotely & Damascus)
POSITION SUMMARY:
The Finance Manager plays a crucial role in ensuring the financial integrity and sustainability of ONSUR. This position oversees all financial operations including accounting, budgeting, grant compliance, reporting, cash flow management, and audits. The Finance Manager supports strategic planning and ensures that all financial activities align with donor regulations, local laws, and ONSUR’s internal policies.
Duties and Responsibilities
1. Financial Oversight & Reporting
Prepare accurate monthly, quarterly, and annual financial reports.
Ensure all financial transactions comply with ONSUR’s policies and international accounting standards (IFRS or GAAP).
Provide financial analysis and recommendations to management.
2. Budgeting & Financial Planning
Lead the development and consolidation of annual organizational and project budgets.
Monitor actual expenditures versus budget and prepare variance analyses.
Support program teams in budget formulation for new proposals and ongoing projects.
3. Grant & Donor Compliance
Ensure proper financial management of grants and donor funds.
Prepare timely and accurate financial reports for donors.
Maintain complete financial documentation to support donor audits and reviews.
4. Cash Flow & Treasury Management
Monitor daily cash flow to ensure sufficient liquidity for operations.
Supervise bank accounts, transfers, and bank reconciliations.
Enforce strong internal controls to safeguard financial assets.
5. Audit & Compliance
Supervise and mentor finance officers and accountants across offices.
Conduct regular performance evaluations and professional development plans.
Provide training to finance and non-finance staff on budgeting, compliance, and financial systems.
Coordinate annual statutory audits and donor-specific audits.
Implement audit recommendations and strengthen financial controls.
Ensure compliance with host country financial regulations.
6. Strategic Financial Advisory
Support senior leadership with financial insights for decision-making.
Contribute to strategic planning and risk management.
Provide input on financial sustainability and cost-effectiveness.
Bachelor’s degree in accounting, Finance, Business Administration, or related field (Master’s preferred).
Professional certification (CPA, ACCA, CMA) is highly desirable.
Minimum 5 years of relevant experience in financial management, with at least 3 years in a supervisory role within an NGO or humanitarian setting.
Solid knowledge of accounting software (QuickBooks, SAP, Navision, etc.).
Familiarity with donor rules and reporting requirements.
Excellent English communication skills (written and spoken).
