Background
MdM Switzerland has been present in Cameroon since 2013. We are currently carrying out 2 projects. A project to strengthen maternal, neonatal and child health care in the Northwest Region and a project to prevent and manage gender-based violence in the West and Northwest regions. MdM Switzerland has the ambition of measured growth in the coming years. New projects in the West and Northwest regions are under development, as well as in the Centre region (Yaoundé). MdM Switzerland has a coordination office in Yaoundé and 3 project offices in Bamenda, Bafoussam and Mbouda. In total, MdM Switzerland currently employs 13 people in Cameroon.
YOUR POSITIONING IN THE STRUCTURE
You are subordinate to the Head of International Programs at the organization's headquarters and have functional links with different people in charge of cross-cutting monitoring and offering support for the program in Cameroon (Program support manager, thematic referents, security referent, person in charge of communication, etc.)

You are the main interlocutor of Médecins du Monde Suisse in Cameroon. We expect you to be able to develop a clear and fine understanding of the socio-political context, work issues, relevant partnership relationships and a strategic vision of our activities while contributing to the search for local funding.
YOUR MAIN RESPONSIBILITIES AND ACTIVITIES
Coordination, team management and human resources management
Recruit, supervise, accompany and supervise the field team
Ensure the implementation of staff briefings and debriefings (context, security, programs, etc.)
Ensure team coordination while facilitating communication within the team and facilitating weekly meetings
Ensure the management of human resources, according to the labor regulations and the standards in force in the country.
Supervise the visa renewal process, mission orders, work permits for international staff if necessary and the legal procedures necessary for the employment of field teams.
Manage any internal conflicts that may arise.
Strategic planning, management, supervision and monitoring of the program
Initiate, stimulate and animate the different phases of the project cycle of the MdM program:
Carry out a continuous analysis of the socio-political and health context, coordinate the analysis of the needs and evolution of the different key actors and work problems in order to reorient the programs according to the evolution of the context.
Coordinate the implementation of the MdM Switzerland country strategy and analyze the possibilities for projection/improvement
Develop with the field teams and headquarters the various programs and projects according to the strategic framework
Promote and coordinate exploratory missions with a view to opening up new projects.
Establish, supervise and strengthen partnership relationships for the development of strategy - country and programs, through, among other things, partnership agreements and their amendments for the implementation of validated projects, planning and evaluation workshops.
Manage, supervise and support project coordinators in planning and managing their priorities/activities.
Coordinate the monitoring of program(s) according to the usual monitoring tools
Promote the capitalization of the experience gained and be a force for proposal to strengthen the reorientation of strategic and programmatic approaches
Manage the writing of project reports (narrative and budget) for the attention of authorities, partners and donors.
Contribute to the development of the terms of reference for all internal and external missions (headquarters monitoring mission / local consultancies etc.) in the field and accompany these missions.
Perform quarterly and annual reports to the headquarters.
Financial, administrative and logistical management
Manage the construction of annual budgets and associated budget narratives
Formalize the country's reference budget (Oct-Nov) and the annual review of project budgets (June).
Monitor program budgets
Manage the accounting and financial monitoring of the program in compliance with the internal procedures of MdM Switzerland.
Supervise and support the administrative and financial coordinator for procurement requests and all banking operations of the program based on the forecast of expenses, budget and financing.
Validate logistical needs and ensure the correct application of procedures in this regard
Manage the administrative and legal procedures necessary for the mission and programs according to the legal framework in Cameroon.
Ensure the services of a competent lawyer for all necessary advice and validation.
Ensure the renewal of the complete procedures for the recognition of MdM Switzerland by the country's authorities.
Ensure the management of the security of the teams and the program (implementation and updating of the safety manual, continuous geopolitical monitoring, supervision of the implementation of security management procedures, socialization of security documents, training of field teams when necessary).
Representation and coordination with national and international authorities, partners, humanitarian actors, the MDM delegation network and local donor representations
Ensure coordination and information sharing with key actors such as: humanitarian/development actors, international agencies, clusters, embassies working in the same areas and participate in general or sectoral coordination meetings.
Develop interactions with the MdM network in the country and ensure the coherence of strategic, security approaches in the country and information sharing.
Represent MdM before regional and national authorities.
Ensure the link with the authorities involved in the projects.
Maintain close and regular links with civil society partners involved in advocacy programs and activities.
Represent MdM Switzerland to current donors and develop local and international fundraising.
Ensure a level of visibility of the program in the country in line with the mission, vision and values of MDM Switzerland, the institutional strategy.
Ensure contextual and health monitoring to be able to respond to any special requests in terms of humanitarian aid or testimony / advocacy.
Communication and advocacy
Encourage the program's communication and advocacy activities related to the headquarters
Participate in the development of a medium-term advocacy strategy.
Represent MdM Switzerland on the ground with the media and other communication partners in coordination with headquarters.
YOUR PROFILE
Knowledge and know-how
Higher education in project management / public health / social sciences / international relations.
Professional experience of at least 4 years in a similar position internationally, with management and financial management.
Proven experience in project/program cycle management in development cooperation (planning, monitoring, evaluation).
Proven experience in safe management in multi-risk contexts.
Ability to analyze fine policy in a complex context.
Diplomacy, clear political neutrality and tact in interinstitutional and community relations.
Flexibility and proactivity in a changing context.
Flexibility on working conditions (field visits, sometimes 4 to 5 days in a row).
Ability to work independently, flexible by adapting to change.
Ability to take initiatives, oriented towards the search for solutions.
French and English spore and written essential.
Organizational skills, great rigor and ability to prioritize priorities.
Willingness to commit to time (3 years minimum desired).
Mastery of computer tools (MS Office). Knowledge of the SAGA accounting software is an asset

CONDITIONS OF EMPLOYMENT
Place of work: Yaoundé
Expatriate position. Status alone.
Monthly gross salary according to salary grid: from CHF 3'500 to CHF 3'960.- (depending on experience). Equivalent 13th month paid in 2 installments. 6 weeks of paid leave / year.
Individual housing covered 100% real including charges (Eurocost base ceiling).
Installation package of CHF 2,000.-, lease pre-financing and advance for the deposit.
Support for transportation (home - mission), visas, vaccines on departure
Medical expenses & loss of earnings insurance 100% covered by the employer for the employee according to the provisions of the regulation.

Pension insurance covered at 70% by the employer and 30% by the employee.
