Sylvester Gabianu, with 28 years’ experience in development practice, has executed several high-profile assignments across Sierra Leone and Ghana, where his work has consistently strengthened systems of local governance, urban management, and evidence-based policy reform. His engagements with the Ministries of Local Government in both countries have focused on designing frameworks that enhance accountability, performance, and service delivery at the local council level. In Sierra Leone, he served as Lead Consultant for the Western Area Rural District Council (WARD-C) Development Plan, under the World Bank–financed Resilient Urban Sierra Leone Project, where he led the preparation of a spatial and economic development plan that promotes balanced growth, resilience, and urban–rural integration. He also led a Comprehensive Needs Assessment and Roadmap for Solid Waste Management (SWM) in six secondary cities in Sierra Leone, a major diagnostic exercise aimed at identifying infrastructural, institutional, and financial gaps within devolved service delivery sectors. The study produced detailed investment and capacity-building roadmaps to improve environmental management and local service sustainability under Sierra Leone’s decentralisation policy framework. His earlier roles as Lead Consultant for the Beneficiary Assessment and Final Evaluation of the Decentralised Service Delivery Project II (DSDP-II) provided rigorous analysis on the effectiveness of fiscal transfers, participatory planning, and citizen accountability mechanisms across all 19 local councils. In Ghana, Sylvester has been a key technical partner to the Ministry of Local Government, Decentralisation and Rural Development (MLGDRD), leading the design and development of the Web-Based Monitoring and Evaluation System for the National Urban Policy (NUP). The platform, funded by GIZ and Cities Alliance, established a real-time system for tracking urban development performance across metropolitan, municipal, and district assemblies. He later contributed to the review of the National Urban Policy, ensuring that it addressed emerging challenges of urbanisation, infrastructure, and service delivery. His leadership under the Institute of Local Government Studies (ILGS) in this review process strengthened the institutional linkages between national urban policy and local-level planning mechanisms. Between October 2015 and April 2016, under the World Bank–funded Decentralised Services Delivery Project II (DSDP-II) in Sierra Leone, Sylvester Gabianu was prominent consultant in the preparation of the Integrated National Public Service Survey (INPSS 2015), which assessed local council service delivery performance and citizen satisfaction across 19 councils, reviewed and improved survey and CLOGPAS tools, and produced evidence-based findings to inform government and development partner decisions on strengthening decentralised governance and service delivery. Mr. Gabianu is also an expert in application of STATA in data analysis and modelling. He holds a BSc. degree in Planning from the Kwame Nkrumah University of Science and Technology, Kumasi; and a Masters degree in Development Economics and Research from the Institute of Social Studies of Erasmus University, The Hague, Netherlands. He is currently a Ph.D. candidate in Development Studies of the University of Ghana.
