Duties & Responsibilities:- . Assist the PTA (Project Technical Advisor) in all administrative, managerial and technical matters at provincial level; . Supervise FAO and counterpart staff in their daily activities with respect to the expected deliverables; . Consult and engage relevant provincial offices in key project cycles to enhance smooth implementation and ensure sustainability; . Serve as a focal point in all matters related to provincial meetings, plans, targets and act as a bridge to relay relevant information to all concerned at provincial level; . Assist in design and project document preparation, supervision, working with provincial FAO and counterpart engineers; . Identify needs on capacity building programmers and submit substantive training plans to PTA for further consideration and conduct on the job-training to counterpart staff; . Prepare monthly, quarterly and annual reports using standard formats and submit to PTA for compilation; . Contribute to the technical and terminal report of the project; . Collaborate with other FAO projects in the province as needed; . Involve in procurement of goods and services as per FAO rules and regulations; . Ensure application of quality control measures for all implementation of works at all times; . Assist the Project Technical Adviser and Irrigation Management Specialist in implementing all the activities of the project. . Lead the national team of the surveyors and the design engineers in conducting survey and preparing the design, cost estimate and the technical proposals for the rehabilitation of the irrigation, Karez systems and the schemes under watershed management. . Help prepare all the tender documents, contract documents and their bidding, and monitor the progress of the contractor or water user groups. . Prepare detailed project annual work plans in collaboration with stakeholders and make necessary arrangements for their successful implementation in a timely manner. . Prepare detailed plans for specific activities under the Project and ensure the quality and timeliness of output of development activities, including the conduct of the seminars, workshops, training courses, and other development activities; . Coordinate with the various international staff of the TA team for the development of a shared vision and effective team work among the project staff. . Ensure that the quality of the technical design and construction works in the project are in accordance to the best engineering design and construction practices; . Prepare necessary field documents, work plans, regular progress reports and a Terminal Report to review and monitor the outputs and results of the project against the agreed work plan, and to identify constraints and issues that require timely resolution and corrective actions; . Coordinate with relevant Departments of the government and other agencies and institutions at the regional level for the smooth implementation of the project. Conduct meetings and prepare the minutes of meetings. . Conduct training courses and on-the-job training of staff and water user groups. . Performs any other duties as required by the Irrigation Management Specialist, Project Technical Adviser and the FAOR.
