PLAY International is a French NGO founded in 1999 on a conviction: sport is a source of solutions to meet our social challenges. PLAY International's main mission is to design and implement education and inclusion projects for children and young people in vulnerable situations, using sports play as a pedagogical tool. The NGO works in particular on issues such as access and maintenance to school, girl-boy equality, community reconciliation, health prevention - eat well - move well - sleep well - use screens well, the change of perspective on disability... Since its creation, PLAY International has implemented educational and humanitarian projects in France and internationally in more than 25 countries for the benefit of nearly 1 million children. Today, the association has 7 offices in Burundi, Comoros, France, Kosovo, Rwanda, the DRC and Senegal. PLAY International is a member of the SOS Group.

Context of recruitment:
The position of Project Manager and Mayotte Antenna is part of the launch of the Amani (peace) project, funded by AFD and implemented by the NGO PLAY in the Comoros. This 3-year project, launched in October 2024, is a citizenship and international solidarity education project in the Indian Ocean that will take place on three islands: Anjouan, Mayotte and Reunion Island.
Present in Mayotte from 2016 to 2020, PLAY reopened an office on the island in 2025 following the passage of Cyclone Shido in December, with a first emergency mission initiated in January 2025. The Head of Project and Antenna Mayotte is also steering this response and the continuation of the adaptation of the Amani project in relation to the needs of the populations also in connection with new funding acquired.
The position of Project Manager and Mayotte Antenna is attached to the Comoros office of PLAY International, and in particular to the Regional Representative (based in Moroni). As such, the Project and Antenna Manager manages the projects (Amani, and Emergency response, etc.) and represents PLAY on the island of Mayotte with a view to developing and sustaining on-site activities. It has a regional dimension in the coordination of the partners of Reunion Island (ASPBA) and Anjouan (CAP) and in the coordination with the Comoros and France offices of PLAY. The Head of Project and Antenna Mayotte will work closely with the teams based in Moroni, including Pedagogical Coordinator and Regional Representative.
The position is based on 3 basic missions
1. Management of the AMANI project and its variations
1.1. Animation of the network of partners
Establish and negotiate partnership agreements with local and regional structures, ensuring their compliance with the objectives of the organization and the requirements of the donors.
Ensure the effective implementation of the activities defined in the agreements, following the commitments of each party.
Regular monitoring of work plans: identify delays and anomalies, and take corrective measures proactively.
Ensure compliance with partner commitments to partnership agreements and donor requirements.
Facilitate the management of partnerships, by ensuring smooth collaboration between all stakeholders.
1.2. Project management and promotion
Develop and facilitate project management tools: schedules, schedules and monitoring tools, in conjunction with the Regional Manager.
Organize information meetings to ensure good understanding and involvement of stakeholders.
Disseminate project results to internal and external stakeholders.
Organize promotional events: launch, closing, seminars, conferences, etc., to enhance the activities and their impacts.
Support the pedagogical center in diagnostics, co-creations, training and pedagogical monitoring in Mayotte.
1.3. Monitoring and evaluation of projects
Contribute to the adaptation of pedagogical and methodological tools for training and evaluations with practitioners and trained partners.
Contribute to facilitating collective field monitoring with trained practitioners and partners, by ensuring the application of the lessons.
Contribute to the analysis and processing of monitoring and evaluation reports: identification of strengths, areas of improvement and levers for action.
Write activity reports for internal and external stakeholders.
Participate in strategic reflection workshops to optimize the relevance and coherence of the actions taken.
2. Management of the Mayotte Office
2.1. Finance
Update and track the office budget in accordance with the budgets validated by the lessors and the headquarters.
Ensure that administrative, accounting and financial procedures are respected and comply with the PLAY procedure manual.
Monitor and validate monthly accounting and ensure that landlord requirements are met.
2.2. Office logistics and management
Coordinate office management: workspace management, rental monitoring and associated services.
Coordinate the management of office supplies and consumables: ensure the availability of equipment necessary for the smooth running of activities.
Organization of travel and inventory tracking: coordination of logistical needs for staff and partners.
Supervise the monitoring of assets: management of equipment and material resources made available for projects.
2.3. SAFETY
Constant monitoring of security risks in Mayotte (social, political, economic and environmental risks).
Documentation and updating of local safety information, regular communication to the Regional Representative.
Proactive risk management to ensure the safety of staff and partners in the field.
3. Deployment Strategy and Relations with Lessors and Partners
3.1. Contribute to the deployment strategy of PLAY in Mayotte
Participate in the development and implementation of the local strategy: sectoral monitoring, definition of local and national action arrangements, choice of partners, and impact models.
Support the Regional Representative in the definition of strategic guidelines for the deployment of PLAY International in Mayotte and their adaptation according to local needs.
3.2. Relations with landlords
Monitors funding opportunities in Mayotte (public, private actors, and international funds).
Contribution to the drafting of project proposals and reports for donors, in connection with strategic priorities.
Management of relationships with lessors: contribute and ensure the compliance of reports and optimize financing management.
3.3. Development of the partner network
Monitors local and regional news: research, reports, public policies and developments in the sectors concerned.
Identification of new partners in Mayotte in the school, extracurricular and associative sectors, taking into account their specific needs and constraints.
Active participation in local networks, including the RIAM (Network Inter Associative of Mayotte), in order to strengthen synergies with other associative actors and optimize collective actions on the ground.
Trips to the region (including Comoros and Reunion Island) are to be expected.
The missions described in this sheet are not exhaustive. They can therefore evolve according to the external and internal context.
Required qualifications:
Training and Experience:
University degree in project management (Master of project management, IEP) in social sciences or equivalent experience of at least three years in the assembly of territorial projects.
Professional experience in the field of project management, ideally in the humanitarian or development sector or in the sports and development sector
Skills and know-how:
B license required
Mastery of the project cycle
Knowledge of the issues and levers of action of territorial actors and communities
Knowledge of the context of Mayotte and/or the Indian Ocean appreciated
Knowledge of the school sector and local authorities appreciated
Writing skills,

Remuneration: €30,294 gross per year, in accordance with PLAY International's salary grid and the Collective Agreement of training organizations

Supplementary pension
"Expensive life" bonus of 10% of the gross salary, paid monthly.
