The MEAL Assistant will provide support to all projects’ interventions in the Ghazni operational area. He/she will work on and ensure that data collection and reporting tasks are carried out according to PIN standards and project/programme requirements.  Main Responsibilities:  Support the MEAL team in revision and finalization of data collection and analysis tools based on the project design.  Daily coordination of the enumerators’ work in the field, providing initial induction training and support together with further capacity development.  Carry out data collection using digital software (Kobo collection) and/or on paper. Assist with data collection activities and ensure that data collection teams are organized and equipped as needed, and that they deliver as per field mission plans and according to data quality standards.  Coordination of data collection - General assessments (e.g. neighborhood profile, market assessment, needs assessment), Verification of beneficiaries, Post-distribution monitoring, distribution monitoring, evaluations/project reviews.  Conducting field visits to the project locations for monitoring purposes.  Conducting and participating in regular activity monitoring - interviews with beneficiaries at distributions points, trainings and awareness campaigns, household visits for post-distribution monitoring, baseline or end-line, conducting Focus Group Discussions with local community members, beneficiaries and other intervention stakeholders, key Informant Interviews with project stakeholders (including members of local councils and community organizations).  Monitoring the MPCA (Multi- Purpose Cash Assistance) distribution in the targeted locations of Ghazni province.  Support where necessary in report writing and analysis (baseline, end-line, assessments, PDM analysis). Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required.  Contribute to the implementation of the beneficiary Community Feedback and Response Mechanism (CFRM), as well making sure project team has sufficient amount of CFRM awareness material.  Ensure that humanitarian as well as protection principles and standards are properly mainstreamed in the planning, implementation, reporting and evaluation phase.  Understand and follow the security protocols and advice of PIN Access staff and Field staff.

 The Malan Field Monitors will conduct interviews and observations in designated provinces/districts, adhering to specified sample sizes outlined in data collection digital forms/communicated by the immediate supervisor.  S/he will collect and manage data under MEL Department guidance, ensuring accuracy and confidentiality.  The role involves verifying data completeness, conducting follow-up interviews as needed, and using electronic devices for data recording.  The Field Monitor will implement protocols from the quality assurance supervisor and field coordinator, promptly reporting any issues. Flexibility in work hours, including weekends and evenings, is required for field visits and interviews.  Additional duties include attending job-related training, performing tasks assigned by the immediate supervisor, and contributing to overall data collection objectives.  The Field Monitor will perform other task/s related to data collection assigned by the immediate supervisor.

Develop monitoring plans;  Implement monitoring plans through scheduled field visits and spot checks, including capturing and analyzing data in a timely and accurate manner, conducting some qualitative assessments on a sample of sites, and reporting information to the relevant supervisor. Field visits shall include taking date-stamped digital record photographs where appropriate for each location;  Undertake field monitoring visits during beneficiaries’ selection through implementing partners at the village level and ensure the agreed criteria and humanitarian principles are in place and adhered to during the beneficiary selection process;  Undertake monitoring at the inputs and cash distribution venues and ensure agreed and proper mechanisms are in place throughout the process;  Carry out post-distribution monitoring to ensure beneficiaries are properly using the inputs and following the technical knowledge received from implementing partners;  Undertake monitoring from training sessions on periodic bases at the community and district level conducted by implementing partners;  Undertake monitoring of adherence to environmental and social safeguards, including gender aspects, at the community level during the implementation of humanitarian response activities (for example, various emergency livelihood assistance packages, cash-for-work activities, irrigation and water management activities, and other small to medium-term resilience building activities) at the community level.  Community-level monitoring of the cash-for-work (CFW) / irrigation restoration works done by the humanitarian agency along with partners through frequent sites visits and undertaking process, safety, and site management procedures (attendance sheets, equipment, Covid-19 protocols, sun-sheds, drinking water, and such), and if possible, when field monitoring associates have an engineering background, technically monitoring the irrigation rehabilitation activities.  Community-level monitoring of all the emergency assistance packages’ (wheat cultivation package, livestock protection package, home gardening package, backyard poultry package, cash for work, unconditional cash transfer, small farm equipment, and summer crop seed package) distribution at the distribution sites as well as monitoring in terms of the appropriate intended usage of these assistance packages at household and community levels in the project areas.  Conduct periodic monitoring of third-party monitoring contractor surveys on the village level and ensure that accurate and independent data is collected by relevant enumerators.  Attend ToT in regional offices to understand the nature of emergency and resilience projects and technical aspects of various inputs/interventions.  Conduct ad-hoc meetings and interviews with different stakeholders – community elders and other relevant entities on the district level and share meeting minutes with Regional Office (at the province level) and the MEAL unit in Kabul.  Provide regular reports after each field visit to the Regional Office at the province level and the MEAL unit through Kobo Toolbox and/or paper based as applicable

Conduct timely monitoring of projects to ensure correct measurement of outputs and outcomes and support to facilitate learning towards continuous improvements in the delivery of programs and projects.  Support the MEAL unit in developing fact-based messages and quality material, particularly the collection of success stories/case studies that reflect the smooth implementation of activities in the targeted provinces.  In close coordination with the head of the MEAL unit and senior MEAL officer, monitor the activities of local partners that enable quality during service delivery and integrity in delivering projects.  Identify and inform the MEAL of successes, challenges, and lessons learned.  Contribute to planning, conducting, and responding to PIN performance evaluation reviews and surveys.  Result-Based Monitoring/Implementation of Programmes/Projects  Undertake regular field visits to gather information related to activities and outputs and ensure that all relevant data from the project implementation areas are captured, documented, and reported in a timely and results-based manner.  Analyze MEAL data and produce reports with proper statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner.  Work closely with the MEAL head of the unit, senior PMEAL officer, and Operations/program colleagues to ensure efficient and effective implementation and monitoring of the ESNFI project.  Ensure that MEAL findings are reflected and their recommendations are incorporated after each monitoring report.  Ensure the effective functioning and implementation of the beneficiary Compliant/Feedback and Response Mechanism (CFRM) in the targeted province for ESNFI projects. Build capacity and understanding of beneficiary accountability and CFRM among PIN staff, partners, and contractors.  Knowledge and Lesson Learning Management  Support to proactive dissemination and use of knowledge/lessons learned that are gained through MEAL activities among teams and the MEAL head of unit.  Ensure timely information on progress and results is available by compiling, monitoring, and preparing data for assessment reports, donor reports, and other reporting and communications products, including pictures and videos.  Document and share lessons learned and best practices in a timely manner and ensure that the knowledge gained contributes to improving project results and effectiveness.  Support project implementation by providing timely information about project successes to be scaled up as well as challenges to allow course correction’ throughout the life of the programme.  Undertake other duties as may be assigned by the MEAL head of unit or senior MEAL officer.
