Assignment :
Reporting to the Country Director, your main mission will be to contribute to the development and implementation of the country strategy at the level of the area of responsibility, to represent ACF with local stakeholders, and to ensure the monitoring and negotiation of humanitarian access at the level of the area of operation, to monitor the security situation in the area of operation and in the surrounding provinces and to make detailed reports to the mission, to assess needs according to the programmatic strategy to ensure the best support for programs and the opening of new programs, to ensure the implementation of the organization's policies in the area of operation and to monitor compliance issues.
More specifically, your missions will be to:
Participate in defining the country strategy and the governance bodies of the country office;
Represent ACF in the area of operations;
Supervise ACF activities in North Kivu;
Promote and monitor organizational rules and compliance;
Be responsible for humanitarian access in the area of operations;
Be responsible for the safety and security of staff, operations, and assets in your area of operations;
Manage the support units of the Goma coordination team and the field coordinators
Profile:
You have at least 5 years of experience in a humanitarian organization (nutrition/health, mental health and psychosocial support, food security and livelihoods, or WASH programs);
You have experience managing an area/mission and representing an organization to authorities;
You have experience working in areas under the control of authorities and experience in humanitarian access and negotiation;
You have experience managing teams and programs in complex contexts: limited access and communication, volatile environments, armed conflicts, etc. Prior experience in the DRC would be an asset;
You have excellent analytical skills regarding context (security, humanitarian, etc.), a situation, and its challenges;
You demonstrate initiative and work with limited supervision, and you are organized, motivated, and reliable.
Employment conditions:
Mpox vaccination is recommended for employees travelling to this country.
Fixed-term contract under French law: 5 months until December 31, 2026.
Gross monthly salary: from €2,899 to €3,376 depending on experience, including a 13th-month bonus.
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary.
Base salary increase: 6% every 12 months of continuous contract.
Monthly per diem and living expenses: $1,105 net, paid on-site.
Monthly context allowance: €450.
Child allowance: €1,500 per year per child present in the country of origin (capped at €6,000/year).
Transportation and accommodation: Travel and shared accommodation provided.
Medical coverage: 100% coverage of health insurance contributions and repatriation insurance, and your medical expenses for up to 1 month after the end of your contract.
Salary maintenance provisions (illness, maternity, paternity).
Leave and RnR: 25 days per year of paid leave and 20 RnR per year; coverage of the ticket with a ceiling to travel to the chosen break zone, and 215 euros of flat-rate allowance per RnR.
Support and training: monitoring and support of professional development.
Unlimited and free access to the Talentsoft e-learning platform.
