Josue has more than 18 years of experience with strong in-country (Mozambique) networks and credibility with senior stakeholders, experience in leading the delivery of high-quality work and developing high quality reports, adapting professional workplans in a fast moving and changeable environment as well as overseeing international development-funded country office operations such as USAID, EU, DFAT and FCDO. He holds a professional Higher Certificate in Landscape Governance from Wageningen University & Research Centre in the Netherlands as well as a Postgraduate Degree in Peace and Development Studies from Makerere University in Kampala Uganda. Josue was trained by the United States Department of Agriculture through Cochran Fellowship Program and went to Minnesota where he got trained Farm Operations Management in 2009. Josue worked on large poultry industry in Nampula, providing his expertise on poultry, maize and soybeans production.

• Responsible for delivery against the country programme Climate, Nature and Environment as per FCDO policies. • Responsible for delivery against the country-nested log-frame and intervention-specific Theory of Change. • Responsible for delivery against the workplan. • Negotiating agreements with stakeholders (Technical Assistance/ TA providers), Government of Mozambique on various contracts and regulations while establishing and maintaining relationships with key strategic government agencies and stakeholders. • Support on cross-cutting matters concerning the Foreign Commonwealth Development Office (FCDO) Climate and Ocean, Adaptation and Sustainable Transition (COAST) project. • Negotiations to the formulation of negotiation positions for TA providers be it individual or organization, support in liaising with Project Partners and coordinate with other teams on ongoing COAST Facility's matters. • Lead in ensuring compliance with Vetting and Due diligence, mandatory reporting and TA obligations and oversee the TA Facility in line with the agreed TAF processes including develop robust Terms of Reference, screening and selection processes, and supporting, robust evaluation and negotiation of offers. • Leading on all administrative, contractual and reporting requirements for each TA assignment (managing expert Pools/Rosters, drafting key strategic documents (ToRs, Reports), conducting Vetting and Reference Checks as well as Due Diligence) including coordinating of evaluation / screening meetings, identification of suitable TA providers, negotiating fee rates and deliverables, conducting vetting & reference checks, obtaining approvals (from COAST and FCDO), and drafting TA contracts for each assignment as well as lead on mobilizing of TA providers for assignments ensuring kick off meetings, regular review points and reporting are conducted; identify if issues are arising and ensure they are efficiency addressed by the allocated COAST Point of Contact and the TA provider as appropriate. • Support the establishment of the MEL / results collection for each TA assignment ensuring it contributes to the wider MEL Framework and data is effectively captured and reported.

• Successfully piloted a digital revenue collection system through Market fees at Alto Molocue municipality and installed the SGA system through CEDSIF at Pemba and Nacala municipalities. • Influenced at the Ministerial (Ministry of Economy and Finance on PFM and municipal Own Source Revenue (OSR) ) level as well as Provincial levels including Governors in Zambezia, Nampula and Cabo Delgado to include in their Governance Agenda - the addressing of leakage and illegal selling of medicine and associated products (Health sector), Teacher Absenteeism (Education sector) as well as Community participation in the management of Health Centers/Units (to ensure availability of medicine), Schools and potable water boreholes. • Facilitated in the development of Municipality’s Own Source Revenue (OSR) capacity to improve public service delivery in Zambezia, Nampula and Cabo Delgado municipalities and districts as well as working with CEDSIF to develop systems and solutions for PFM at municipal level, for example – rolling out of SGA In municipalities of Pemba, Nampula and Quelimane. • Stimulated the emergence of quarterly meetings held between District Administrators, Health Center and School Directors as well as Village leaders to enhance social cohesion through participative decision-making to address community challenges with emphasis to leakage and illegal selling of medicine and teacher absenteeism. • Managed a budget of $3,500,000 until the last day. • Led donor reporting including weekly updates as well as success stories.

• Led a consortium of organizations (TechnoServe, ADEL-CD, ESSOR, Mundukide, ELJ, A Politecnica) implementing Work4Progress project funded by Spanish Bank – ‘Caixa Bank’. • Engaged 500 vegetable Small Holder Farmers through a guarantee fund. • Supported the birth of poultry farming (precisely egg production) in Pemba city by linking Work4Progress and the Total Energy’s CATALISA Project through TechnoServe in Pemba. Creating a positive pathway for 100 women who started egg selling business. • Supported 200 youth from Cabo Delgado through Technical Vocational, Education and Training (TVET) to enhance their skills and improve their employability chances.

Theme 1: Own Source Revenue generation in Nampula Municipality Situation: The municipality used manual methods to record collected revenues which yielded $300 per day of market fees from 35 markets. Innovation brought I led the introduction of digital forms of revenue collection which yielded $10,000 per day of market fees from 35 markets. Recognition: Josue was awarded the 2015 IVLP by the United States Government and attended training on Business Development for Entrepreneurship in Washington DC. Theme II: Waste Management in Nampula and Quelimane Situation 1: Collecting waste was only the task of the municipality using its scarce resource. Innovation brought: Josue introduced PPPs in waste management (collection), allowing groups from neighborhoods to form Associations and partner with the Municipality, then the municipality pays these groups. The idea contributes to poverty reduction and alleviates the Municipality’s payroll burden. Situation II: Privatisation of waste management to allow businesses to get involved in the process Innovation brought: Josue led the creation of Sanitation companies in Nampula (EMUSANA – Empresa Municipal de Saneamento) and Quelimane (EMUSA – Empresa Municipal de Saneamento) setting foundation for PPPs into Sanitation management at municipal level. Theme III: Climate Financing, Resilience and Adaptation as well as WASH in Quelimane, Nacala and Pemba Situation I: Open defecation in Quelimane municipality contributed to water-inborne diseases and there were no NGOs working to support in WASH sector. Change: Josue worked to flexibilise internal processes so that international NGOs find working with municipality of Quelimane easy (Creating an enabling environment). Results: WaterAid with funding from DFAT constructed 600 household latrines to reduce open defecation and improve sanitation. Situation II: Mangroves were devastated in Quelimane, Nacala and Pemba resulting into these cities’ vulnerability to climate shocks. Solution: USAID funded Coastal City Adaptation Project (CCAP) supported these municipalities to strengthen their capacity to respond to climate shocks. However, the problem that the implementing partner (Chemonics) found was that Pemba, Nacala lacked internal personnel to quickly flexibilise processes. As a result, Josue was given the responsibility to act as focal point for 3 municipalities. Results: CCAP was fully implemented focusing on specific themes for each municipality. For example, in Quelimane the emphasis was on mangrove restoration (33 hectares were planted involving community members) as well as construction of 12 resilient houses with collaboration from UNHabitat and local artisans and in both municipalities, vulnerability mapping was conducted to avoid informal settlements contributing to spatial planning. Others 1: Both Pemba, Nacala and Quelimane including Mocimboa da Praia were members of the DAC (Durban Adaptation Charter) and together, accompanied by Josue, participated in the COP21 (Quelimane, Nacala, and Pemba), contributed to the 2017 Locs4Africa Pan African Congress which gave birth to the Ekurhuleni Declaration on Water and Sanitation in Johannesburg South Africa. Others 2: Josue led the Quelimane Limpa EU funded project which transformed organic waste to compost and then used the compost as manure for the vegetable gardens around the city’s green fields. He linked the initiative to the ICLEI RUAF and Milan Urban Food Pact Policy winning an award. • Managed daily production increasing from 30 tons to 120 tons per day of poultry feed for internal and external consumption. • Designed Standard Operating Procedures (SPOs) for all work performed by department employees as part TQM (Total Quality Management) through the Japanese 5S (as Lean Thinking and Approach). • Managed a team of 35 staff using the Mission Driven Team Works (MDTW) methodology. • Engaged 1000 soybeans and maize farmers who had never produced and sold to a big company and helped them to sign production contracts with the Novos Horizontes as part of Market System Development (MSD) / Making Markets Work for the Poor (M4P) Approaches. • Engaged 500 households in communities close to the company through the Chicken Outgrowing Scheme known as Integrados / Integrated who started earning $300 per chicken raring cycle jumping from below $1 / day. • Oversaw work performed by 4 Head of Departments and reported to the CEO • Handled all company administrative matters related to shareholder files. • Led in all negotiations on matters related to complex compliance aspects with the government • Responsible for all reporting to the government and any relevant stakeholders.
