In this role, I collaborated with Afghan government ministries to oversee the administration of non-tax revenue. I organized regular meetings to identify potential revenue leakages and explore new revenue streams. Additionally, I conducted a comprehensive review of existing laws, regulations, policies, and procedures related to non-tax revenues. Through the enhancement of critical documents, I successfully prevented revenue loss and doubled the government's non-tax revenue from 28 billion Afn to 55 billion Afn within just three years. I also played a key role in facilitating the amendment of 135 laws and regulations, as well as in the implementation of increased fee rates by the ministries. Furthermore, I supported the Non-Tax Revenue Directorate and line ministries in formulating and executing reforms aimed at boosting non-tax revenue. After the conclusion of the 1395 (2016) fiscal year, I assessed non-tax revenue trends for selected government agencies and evaluated changes to non-tax revenue laws and procedures. I assisted the Non-Tax Revenue Department and line ministries in devising and implementing policies and procedures, including enforcement mechanisms, to further enhance non-tax revenue.
