The Senior Finance Officer is responsible for ensuring effective financial management, compliance, and oversight of all organizational and project-related financial activities. The role provides leadership in budget planning, financial reporting, statutory compliance, and capacity building for finance teams across ECEWS, community-based organizations (CBOs), sub-recipients, and partner facilities. This position plays a key role in strengthening financial systems, safeguarding organizational assets, and ensuring adherence to donor and regulatory requirements. • Provide oversight for day-to-day financial management, including budget planning, cash flow, expenditure monitoring, and implementation of financial guidelines. • Manage accounting and finance functions to ensure compliance with donor regulations, organizational policies, and generally accepted accounting principles (GAAP). • Review, analyze, and monitor organizational and sub-recipient budgets, cash flow projections, and fund transfers to support program delivery. • Oversee financial reporting, ensuring timely preparation of monthly, quarterly, and annual reports for both internal management and donor compliance. • Supervise, mentor, and build the capacity of finance staff at headquarters, state offices, and sub-recipient organizations. • Monitor and enforce compliance with statutory requirements including taxes, audits, and regulatory filings. • Provide technical support in resolving financial issues, including cash accounts, bank reconciliations, audit queries, and financial closeouts. • Strengthen financial control systems by developing, implementing, and reviewing accounting procedures and fiscal policies. • Support program teams in budget monitoring, cost control, and financial analysis to ensure alignment with approved work plans. • Provide ongoing training and technical assistance on accounting software, financial systems, and best practices to staff and partners. • Ensure proper management of accounts payables, vendor payments, and statutory obligations. • Prepare written and verbal responses to financial inquiries and budgetary information requests from management, donors, and auditors. • Collaborate with finance colleagues to prepare consolidated organizational and project-level financial reports with appropriate supporting documentation. • Perform any other finance-related duties as assigned by the supervisor.
