Assignment :
The Deputy Head of the RESILAC Regional Office - Support and Compliance Officer will be responsible for coordinating financial management, operational HR monitoring of the RESILAC office, and strategic HR monitoring of the RESILAC project. This includes monitoring procurement, donor compliance, and legal aspects of the RESILAC program as a whole, as well as overseeing the financial, administrative, and logistical aspects of the project's regional office.
Your responsibilities will include:
Managing all financial aspects of the RESILAC Program;
Coordinating financial, logistical (procurement/equipment), and contractual aspects with all program partners;
Ensuring the dissemination, understanding, and implementation of donor compliance rules among project stakeholders;
Supporting, contributing to, and evaluating the evolution of the program's HR organization;
Supervising the support functions of the regional office;
and Leading and supporting the regional office's support team.
Profile:
You hold a Master's degree (Bac+5) in Financial Management/Management Control or Administration.
You have experience as a Country Finance Manager in an NGO or equivalent in a humanitarian and/or development context.
You have experience managing large-scale multi-country consortia and/or projects; experience in logistics or HR is a plus.
You have proven experience managing institutional donors, particularly the French Development Agency (AFD) and the European Union.
Experience with Action Against Hunger (ACF) will be considered an asset.
You possess strong leadership and capacity-building skills.
You have excellent listening and communication skills.
You are known for your diplomacy and consensus-building abilities, as well as your capacity to persuade and manage conflicts.
You are fluent in written and spoken English and French.
Knowledge of the region is a plus.
Employment conditions
24-month fixed-term contract under French law.
Starting gross monthly salary of €2,899 to €3,376 depending on experience, including a 13th-month
bonus. Expertise bonus: €200.
Regional bonus: €148.
16% of gross monthly salary as a retirement insurance reimbursement for non-resident French citizens.
Base salary increase: 6% every 12 months of continuous contract.
Monthly per diem and living expenses: €552 net, paid on-site.
Monthly context allowance: €300.
Child allowance: €1,500 per year per child present in the country of origin (capped at €6,000/year).
Transportation and accommodation: Individual accommodation rent and associated rental charges.
Flat-rate allowance of XAF 700,000/month paid on-site.
Installation bonus of €1,000.
Medical coverage: 100% coverage of health insurance contributions and repatriation insurance, your medical expenses, and more. Up to 1 month after the end of your contract
Salary maintenance schemes (illness, maternity, paternity)
Leave and RnR: 25 days per year of paid leave and 20 RnR per year; coverage of the ticket with a ceiling to travel to the chosen break zone, and 215 euros of flat-rate allowance per RnR
