Humanitarian Program Officer

Supporting Humanitarian Response Team through working closely with partners and communities to ensure realistic and appropriate inputs to develop and implement emergency preparedness and response projects caused by conflicts, floods, droughts, and other natural disasters. • Conducting close coordination with project related sectorial ministries (MoEc, MoRR, MRRD, MoLSA, MAIL, ANDMA and MoPH for IRW smooth intervention execution in Afghanistan. • Coordination with related sectorial ministries for project introduction and signing the MoUs for receiving project NoC from MoEc for project execution. • Coordinating all IRW humanitarian, emergency, and seasonal interventions with other related sectorial ministries for well and smooth project execution. • Developing all humanitarian project Detail Implementation Plans (DIP) and communicating with relevant offices for smooth execution. • Registering all IRW humanitarian and other departments’ projects to MoEc online system and submitting all project related documents to MoEc and continuously following up for issuing official letter to sectorial ministries. • Writing the final project narrative report of IRW humanitarian emergency response and seasonal projects as per humanitarian program coordinator instructions and donor requirements. • Conducting new project’s kick off meetings/inceptions in order to well introduce the project aims for project staff. • Implementing the humanitarian projects in the field and coordinating the project with sectorial relevant representatives for smooth project execution. • Participating in weekly and monthly coordination meetings of all coordination clusters and updating the team on cluster coordination decisions. • Designing, estimating, coordinating, planning and implementing the Shelter projects according to the Emergency Shelter cluster guidelines. • Participating in all OCT meetings and presenting all IRW projects and assistance for the provinces under coverage of Islamic Relief Worldwide - Afghanistan. • Support Humanitarian Response Teams to monitor and analyze food insecurity situation in Afghanistan in order to develop appropriate response mechanism through participation of partners, communities and other stakeholders. • Work together with the team members to develop and deliver capacity building plans for

Program Team Leader

Lead in monthly, quarterly, and annual provincial work plan in line with national work plans and overall program work plans Assisting in development of a clear vision. • Conducting close coordination with project related sectorial ministries (MOEC, MUDL, MRRD, MOLSA, ARAZI, KM) and UN agencies for UN-HABITAT KSMNP USAID smooth better project intervention execution. • Continuously Visiting and monitoring all projects activities against challenges occurred during implementation of projects in the field. • Supporting technically admin assistant in all sup projects contracts, staff contract, recruitment process, financial and daily attendance record, and file document arrangement • Identify and clarify conceptual, implementation and policy issues which may arise during project implementation. • Build effective partnerships with program partners and local government stakeholders • Identify and support synergies and cross fertilization of programs to best support the local authorities, UN, and partners. Support with identifying new program and project opportunities and technical assistance needs, including Identifying potential resources in line with priorities of the GOIRA • Support in the systematic mainstreaming of cross cutting issues of gender, youth, climate change and human rights in both program activities and UN-Habitat office. • Take the day-to-day lead in building and maintaining support for the program from local government counterparts to ensure activities can be implemented in target areas • Support the Program Manager with ensuring UN-Habitat representation in local (regional/provincial/municipal) forums • Promote municipal safety action planning and its effective implementation at local levels, and promote the engagement of relevant Local Authorities, Line Departments, and other relevant local partners in its implementation • Ensure the successful implementation of capacity development activities with government partners for inclusion of women, youth and other marginalized groups Maintenance of all the project activities in media broadcasting and releasing out via requested channels • Supporting all the projects’ related activities to media and communication.
