I have accomplished 3 Masters’ programs. Master in Business Administration (MBA) 2 years’ program (General) from Bakhtar University Kabul, 2nd Masters in International Cooperation and Humanitarian Aid from Kalu Institute, Spain (online), and 3rd Masters MBA 2 years’ program with specializations in Project Management and Human Resources Management. I am graduated from 2 Bachelor’s Degrees programs. Bachelors of Arts in English Literature, Sociology and Political Science, from Baluchistan University in Quetta, and Bachelors’ in Business Administration (BBA) from Mirwais Neeka University in Kandahar. I completed Advance/TOEFL level English course from International Rescue Committee (IRC) and received in-person training ADMIN MODULE (Project, Team and Financial Management) in Lyon, France from Handicap International (HI) HQ. I have overall 21 years of professional working experience in emergency/fragile contexts/programs in different International and National organizations e.g., Welthungerhilfe (WHH), Handicap International (HI), Mercy Corps and MCPA, in emergency health, agricultural, WASH, and de-mining programs; my main jobs were related to Programs, Support Services (Finance, HR/Administration, Logistic, safety & security), Coordination, Access/Negotiations, Safety & security, and management/leadership. In Handicap International, I worked as Head of Support Services for around 10 years. During this term, I was focal point for coordination e.g., participating in ACBAR, OCHA, PDC, PDMC, and other provincial level coordination meetings. I was also safety & security & access/negotiation person, supported regional level programs and casually worked as Acting Area Manager during his absence. Currently I am working as Area Manager for Central Regional Office in Kabul for Welthungerhilfe (WHH), Afghanistan program since January 2023. In January 2020, I was elected as a volunteer by I/NGOs as ACBAR Advisory Board Member for the southern region, and re-elected in 2021 and 2022, through an election process as Chairperson of the board. Our primary responsibility was coordination, advocacy and resolving I/NGOs challenges/access issues representing both international and national NGOs. I was elected as OCHA co-chair for the role of Central Regional - Access working Group (R - AWG), for 6 months’ (July to December 2025) for resolving humanitarian access challenges at regional level. I also participate in OCT, DSWG, FSAC, PDC/PLCF, PDMC etc... meetings at central regional level. Please refer to my resume for further details. Leadership and Team Management: • Leading two regional teams in Afghanistan (Central and Eastern regions): As Area Manager for Central and Eastern regional offices in Welthungerhilfe (WHH), I have led two teams in Central and Eastern regions of Afghanistan while working with WHH. • Leading teams in two provincial offices (Kandahar and Nimroz): In Handicap International (HI), I have led two provincial teams in Kandahar and Nimroz provinces. I was setting action plans, yearly appraisals, objectives, capacity building trainings, and monitoring their activities. • Development of strategies, MoUs and policies: Providing support in developing WHH, Emergency Preparedness and Response (EPReP) strategy 2025 and providing inputs for the central and central highland region. Developing MoUs and follow ups/signing with relevant ministries. Support in development of General Terms and Conditions for National Staff (GTCNS) policy (for HI), and development of I/NGOs Internship, Finance and logistic policies. Working closely with NGOs for developing different policies. • Implementing health related projects: While working with Handicap International for around 10 years, implemented different health related projects in Kandahar and Nimroz provinces. Provided support to project managers on continuous basis. 2. Programs implementation: • Implementing nutrition projects in WHH – Kabul & Nangarhar: Implemented different nutrition and food security related projects in Kabul and Nangarhar since last 3 years (while working with WHH 2023 - 2025). 3. Budget/proposal development/donor reporting: • Budget development: Developing budgets for Central and Eastern Regions projects implementation in food security, emergency, agriculture, nutrition etc... Holding budget management sessions for project managers/officers and other relevant staff, on period and half annual basis. Reporting the budget progress reports to Finance Coordinator. • Proposal development: Providing inputs during developing proposals considering Central region. • Donor reporting: Developing donor reports for the projects. 4. Coordination platforms/I/NGOs/UN agencies: • Coordination with ACBAR: As Advisory Board Member/Chairperson, during August 2021 (government takeover), I have maintained close coordination with OCHA. In collaboration with ACBAR team, holding coordination and access meetings with provincial authorities for emergency response and representing regional level national and international NGOs. Lead the first ever Coordination meeting in August 2021 in Kandahar with provincial governor and held first PDC meeting. Visits to I/NGOs compounds in southern region (Kandahar, Helmand, Uruzgan, Zabul and Nimroz) and providing support to ACBAR in managing and facilitating meetings. • Access for emergency and health related projects during COVID 19 (lockdown): As Advisory Board Chairperson for ACBAR, and working with Handicap International, maintaining close coordination with provincial health sector and provincial authorities for gaining access for national and international NGOs to continue the emergency response programs during the lockdown of COVID 19. • Advisory support to ACBAR team, I/NGOs, UN agencies, clusters CSOs: Advisory support to ACBAR regional team, I/NGOs, UN agencies, clusters, CSOs, e.g., representation, improvement, orientation, mentorship, and observation, for organizational support, advocacy, programmatic support, and professional growth). • OCHA – Co – Chair for Central Regional Access Working Group (CR-AWG): From July 2025 to December 2025, I was elected by I/NGOs/UN agencies as Co-chair for Central Regional AWG. We represented 40+ I/NGOs/UN agencies. • Participation in OCT, AWG, FSAC, other cluster/ad-hoc meetings: Maintaining close coordination with OCHA, and other clusters and participation in the meetings. 5. Liaison and coordination with national/provincial authorities: • Liaison with ministries and signing MoUs (with MoRR, MAIL, MoEc): Holding and follow up meetings with ministries e.g., Ministry of Economy (MoEc), Ministry of Refugees and Repatriation (MoRR), and Ministry of Agriculture, Irrigation and Livestock (MAIL) for signing MoUs for, food security, emergency response, cash & voucher assistance, nutrition and other emergency programs. • Close coordination with ANDMA: Holding close coordination with ANDMA especially after the government takeover in August 2021 in southern region as Chairperson of the ACBAR Advisory Board. • Close coordination with health sector: Maintained close coordination with public health sector in southern region for different health projects implementation. • Visits to different regions of Afghanistan: Visits to North East, Northwest, Eastern, Southeast, Central/Central highland and Western regions across the country and supervising the survey teams in 2003/4 and afterwards. 6. Consortium/partnership Management: • Consortium Management: As Area Manager for Central and Eastern Regional Offices, co-ordinate with and provide support as required to implement partner organizations for implementing WHH projects. To ensure all policies and procedures are effectively communicated and respected by Central Regional Office teams and implementing partners. 7. Safety & security management (Southern, Central and Eastern regions: • Safety & security Management: Participation in all safe & security related meeting organized at regional level. Providing capacity building trainings to all staff at regional level. To monitor the context, and incident management. Preparation of security risk and context analysis reports. 8. Team building and Human Resources Management (HRM): • Establishment and recruitment of Kandahar and Nimroz emergency teams: Establishing the Nimroz field office and recruitment of emergency team in Nimroz for IOM compound near Milak border (zero point) for Afghan returnees’ response from 2019 to 2023. • Human Resources Management/focal point: Ensuring that the recruitment and procurement process takes place smoothly with fairness and transparency is ensured at regional level. • Complaint Mechanism/PSEA focal point: Ensuring that all HI standard complaint mechanisms are in place including but not limited to protection, “do no harm” principles. Played the role of PSEA focal point at regional level and provided trainings on PSEA and “do no harm” principles. • Trainings on child protection and PSEA trainings: Providing PSEA and child protection trainings to all staff members in Kandahar and Nimroz provinces. • Staff trainings on HI HR/GTCNS policies and other capacity building: Provision of HR and HI GTCNS policies twice a year in Kandahar and Nimroz provinces. Providing different trainings of the policies to all regional staff in Kandahar and Nimroz provinces. • Staff onboarding induction: To ensure all steps of recruitment is duly processed in accordance to the HI HR GTCNS policy from personnel requisition forms to vacancy announcements and all onboarding processes. • Diversification, equity, inclusion and gender: To ensure the diversification, gender, compliance issues are in place. • Staff personal files management: Custodian of all staff personal files at regional level and updating the files on periodic/ad-hoc/ yearly level and ensure all updated data and documents e.g., performance/appraisals, yearly action plans, notice letters and other administrative documents. • Management of employment contracts/Administration: Overall responsibility for the employment contracts management.
