MEAL & Evaluation Specialist | Data-Driven Humanitarian Strategist Ouru Collins Abrahams is a dynamic and highly skilled Monitoring, Evaluation, Accountability, and Learning (MEAL) expert with over 10 years of progressive experience leading evaluations and strengthening evidence-based programming in complex humanitarian and development contexts across Africa, the Middle East, and Latin America. His career is distinguished by his deep expertise in designing and executing rigorous evaluations, leading multi-country Monitoring, Evaluation, and Learning (MEL) systems, and championing adaptive learning and accountability frameworks. Collins recently served as the Regional MEAL Manager at MedGlobal, where he provided strategic oversight for MEL systems across 12 countries, including Yemen, Gaza, Syria, Egypt, Colombia, and Ukraine, across sectors such as Rapid Response, Climate resilience, Health, WASH, energy, and nutrition. He has successfully led large-scale impact evaluations, including for USAID and World Bank-funded programs. He has supported data-driven decision-making in high-risk settings by embedding real-time digital analytics into humanitarian programming. Previously, Collins held key roles with organizations such as Handicap International, CHS- Kenya, EGPAF, and KEMRI, where he consistently delivered high-quality evaluations and promoted inclusion, safeguarding, and accountability to affected populations (AAP) as well as gender mainstreaming. His consultancy work spans clients like the Canadian Food Grains Bank, TechnoServe, and TCE, where he led evaluations of food security and WASH programs across Kenya, Ethiopia, Zambia, Malawi, and Tanzania. He holds a BSc in Medical Biotechnology with IT from Maseno University and is completing an MSc in Health Management Information Systems at Kenyatta University. Technically, he is proficient in advanced data analysis tools, including R, Atlas TI, STATA, SPSS, SQL, and Power BI, and has extensive experience with digital data collection platforms such as ODK, Survey CTO, and KOBO. Known for his sharp analytical skills, commitment to data quality, and ability to transform evidence into strategy, Collins is passionate about using evaluation to drive program relevance, efficiency, and impact. His career goal is to continue leveraging MEL to strengthen global accountability and advance durable, equitable solutions in crisis-affected and development settings. In addition to speaking English and Kiswahili, widely spoken languages in East Africa, Collins has worked extensively in Arabic-speaking and Spanish contexts, particularly during my tenure as Regional MEAL Manager with MedGlobal in Yemen and other MENA countries.
