Acted is an international non-profit NGO headquartered in Paris, France, with operations in over 40 countries worldwide. Acted's mission is to provide immediate humanitarian assistance to those in need while simultaneously creating long-term opportunities for sustainable growth. Acted operates in contexts of natural disasters, armed conflict, and socio-economic crises.
Acted is looking for an Administration and Finance Assistant to join our team in the Venezuela mission.
The Administration and Finance Assistant will provide comprehensive support in the administrative, financial and logistical management of humanitarian projects in response to the post-earthquake humanitarian emergency of 24-06-2026, concentrating actions in the impacted area of Morón, Carabobo state.
Among his main tasks, he will have to ensure compliance with administrative, human resources (HR) and financial procedures in accordance with Acted's internal policies and those of donors at the Carabobo base.
Functions
Financial, Administrative and Transparency Management
Ensure the monitoring of the project budget/expense control using the BFU provided from the Finance department in Caracas.
Monitor the compliance of financial documents, ensuring the integrity of all physical and digital media.
Prepare monthly cash flow projections for resource planning in the area of operation.
Make and manage cash payments when authorized according to Acted's internal procedures and donor regulations.
Petty cash management, available amounts, balance control, security instructions, also weekly cash reconciliation and managing work tools for payment review.
Ensure timely payment to local suppliers.
Ensure that procurement processes meet transparency and accountability standards.
Request office and cleaning supplies from the logistics department.
Manage Office and Guesthouse leases, carrying out the respective administrative follow-up (contract renewals, payment files, relationship with focal points, etc.).
Human Talent Management (HR)
Prepare and verify staff invoices for the effective management of their professional fees.
Manage the complete recruitment and selection cycle for base personnel, ensuring its alignment with Acted standards.
Ensure that all base personnel know, understand, and apply Acted's policies.
Manage the administrative lifecycle of employees: updating files, controlling vacations, permits, sick leave, among others.
Manage insurance policies comprehensively: affiliation and cancellation, support in handling requirements, coordination of induction spaces on policy management, among others.
Ensure the integrity and confidentiality of physical and digital administrative and HR files, under the organization's guidelines.
Attend to and provide timely responses to the requirements, doubts, or administrative requests submitted by the staff.
In addition to the responsibilities described above, the assistant agrees to provide support and perform any other activity, task or requirement inherent to their position that is requested by their direct supervisor or the management of the organization, in order to ensure the continuity, efficiency and success of operations in the field.

Requirements
Required:
University professional or student in the final years of Administration, Accounting or related field.
Minimum two (2) years of experience in administrative-financial support, preferably in the humanitarian sector or in roles that combine office and field work.
Advanced handling of financial reporting and expense control tools.
Knowledge of procurement processes and transparency regulations.
Proficiency in Microsoft Office tools.
Skills:
Commitment to transparency in the management of funds and selection processes.
Ability to organize and prioritize activities.
Service orientation: willingness to respond to requests with kindness, empathy and respect, even in situations under pressure.
Attention to detail.
Conditions
Service provision contract under the figure of professional fees for 3 months with possibility of renewal depending on budget availability and performance.
Workplace: Acted Office in Carabobo.
Professional fees according to the organization's scale.
Provision of services in person and frequent transfers to areas affected by the seismic doublet.
