County Team Lead

Overall Job Function: To provide overall leadership and technical support to the CDC-funded PACTIMARA county-based technical team and oversee the design, planning and implementation of all aspects of supported program activities. Duties and responsibilities:  Provide oversight to the county-based technical team and coordinate the implementation of program work plans and strategies towards desired targets.  Co-ordinate the work planning, design, planning and implementation of supported HIV, TB, FP, RMNCAH and Nutrition services in the county.  Participate in planning and implementation of supported activities in collaboration with county and sub-county health management teams.  Provide technical leadership and technical support related to strengthening the pillars of the health system to support quality HIV and TB services.  Develop guidelines, tools, standard operating procedures, and recommendations related to the implementation, evaluation of clinical management of HIV and TB  Provide leadership in the development of lessons learned in health programming and apply these lessons to improve the program.  Design and lead project CQI initiatives and technical assistance to increase utilization of HIV and TB services for desired outcomes including continuity in HIV care and viral load suppression.  Provide technical assistance in non-ART clinical care including the management of opportunistic infections and TB; and by strengthening the capacity of field staff and health care workers.  Provide technical assistance in capacity building to strengthen capacity of program staff and facility staff, in collaboration with CDC, County Health Management Teams (CHMTs) and Sub-County Health Management Teams (SCHMTs) to achieve program objectives and results, including achieving HIV epidemic control.  Monitor and ensure that the program meets the milestones and targets set by the donor in accordance with the program work plan, ensures all activities are conducted in close coordination with the donor and county governments and are aligned with MoH standards, protocols, and policies.  Use technical quality, leadership, and accountability (TQLA) as a central strategy to provide technical assistance to program staff to design, develop, implement, monitor, and evaluate strategies to effectively integrate various components of service delivery elements as appropriate.  Stay abreast of latest technical developments in the field of care and treatment and support the CHMTs and SCHMTs to apply cutting-edge strategies to the HIV and TB programming.

Senior Program Officer

Overall Job Function: To provide management and technical support to ensure the implementation of HIV Prevention, Care and Treatment services including MER activities in CHS-supported facilities. Duties and responsibilities:  Overall management of CHS technical and financial activities in Makueni County.  Project monitor for Makueni CHMT and CHS sub-agreement budget for implementation in accordance with the scope of work.  To review the analysed quarterly facility programmatic reports and provide feedback to the technical team and correlate the program activities with performance of the sub-grants  CHS focal person in the county for the county transition planning activities  Liaise with MoH, County Department of Health and other regional stakeholders to ensure that the program is implemented in compliance to the national guidelines  Supervise, appraise and offer technical support to CHS program staff in Makueni county  Participation in development and monitoring of county HIV annual operation plan/HIV strategic plan.  Coordinates training of health care workers at supported facilities on National guidelines and protocols.  Prepare and ensures financial and program reports are received in time.  Assist with the conceptualization, design and conduct of operational research  Liaison person between the County Government of Makueni and CHS.

Technical Advisor - HIV Prevention

Overall Job Function: To oversee planning, implementation and supervision of all prevention activities in the region including HIV testing services (HTS), gender based violence (GBV), referrals and linkages, adherence and psychosocial support Duties and Responsibilities  To provide technical leadership in the planning and implementation of HIV prevention activities (HTS adherence and psychosocial support)  Oversee the development of integrated HIV prevention interventions and work plans and oversee their implementation  To ensure that quality assurance systems are implemented according to the National guidelines for all HIV prevention interventions including HTS, APSC and PWP  Work with the county governments in identifying training needs, planning and delivering trainings according to the training plan  Member of the regional technical team offering leadership in Prevention program and synergy with other programs.  To liaise with relevant stakeholders to strengthen HTS and other commodity supply systems for HIV prevention  Prepare the monthly, quarterly and annual progress reports for prevention.

Program Coordinator – HTC, Care and treatment and GBV

Duties and responsibilities  Planning and implementation of HIV identification and treatment, and GBV interventions in supported facilities  Strengthen linkages between testing points and care clinics in all project supported sites.  Actively represent HTC program in District and Provincial stakeholder forums  Ensure availability of all commodities and materials in all supported sites.  Timely preparation and submission of comprehensive monthly and quarterly reports.  Identify knowledge gaps provide clinical mentorship and on-job training for staff.  Provide on-going supervision of HIV care and treatment and TB/HIV programs.  Participate in quality assurance/quality
