Provincial Senior Engineer

Duties & Responsibilities:- . Assist the PTA (Project Technical Advisor) in all administrative, managerial and technical matters at provincial level; . Supervise FAO and counterpart staff in their daily activities with respect to the expected deliverables; . Consult and engage relevant provincial offices in key project cycles to enhance smooth implementation and ensure sustainability; . Serve as a focal point in all matters related to provincial meetings, plans, targets and act as a bridge to relay relevant information to all concerned at provincial level; . Assist in design and project document preparation, supervision, working with provincial FAO and counterpart engineers; . Identify needs on capacity building programmers and submit substantive training plans to PTA for further consideration and conduct on the job-training to counterpart staff; . Prepare monthly, quarterly and annual reports using standard formats and submit to PTA for compilation; . Contribute to the technical and terminal report of the project; . Collaborate with other FAO projects in the province as needed; . Involve in procurement of goods and services as per FAO rules and regulations; . Ensure application of quality control measures for all implementation of works at all times; . Assist the Project Technical Adviser and Irrigation Management Specialist in implementing all the activities of the project. . Lead the national team of the surveyors and the design engineers in conducting survey and preparing the design, cost estimate and the technical proposals for the rehabilitation of the irrigation, Karez systems and the schemes under watershed management. . Help prepare all the tender documents, contract documents and their bidding, and monitor the progress of the contractor or water user groups. . Prepare detailed project annual work plans in collaboration with stakeholders and make necessary arrangements for their successful implementation in a timely manner. . Prepare detailed plans for specific activities under the Project and ensure the quality and timeliness of output of development activities, including the conduct of the seminars, workshops, training courses, and other development activities; . Coordinate with the various international staff of the TA team for the development of a shared vision and effective team work among the project staff. . Ensure that the quality of the technical design and construction works in the project are in accordance to the best engineering design and construction practices; . Prepare necessary field documents, work plans, regular progress reports and a Terminal Report to review and monitor the outputs and results of the project against the agreed work plan, and to identify constraints and issues that require timely resolution and corrective actions; . Coordinate with relevant Departments of the government and other agencies and institutions at the regional level for the smooth implementation of the project. Conduct meetings and prepare the minutes of meetings. . Conduct training courses and on-the-job training of staff and water user groups. . Performs any other duties as required by the Irrigation Management Specialist, Project Technical Adviser and the FAOR.

Civil Engineer

Duties & Responsibilities:- . Identifying shelter needs of the IDPs, returnees and host’ families in communities through needs assessment using standard tools and methodology used by program. . Conduct technical assessment/survey and analysis of data collected and recommend appropriate design and modalities of shelter construction specific to target location. . Conduct shelter construction/repair technical assessments to identify the most vulnerable families meeting criteria for shelter construction/repair intervention. . Identification of the most vulnerable beneficiaries in line with the program set criteria for shelter construction/repair through data collected during technical assessment and in line with Shelter Guideline/Standard Operating Procedure. . Coordination with enumerator Conduct market survey ensuring required materials for shelter construction/repair are available in the province/district of the target locations. . Prepare estimation of the construction materials needed for shelter construction/repair of the selected beneficiaries and developing bill of quantities (BoQ). . Establish and strengthen community engagement in the areas where beneficiaries are targeted for shelter interventions including close coordination with other stakeholders. . Organize trainings as well as ToT on shelter construction/repair and maintenance of shelter for the selected beneficiaries during all phases of the shelter construction. . Preparing workplan for all shelter activities in the assigned communities in consultation with the beneficiaries and review it periodically in order to keep track of the progress. . Monitor the shelter construction/repair activities within target communities through regular site visits and spot checks as well as providing technical support to the selected beneficiaries during construction. . Ensure all work is carried out as per the community needs and project standards. . Preparing quality reports (daily, weekly, monthly, and at hoc basis) and submitting it to Shelter Officer and Program Manager.

Site Supervisor

Duties & Responsibilities:- . Analyzing cash for a work project and CDC facilities in implementing shelter infrastructure . Conduct (Baseline survey, Technical survey, topographic survey &, etc) with CDC member. . Design and estimate subprojects based on technical norms and budget. . Carry out primary activities of projects (sketch, timeline, plan, and human resource) according to the project proposal. . Supervision and monitoring of sub-projects to ensure project implementation according to the proposal in target villages . Site visits and regular monitoring from infrastructure projects to ensure quality of work. . Close cooperation with the monitoring team under the direction of the lead engineer. . Preparing weekly, monthly, quarterly and yearly target plans. . Provide written weekly and monthly activity reports based on a project to a focal point. . Coordination with social organizers, focal points and other related colleagues. . Assisting money service providers in distribution of cash based on prepared vouchers and attendance sheets. . Conducting post-distribution monitoring (PDM) of the cash distributed to the target beneficiaries on a monthly basis. . Ensure timely and effective resolution for quality control of the permanent shelter . Perform all daily inspection and test of the scope of the construction company in the field under the contract performed ON or OFF site. . Carry out inspection and checking for all quality of permanent shelter related procedures in the site and ensure activity at the site are as per approved method statement and inspection test plan. . Conduct technical assessment/survey and analysis of data collected and recommend appropriate design and modalities of irrigation projects. . Preparation and implementation of construction quality tasks and procedures.

Field Project Engineer

 Provincial Engineer

Duties & Responsibilities:- • Preparing of monitoring and Quality Control Plans for the project. • Supervision of Construction activities based on Dawning, Specification and Scope of Work. • Supervision of all Construction Material before using them. • Conduct Preparatory meetings for every definable future of the work. • Preparing of monthly and weekly Quality Control plan for the project. • Overall control the activities in the project, and supervise the QC engineers. • Review of the tests results and write comments on results, if necessary. • Responsible for writing, reviewing testing procedures, and streamlining same in order to increase construction efficiency. • Responsible to ensure appropriate training and development plans are in place for all • Expected to lead and participate in continuous improvement activities within the construction stage of project. • Preparing quality reports (daily, weekly, monthly, and at hoc basis) and submitting it to managers and other stakeholder.

District Engineer

Duties & Responsibilities:- • Conducts technical survey, Drafting, Design and Cost Estimations, & also implementation. • Appraise Community Development Council small –scale infrastructure projects. • Take part in drafting and reviewing the bidding documents for procurement of the works under CCNPP/MRRD policy. • Develop engineering proposals including designs, technical feasibility, budget estimates and cost benefits for the agreed participatory engineering technologies. • Regular monitoring and supervision of implementation of the project activities. • Provide technical guidance to the site foreman of the project& CDCs key members. • Proposal writing, Prepares work plan (work calendar) based on work volume, needed materials and labor availability. • Conduct meetings with the Local Community Shuras, Elders and CDCs, Islamic Scholars and Government administrations

District Engineer Technician

Duties & Responsibilities:- • Closely work with the local government counterparts on the review of available typical design documentation for the selected infrastructure construction subprojects. • Take part in drafting and reviewing the bidding documents for procurement of the works under USAID policy. • Check and review the contractor’s shop drawings to ensure their adherence to the standards specified in the contract documentation. • Creating drawings, shop drawings and blueprints during design process. • Creating BoQs sheets with all necessary documents. • Filling in technical details using drawings, rough sketches, specifications, and calculations made by designers and engineers. • Provide technical guidance to the site foreman of the project. • Regular monitoring and supervision of projects activities. Preparing quality reports (daily, weekly, monthly, and at hoc basis) and submitting it to managers and other stakeholders.

Senior District Engineer

Duties & Responsibilities:- • Verify that the vertical and horizontal infrastructure such as schools, roads, irrigation structures, etc., are built in accordance with the approved designs; • Take part in drafting and reviewing the bidding documents for procurement of the works under UN policy. • Resolving field problems through interpretation of contract documents and amendments, reviewing and approving shop drawings. • Develop engineering proposals including designs, technical feasibility, budget estimates and cost benefits for the agreed participatory engineering technologies. • Regular monitoring and supervision of implementation of the project activities. • Provide technical guidance to the site foreman of the project. • Share the important elements of infrastructure project to the site/field engineers. • Conduct meetings with the Local Community Shuras, Elders and CDCs, Islamic Scholars and Government administrations.
