Zahoor Hassan is a development and M&E professional with 18 years of experience mainly in management, coordination, monitoring, evaluation and research of humanitarian, community development, emergency, stabilization and energy sector programs in Azad Jammu and Kashmir (AJK), conflict affected former FATA, Khyber Pakhtunkhwa and Balochistan provinces (Pakistan). Currently, he is designing and implementing Monitoring & Evaluation strategy for INL-Pakistan to monitor the INL-P funded Law Enforcement projects in Balochistan. In the past, he provided third party monitoring services to the European Commission (EC) in its EU funded Program in Balochistan and USAID in Energy Infrastructure Monitoring Services Program in Pakistan. He has a good understanding of developing the USAID and EU log-frames and results frameworks by setting up results indicators, identifying relevant reliable sources of information and assessing/setting up the baseline, current and target values and reporting on results matrix. In the past, he was able to design quantitative and qualitative assessment tools for baseline and end-lines assessments to report on the output, outcome and impact level indicators in EU and USAID funded community development programs. He has expertise in designing and implementing outcome assessments, data management, analysis and visualization and donor reporting. He also managed M&E component of Pakistan Transition Initiative program of stability focused 1500+ quick impact small and large grants in community infrastructure, solar systems, livelihood, water and sanitation, capacity building and socio-cultural themes by developing program and grant/project level M&E plans, setting up theory of change, identifying relevant indicators, means of verification and executing needs and outcome assessments. The project aims to monitor progress of INL-P (The United States’ Bureau of International Narcotics and Law Enforcement Affairs) funded projects in Balochistan with a particular focus on monitoring, oversight and reporting of grants focused on 1) community infrastructure projects i.e. agriculture tube wells, irrigation channels, water supply schemes and access roads and 2) Police stations, Police Training Center and Forensic collection points in Balochistan. I led a team of 4 M&E field managers and 14 monitoring officers including 2 females to lead the MEAL component of USAID/OTI funded FATA Development Program worth 100 million USD spanned over 11 years from 2008 to 2019 in 15 districts/agencies in NMDs and Khyber Pakhtunkhwa. I took the lead on refining existing program MEAL system by updating MEAL Plan, data tools and methods, MEAL manual, baseline, and outcome assessment tools etc. I compiled a comprehensive “Lesson Learned” document to inform program design and promote better practices by making it available as ready reference for field implementation and project designing units. MEAL MIS was regularly updated and analyzed to ensure a streamlined feedback loop and improved quality of collected information. Both quantitative and qualitative data collected through process and progress monitoring and outcome assessment surveys of more than 1500 community infrastructure grants/projects i.e. roads, drinking water supply system (DWSS), street pavement and drainage system, irrigation channels, flood protection walls, rehabilitation of school and health facilities and drafted Final Evaluation Reports. IPs and sub-grantees were followed up to ensure compliance with set deliverables and deadlines. I attended donor’s monthly M&E working group meetings, strategy review sessions to assess/update MEAL framework & indicators and mainstreaming gender in M&E.
