• Prepare procurement processes for goods and services, contracts at the local level based on local law and current GIZ rules. • Carry out work in accordance with company values and policies, relevant laws and regulations, agreed company priorities and objectives, company standards and procedures and good industry practice. • Prepare final contract documents and obtain the necessary validations for contract execution. • Preparing specified requisitions for procurement of goods and services and contracts for the entire Programme including the provinces. • Coordinating the preparation and submission of procurement plans provided by the various organisational offices for budgetary approval. • Providing technical support in analysing and reviewing TORs to ensure clarity, adherence to technical requirements and alignment with GIZ policies. • Preparing and monitoring the execution of the procurement plan, ensuring that objectives and priorities are met and on track. • Organise and conduct Kick-Off meetings with consultants and stakeholders to ensure clarity on objectives, deliverables and contractual terms. • Reviewing supporting documentation to validate payments and coordinating with the finance and administration departments. • Supporting international procurement processes (goods and services/contracts) requested and handled at GIZ headquarters in Germany. • Supported the involvement of local suppliers by ensuring compliance with local procurement regulations and promoting fair competition. • Contributed to capacity-building initiatives through training of provincial staff on procurement standards and compliance. • Ensured alignment of procurement activities with organizational and national requirements for local participation. • Evaluating contract proposals and assisting in the evaluation of technical and commercial proposals, when applicable. • Supporting the creation of a planning and monitoring system for the procurement area. • Monitoring supplier performance through monthly follow-ups, KPIs and compliance checks. • Ensure the proper administration and filing of all procurement documents and ensure that all approvals, justifications, forms are filed in accordance with applicable procedures. • Participating in internal and external auditing processes. • Supervise and coordinate all administrative activities related to Procurement in close collaboration with the provincial offices to ensure compliance with the organisation's policies and regulations. • Monitor and manage the entire Procurement lifecycle, from needs identification to final delivery, ensuring compliance, efficiency and transparency at all stages. • Prepare regular reports on Procurement performance at provincial level, providing analyses and insights to support strategic decision-making. • Acting as a strategic link between the requisitioning areas and the procurement department, promoting collaborative relationships and ensuring fluid communication. • Contributing to decisions in line with operational needs and best sourcing and supply practices, with a focus on adding value and mitigating risks. • Ensure the distribution, management, and monitoring of equipment provided to colleagues, ensuring that all assigned assets are properly recorded, used responsibly, and in accordance with the organization’s internal policies. • Actively participate in updating the inventory file and handover folder for project assets, ensuring accurate recording of all distributed assets and materials, as well as traceability and compliance with the organization’s asset management standards. • Ensure the maintenance of the office's movable and immovable property, guaranteeing the proper functioning of infrastructure, equipment and furniture, as well as the general upkeep of the space. • Check the fuel consumption of project vehicles monthly and ensure that the logbook is controlled and monitored. • Support initiatives related to office organization, safety, and environmental management, including responsible disposal of materials.
