I have led and developed a plan for an efficient and balanced transportation system tailored to a rural area, aimed at promoting a desirable pattern of human activities. I designed and interpreted transport and travel surveys, and developed initial design ideas for new or improved transport infrastructure, such as junction improvements or pedestrian priority schemes. I wrote clear reports, presenting options and recommendations on transport systems to clients, and used statistical analysis to examine travel data or accident records. I employed mathematical and computer simulation models to forecast the effects of road improvements, policy changes, and public transport schemes, while evaluating the benefits and costs of different strategies. I acted as an expert witness at public inquiries and planning appeals, and wrote bids for project funding. I ensured that assessments of the load-carrying capacity or ratings of existing bridges were conducted to confirm their safety under design axle loads, and reviewed geotechnical investigation requirements for highways, bridges, and culverts in any MoPW project as needed. I prepared and checked engineering designs, details, estimates, plans, and specifications, ensuring compliance with various codes and regulations to maintain good structural practices and identify errors in design or construction. My work included project-level (section level) analysis, understanding distress parameters, and calibrating factors through the HDM-4 model. I mastered vehicle parameters such as PCSE, vehicle costs, annual kilometers, working hours, and the value of time cost, along with the calculation of vehicle operating costs and economic indicators through the model. I gained a deep understanding of and contributed to the creation of aggregate values and tables in HDM-4 software for economic analysis purposes. I developed speed flow relationships, analyzed traffic patterns, and integrated environmental parameters through the HDM-4 model. I also worked on the creation of road networks and vehicle fleets specifically for Afghanistan's secondary roads, and established maintenance and improvement standards within the HDM-4 framework. I possessed complete knowledge of HDM-4 report reading and interpretation, maintenance and upgrading of unsealed roads, and maintenance of bituminous roads through the HDM-4 model. Additionally, I was proficient in understanding the effects of time and work standards on road maintenance, as well as the processes for strengthening and upgrading paved roads. My expertise extended to capacity enhancement projects such as realignment, widening, lane addition, and bypass creation, as well as the maintenance of concrete roads through the HDM-4 model. Furthermore, I had complete knowledge of upgrading bituminous roads to concrete roads using the HDM-4 model and the calibration of deterioration models.
