Board Member

As members of the Board of Directors of New Kabul Bank, we hold the responsibility to convene and set the agenda for general meetings of shareholders, approve the bank's organizational structure, and make decisions regarding the establishment or dissolution of subsidiaries, branch offices, and representative offices. We are also tasked with appointing, dismissing, and determining the remuneration of the bank's management board, overseeing their work, and approving the bank's business strategy, annual budget, and business policies. Furthermore, we play a critical role in determining the conditions for granting credits, ensuring internal controls and risk management, and overseeing financial reporting and internal audit functionality. Additionally, we make recommendations to shareholders, appoint external audit firms, decide on capital distributions and net profit allocation, and oversee the implementation of instructions and orders from Da Afghanistan Bank.

Deputy Team Leader Institutional Development and Budgeting

I worked closely with the Legal, Finance, Budget, Human Resources, and Administration departments of the Ministry of Justice. I designed research tools and methodology, conducted a comprehensive institutional assessment of the Legal departments nationwide, and prepared improvement plans and budget proposals for the sustainable development of legal services. Additionally, I conducted secondary research and desk reviews, supervised fieldwork activities, and carried out qualitative research, focus groups, field observations, and key informant interviews at the regional level. I provided robust analysis and recommendations in line with policy and academic standards and effectively communicated progress to supervisors through weekly reports. I also assisted in presenting institutional analysis plans and budget proposals to relevant government departments and ongoing lobbying efforts. Furthermore, I supported the Ministry of Justice in advocating for its budget proposals with the Ministry of Finance and other relevant government entities.

Team Leader Strategy Planning Budgeting

As the leader of the Regional Strategic Planning Advisers team, I developed regional strategic planning guidelines to assist the Independent Directorate of Local Governance in implementing the Sub-National Governance Policy. I provided technical support and strategic input for the creation of provincial and regional strategic plans, analyzed the priorities of regional development authorities, and facilitated consultations both within the region and at the central level. Additionally, I helped the Independent Directorate of Local Governance in formulating Regional Strategic Plans based on identified priorities and insights gained from research studies. I also implemented planning and budget programs and projects at the sub-national level.

Revenue Administration Policy Expert

In this role, I collaborated with Afghan government ministries to oversee the administration of non-tax revenue. I organized regular meetings to identify potential revenue leakages and explore new revenue streams. Additionally, I conducted a comprehensive review of existing laws, regulations, policies, and procedures related to non-tax revenues. Through the enhancement of critical documents, I successfully prevented revenue loss and doubled the government's non-tax revenue from 28 billion Afn to 55 billion Afn within just three years. I also played a key role in facilitating the amendment of 135 laws and regulations, as well as in the implementation of increased fee rates by the ministries. Furthermore, I supported the Non-Tax Revenue Directorate and line ministries in formulating and executing reforms aimed at boosting non-tax revenue. After the conclusion of the 1395 (2016) fiscal year, I assessed non-tax revenue trends for selected government agencies and evaluated changes to non-tax revenue laws and procedures. I assisted the Non-Tax Revenue Department and line ministries in devising and implementing policies and procedures, including enforcement mechanisms, to further enhance non-tax revenue.

Economic Policy Director

I drafted various policies, including the Economic and Social Public-Private Partnership Policy, the Company Classification Policy, and the Provincial Budgeting Policy. I represented the Ministry of Economy in drafting the Afghanistan National Peace Development Framework and the Sub-National Governance Policy. Additionally, I held regular meetings with the Ministry of Finance to discuss fiscal policy and the national budget, as well as with Da Afghanistan Bank (DAB) on monetary policy issues. I also prepared Economic and Social Development Progress reports and other necessary analyses for the Cabinet, the High Economic Council, and international organizations. Furthermore, I supported the coordination of the country's economic policy and strategy to promote accelerated economic and social growth and development. I undertook periodic reviews and analyses of the national monetary policy and strategy, assisting in its implementation and preparing progress reports on its performance by relevant sectoral ministries and government agencies. Additionally, I ensured the collection of draft economic policies and strategies from relevant ministries for analysis and assessment, evaluated their interdependencies, and facilitated the transfer of knowledge and skills to enhance managerial ability, motivation, and confidence

Budgeting adviser

In my role as the Technical Expert for Budgeting, I played a crucial part in supporting the Ministry of Agriculture of Afghanistan through the Asia Foundation. My focus was on improving budgetary planning and management processes. My key responsibilities included analyzing the existing budgeting practices, identifying gaps, and recommending actionable strategies for improvement. I developed comprehensive budget proposals that aligned with national agricultural policies and facilitated training sessions for ministry staff on best practices in budget management. Additionally, I collaborated with various stakeholders to ensure that budget allocations effectively addressed the needs of the agricultural sector, contributing to the achievement of sustainable development goals. I monitored and evaluated the implementation of budget initiatives and provided regular reports to both the Ministry and the Asia Foundation. This involved assessing the impact of budgetary decisions on agricultural productivity and resource allocation. I actively engaged in knowledge-sharing activities, promoting a culture of transparency and accountability within the ministry. By leveraging data-driven insights and incorporating feedback from stakeholders, my contributions as the Technical Expert for Budgeting significantly strengthened the financial framework of the Ministry of Agriculture. Ultimately, this work supported the resilience and growth of Afghanistan's agricultural sector, equipping the ministry to better respond to the challenges it faces.

Lead the preparation of the annual budget, ensuring it aligns with the goals of the ANDS. Collaborate with various departments to gather information on their budgetary needs and projections. Analyze financial data to identify trends, variances, and opportunities for cost savings. Prepare detailed reports for management and stakeholders. Monitor the implementation of the budget and provide regular updates on financial performance. Prepare quarterly and annual financial reports for review. Ensure compliance with financial regulations and organizational policies. Assist in developing and implementing budgetary policies and procedures. Work closely with finance and accounting teams to ensure accurate financial forecasting. Provide training and support to staff on effective budget management practices.

During my MBA program at Bakhtar University, I gained a thorough understanding of advanced business principles and practices. The curriculum focused on critical areas such as financial management, strategic planning, marketing, and organizational behavior.
