Responsibilities: • RAP Preparation: Supervised and monitored the Socio-Economic Survey (SES), Census, and Inventory of Losses (IOL) data collection by the RAP Implementing Agency (IA), ensuring integration of environmental and social safeguard principles. Reviewed and finalized SES, Census, and IOL reports; identified categories of losses and determined entitlements in consultation with the client. Incorporated environmental and social data into the comprehensive RAP report in line with the project’s Environmental and Social Management Framework (ESMF). • RAP Implementation: Initiated RAP implementation through the formation of statutory committees and participation as a member of the Property Valuation Assessment Committee (PVAC). Supervised entitlement verification and compensation disbursement processes, ensuring transparency, social inclusion, and environmental compliance during resettlement implementation. • LAP Preparation: Reviewed and verified Land Acquisition Plans (LAPs) prepared by the RAP IA for both acquisition and transfer portions, ensuring that environmental constraints, sensitive areas, and ecological considerations were addressed prior to submission to the client. • LAP Implementation: Supported the Client in implementing the LAP by coordinating with the DC Office and relevant agencies. Provided technical documentation and oversight to ensure land acquisition and handover complied with environmental and social safeguard requirements. • Stakeholder Engagement (FGD and KII): Designed, reviewed, and finalized questionnaires for Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) to integrate environmental awareness, social inclusion, and climate resilience considerations. Attended and monitored field activities to ensure balanced stakeholder representation and quality data collection. • Technical & Financial Evaluation: Assisted in preparing the RFP for selecting the External Monitoring Agency (EMA), incorporating environmental and social monitoring components. Conducted technical and financial evaluations of proposals, supported pre-contract negotiations, and assisted in finalizing contracts in compliance with safeguard requirements. • EMA Supervision: Supervised and monitored the environmental and social field survey works of the EMA. Conducted joint site inspections with the Contractor and RAP IA to record pre-construction environmental and structural conditions and identify potential risks. • RAP IA and EMA Invoices: Verified and processed payment invoices of RAP IA and EMA, ensuring that environmental deliverables and safeguard compliance milestones were satisfactorily achieved prior to financial disbursement. Coordinated with the accounts section for tax documentation and record management. • Meetings and Coordination: Prepared presentation materials for monthly and special meetings with the Client, RAP IA, EMA, and Contractors. Organized and attended coordination meetings to address land, resettlement, and environmental safeguard issues, documenting key decisions and agreed actions through official minutes. • Miscellaneous Responsibilities: Collaborated with multidisciplinary teams on issues related to land, environment, and social development. Drafted and translated correspondence related to land acquisition, environmental compliance, and temporary land use for construction sites and facilities. Junior Environmental & Social Expert

Responsibilities: • Environmental Survey: Supervised sub-contractor field teams in collecting data on biophysical, ecological, and socio-cultural environments. Oversaw environmental quality monitoring, including ambient air quality and noise level measurement, ensuring adherence to environmental standards and project-specific monitoring plans. Supervised ecological field surveys and ensured accurate socio-cultural data collection for integration into the Social Environment section of the Environmental Impact Assessment (EIA). • Environmental Impact Assessment: Assessed potential environmental impacts arising from project interventions and identified practical mitigation measures. Contributed to the development of Environmental Management Plans (EMPs) and safeguard strategies consistent with national regulations and international best practices. • Stakeholder Engagement (FGD & Public Consultation): Supervised and monitored stakeholder consultations, including Face-to-Face Interviews, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs), to capture local environmental and social concerns. Ensured inclusive participation and transparency throughout the consultation process in accordance with ESMF and stakeholder engagement guidelines. • Report Preparation & Reviewing: Contributed to the preparation and review of EIA reports, ensuring integration of environmental baseline data, impact assessment, and mitigation frameworks. Environmental Safeguards Coordinator / Junior Environmental Specialist

Responsibilities: • Environmental Survey: Supervised sub-contractors’ field data collection on biophysical, ecological, and socio-cultural environments across sub-project components. Oversaw environmental quality monitoring and testing of biophysical parameters, including ambient air quality, noise levels, ground vibration, and surface water quality at multiple project locations. Monitored noise modelling activities conducted under various packages to ensure compliance with ADB and national environmental standards. Supervised ecological field surveys and socio-cultural data collection to inform the Social Environment section of the EIA. • Environmental Impact Assessment: Assessed potential adverse environmental impacts arising from project interventions and identified feasible mitigation and enhancement measures. Ensured that impact assessments were aligned with the Environmental Management Framework (EMF), Environmental Management Plan (EMP), and relevant safeguard requirements of ADB and GoB. • Report Preparation: Assisted in the preparation of Initial Environmental Examination (IEE), Environmental Impact Assessment (EIA), and Environmental Management Plan (EMP) reports for various sub-project components, ensuring incorporation of environmental baseline data, impact evaluation, mitigation planning, and monitoring mechanisms. • Stakeholder Engagement (FGD & Public Consultation): Monitored and guided stakeholder and public consultation activities in accordance with ADB’s Safeguard Policy Statement (2009).
