National Monitoring and Evaluation Officer (NO-A) IOM

The project aims to monitor progress of INL-P (The United States’ Bureau of International Narcotics and Law Enforcement Affairs) funded projects in Balochistan with a particular focus on monitoring, oversight and reporting of grants focused on 1) community infrastructure projects i.e. agriculture tube wells, irrigation channels, water supply schemes and access roads and 2) Police stations, Police Training Center and Forensic collection points in Balochistan. IOM ensures real time monitoring that enables the monitoring of program progress and environmental developments through tailored data collection tools to provide time-relevant information for decision making and to improve ongoing implementation. Responsibilities and Accountabilities: 1. Design appropriate M&E system and tools, design, facilitate and supervise assessments, surveys, and evaluations to gather necessary data to assess program effectiveness and achievement of expected outcomes, outputs, and activities. 3. Lead the M&E implementation, assuring quality, analyzes reports and evaluates against plans of action, disseminating findings for project management, learning and development & managing data according to donor standards. 4. Provide technical guidance, training, and support to M&E team on M&E plan, data collection, data entry and control mechanism to improve the quality of the collected information, produce analysis reports. 5. Based on the M&E reports, provide recommendations on how program monitoring could be improved. 6. Liaise & coordinate with relevant government and political administration officials for smooth access on program activities, feedback, and improvement.

Evaluation Advisor – GIZ

Develop comprehensive monitoring and evaluation framework that outline the goals, objectives, indicators, and data sources for assessing the different components of the Technical Education and Vocational Training (TVET) in consultation with relevant stakeholders. Facilitate NAVTTC, TEVTAs and relevant stakeholders in implementation of monitoring and evaluation (M&E) system, linked with National Skill Information System (NSIS), to improve decision making. Establish and track key performance indicators (KPIs) that measure the effectiveness and impact of the TVET programmes on student learning outcomes, employability, and industry relevance. Evaluate the alignment between curriculum, teaching methodologies, and industry demands to assess whether programme is equipping students with relevant skills and knowledge demanded by employers. Ensure that the TVET programmes meet the quality standards, NVQF guidelines and regulations, and recommend corrective measures when deviations are identified. Support programme management, such as the development of operational plans, procurement activities, drafting of reports and monitoring-related tasks. Facilitate capacity development of implementing partners in M&E related activities.

Evaluation Field Manager

Assisted the EU Commission Pakistan in independent monitoring of EU funded BRACE Programme interventions conducting desk review of contractual and program documentation and conducting field monitoring missions assessing process, progress, and performance on community organization, livelihoods and infrastructure projects through qualitative and quantitative data collection and to inform EU on Lessons learning, good practices, and recommendations on corrective actions.

M&E and Research Expert (LTA Consultant)

Provided leadership and technical advice to ASK’s research, M&E and survey projects in design of the monitoring, evaluation and research strategies and methodology. Developed M&E plans & advised on M&E systems and tools.

MEL Specialist (Consultant for Energy Infrastructure Monitoring Services (USAID funded))

USAID funds energy sector of Pakistan to improve power production by rehabilitating six mega hydropower & wind projects in KP, Sindh and AJK. The EIMS, while coordinating with WAPDA/NTDC, provides third party monitoring services to the energy infrastructure interventions through site inspection visits, milestone verification & certification and design reviews. As MEL Specialist (Consultant), I developed program’s MEL Plan, set up results framework with USAID standard indicators, conducted Data Quality Assessments (DQAs), developed information management system and have designed context monitoring and lesson learning mechanism, supervised/ monitored implementation of project’s Gender Action Plan (GAP) and Resettlement Action Plan (RAP).

Senior M&E Consultant

Monitoring, evaluating & closing community infrastructure grants/projects i.e. roads, Drinking Water Supply System (DWSS), street pavement and drainage, irrigation channels, flood protection walls, rehabilitation of school and health facilities implemented under USAID/OTI ‘s (Office of Transition Initiative) stabilization focused community development program – Pakistan Transition Initiative - in conflict affected Khyber Pakhtunkhwa & ex FATA.

M&E Coordinator (Pakistan Transition Initiatives (OTI/USAID funded))

I led a team of 4 M&E field managers and 14 monitoring officers including 2 females to lead the MEAL component of USAID/OTI funded FATA Development Program worth 100 million USD spanned over 11 years from 2008 to 2019 in 15 districts/agencies in NMDs and Khyber Pakhtunkhwa. I took the lead on refining existing program MEAL system by updating MEAL Plan, data tools and methods, MEAL manual, baseline, and outcome assessment tools etc. I compiled a comprehensive “Lesson Learned” document to inform program design and promote better practices by making it available as ready reference for field implementation and project designing units. MEAL MIS was regularly updated and analyzed to ensure a streamlined feedback loop and improved quality of collected information. Both quantitative and qualitative data collected through process and progress monitoring and outcome assessment surveys of more than 1500 community infrastructure grants/projects i.e. roads, drinking water supply system (DWSS), street pavement and drainage system, irrigation channels, flood protection walls, rehabilitation of school and health facilities and drafted Final Evaluation Reports. IPs and sub-grantees were followed up to ensure compliance with set deliverables and deadlines. I attended donor’s monthly M&E working group meetings, strategy review sessions to assess/update MEAL framework & indicators and mainstreaming gender in M&E.

M&E Manager (Pakistan Transition Initiatives (OTI/USAID funded))

I led a team of 6 field M&E officers to implement grant specific MEAL Plans to monitor process, progress and performance of community infrastructure projects i.e. roads, street pavement, drinking water supply and sanitation schemes, irrigation channels, flood protection walls and schools and health facilities in 4 tribal/FR regions. I supported development of grant proposals and budgets and technically advised on program development aspects through reporting Best Practices & Lessons Learned. I supported grant closing by drafting Final Evaluation Reports. I designed and implemented thematic evaluation studies in context of program objective. I trained and mobilized program stakeholders including government officials, beneficiaries, POC members & contractors on tendering & project monitoring processes.

Regional Program Coordinator (Education & Literacy)

Coordinated and supported 6 FATA teams in yearly planning (Detailed Implementation Plan - DIP), designing, executing & compiling Base line survey, and launching UPE campaign activities. Coordinated Department of Education in planning & launching UPE campaign for 100% enrollment of Out of School Children & preventing drop out, Feeder Schools (Branch Schools) establishment, arranging & executing teacher’s training on SMP for UPE. Arranged coordination meetings among program team, DoE, and other stakeholder in education cluster.

Project Support Coordinator

Managed camp’s IDPs surveys and data analysis. Coordinated/Managed project activities with Directorate of Education, camp management and other IDPs agencies. I developed yearly Detailed Implementation Plans (DIP) by planning UPE activities with timelines. Recruited, trained & supervised 17 member’s field team to implement UPE program. Planned, supervised, compiled, and analyzed district wide UPE Baseline survey. Planned, executed & monitored UPE campaign/drives. Established & run 38 Branch Schools (Feeder Schools). Supported & trained Department of Education in baseline survey, UPE Social Mobilization Process & teacher training. Arranged & facilitated progress review & coordination meetings. Prepared weekly & monthly reports and managed UPE MIS. Prepared & submitted proposals & Project Cooperation Agreements to donor agencies. On additional charge, I supervised, coordinated, monitored & reported on Adult Literacy, ORS campaign, Health Recovery Project & Volunteerism projects as acting General Manager of District office.
