Grant Advisor

• Grants Management overview and maintenance of all grants, donor requirements, rules and regulations, and internal and external deadlines; development of donor applications and reports, ensuring donor compliance and quality control; development and revision of funding proposals, budgets, and donor reports; continuously improve internal grant management systems; provide an internal help-desk on donor related issues; Provide suitable advice on donor’s guidelines; and contribute to project/grants cycle management procedures and usage of the project/grants cycle management framework. • Funding Identification & Proposal Development organize proposal planning meetings; dissemination of information; build relationships to coordinate and support the development of proposals; and compile proposal budgets. • Due Diligence Assessments partners to support the due diligence assessment; ensure the organisation is up to date with donor’s assessments; and ensure that the organisation’s risk ratings are aligned as per current programming and policies. • Donor Reporting, Monitoring, & Review development and review of donor and partner reports, ensuring consistency between narrative and financial reports and that they meet quality standards; highlight critical financial issues to Managers and budget holders; monitor grant payment schedules and income requests; and support the development of country factsheets and other relevant information for donor visits/meetings. • Donor Compliance familiarity with organizational and donor portfolio compliance requirements; and ensure high quality management of grants through meeting indicators and deadlines; support and advise programme colleagues with queries related to donor compliance; ensure all documentation is ready and available for audits; support openings and close out of grants; and assist in training and capacity building of field staff. • General Administration maintaining a high standard of information management/filing systems; representation and attendance at meetings; area and/or field office visits; and ensure correct maintenance of an up-to-date grants funding tracker and online database.

Grant and Contract Management Associate (Project Management Support)

Contract and Grant Management • Communicates with approved contractors and grantees to ensure their full understanding of all obligations. • Receives quarterly and final technical reports from contractors/grantees and coordinates their review by UNMAS technical colleagues. • Receives invoices and requests for payment from contractors and grantees, and processes payments in cooperation with UNOPS PSC New York colleagues • Maintains contract and grant management tracking systems to monitor contractor/grantee compliance with obligations, and enable the Grants and Contracts Office workload projections Facilitation of completive Procurement and grant award processes • Supports Programme discussions on selection of activities to be funded by donor contributions, assistance on use of procurement, or grant support modalities • Assists in communication with prospective bidders during procurement and grant support competitions (manages email account, channels request for information to relevant technical colleagues, ensures timely response) • Assists the preparation of evaluation and award documentation (evaluation reports, standard UNOPS request for award forms etc. Section Management • Assists the Grants and Contracts Office at UNMAS Afghanistan management in coordination meetings • Maintains relationships with UNMAS departments (e.g., Quality Management, Planning and Operations) to ensure reliable and effective sharing of information needed for successful contract and grant management • Supports the UNMAS Afghanistan programme officers in liaising with mine action service providers, national authorities, and other external parties, with regards to UNOPS mine action contracts and grants • Supports the Grants and Contracts Office process development activities to proactively put forward ideas, suggestions, and recommendations drawing on lessons-learned and progressively detailed understanding and knowledge of mine action operations Monitoring and Progress Controls • Make sure contract and grant management documents are prepared in a timely manner, accurately and to a standard that is accepted by UNOPS PSC New York approval authorities with little need for post-submission follow-up • Make sure contractor/grantee performance issues detected and communicated to UNMAS programme officers and relevant UNMAS technical colleagues in a timely fashion • Follows on contractor/grantee requests for payment and ensures that are processed and payments made in line with UNOPS’ obligations on payment dates • Ensures contractors and grantees are provided with timely and accurate responses to requests for information

Grants Specialist

Grants Management • Participate in and serve as recorder for grants approval committee meetings. Maintain committee meeting minutes and document decisions on all grant applications. • Ensure that SWIM grants comply with the USAID and AECOM policies, procedures, rules, and regulations, ensure periodic internal reviews, monitor sub-grantees, and assist in identifying and mitigating risks. • Handle the timely processing of all closeouts of grant files – both hard copies and soft copies in the shared drive and as well as in OneSource. • Draft solicitation documents and perform pre-award actions for negotiated requirements including developing subcontract specifications, scopes of work, deliverables, terms and conditions, source selection, cost and price analysis, and negotiations of a moderately complex nature. • Recommend methods of procurement and select clauses to cover special conditions such as inspection and acceptance, marking and packaging, quantity variation, price differential, or transportation costs. • Monitor individual subcontract budgets, audit receipts for expenses incurred under subcontract agreements to ensure costs are allowable and allocable and seek approvals from technical managers on status of subcontract milestones/benchmarks before completing payments to subcontractors. • Report consistent and accurate financial data on subcontract activities.

Economist (Project Analysis )

• Reviews Financial and Economic Analysis of the various feasibility studies/business proposals submitted under Advisor office of GoIRA. • Provides technical assistance to Project Clusters and Regional Project coordination Offices during the conduct of technical validation in the field and other related activities if necessary. • Provide well-written economic advice on short turn-around times for a variety of management issues. • They present economic data in formats that are understandable to stakeholders, to other staff, and to senior government decision-makers. • Undertake analytical work and lead teams to provide high quality customized analytical and advisory services linked to country circumstances (considering relevant lessons from international experience) on issues and policies related to post basic education and training (including reform of finance, governance, teacher policies and quality assurance systems). • Analyze data using mathematical models and statistical techniques and advise businesses, governments, and individuals on economic topics.

Projects Implementation Coordinator

• Develop and implement appropriate Economic policy for the projects to meet the requirements of the Industrial parks projects, AISA and Government of Afghanistan at central level if required at district level also. • With respect to co-implementing partners and external projects implementing agencies/ sub-contractors. Ensure that these agencies mobilize and deliver the output in accordance with their letters of agreement or contracts and provide overall supervision and /or coordination of their work to ensure the production of the expected output. • Prepare and update on a quarterly basis with explanation of any changes in projects annual and quarterly work plans • Review and monitor contractor performance and ensure that the project is delivered to time and cost targets, at acceptable quality standards. • Prepares project progress reports and the project final report and organizes project steering committee meetings, review meetings and evaluation missions in coordination with AISA top management. • Assist the IPPDD (industrial parks planning and development department) directors to develop project plans consistent with project objectives • Assist the IPDD Director to manage more complex project schedules, independently identify project resources requirements, collaborate with others on more complex projects assigned and assist others in complex large-scale projects. • Ensure that the project ate in progress in accordance with the work plan and payment are accordingly released to the contractors, Prepare physical work control chart and financial management plan for each project • Follow up with contractors and procurement section from inception phases to final handover of the projects • Supervise support staff under the guidance of the Managing director to ensure smooth running of activities • Maintain proper communication with the other related ministries • Carry out any other activities that are assigned by the project Manager
