Charles Bin Atelu is an accomplished public health and program operations professional with over 18 years of experience leading large-scale health systems, community-based, and quality improvement programs across Kenya, with a strong background in HIV care and treatment, sexual and reproductive health (SRH), SGBV response, and adolescent health interventions, developed through progressive leadership roles with PharmAccess Foundation, I-TECH (CDC/University of Washington), ICAP, and Aids Relief Kenya. My expertise spans Health Informatics leadership, Health Management Information System (HMIS) design, testing, rollout, and implementation, health informatics interventions, and applying adult learning theories to develop practical yet innovative, objective-oriented training programs for both clinical, non-clinical, and public health professionals in resource-limited countries. I excel in managing complex projects while fostering partnerships to drive impactful, sustainable solutions. My commitment to innovative learning and healthcare delivery transforms systems to empower communities and improve global health outcomes. Until recently, as the Institutional and Partnership Manager at PharmAccess, I oversaw multi-county implementation of the SafeCare Quality Improvement programme, leading field teams, strengthening partnerships with county governments, private providers, and Ministry of Health departments, and ensuring effective delivery of community and facility-based initiatives. His work focuses on leveraging data for decision-making, building local capacity through training and mentorship, and integrating digital health tools to improve service delivery efficiency. Previously, at I-TECH Kenya, Charles coordinated a national capacity-building program for HIV and SRH services, training over 3,000 health professionals, ensuring compliance with donor requirements, and aligning consortium activities with MOH priorities. He has extensive experience in programme operations, stakeholder management, and monitoring and evaluation, with a proven ability to use evidence and learning to enhance field performance and accountability. I equally possess expertise in Health policy and governance, Monitoring and Evaluation, one health approach, HIV Care and Treatment, zoonotic disease surveillance and notification, mobile digital health, and National Sexual Gender Violence Information System (GBVIS). With expertise in agile development I developed a national competence-based curricula on health informatics FELTP program under implementation by Moi University, electronic medical records system use, Antimicrobial Stewardship (AMS) training for healthcare workers, Clinical Officers’ curriculum, HAART drug management for health workers, Advanced adult/pediatric HAART and Opportunistic infection with Aidsrelief and NASCOP and coordinating capacity-building activities countrywide for the Kenya Health Management Information Systems (KeHMIS II) products KenyaEMR, Lab Information System (LIS), mobile HTS Apps and Kenya Immunization platform in Kenyan public and selected mission hospitals supported by CDC.
