COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and emergency education, in Niamey and Agadez in mixed migration with the management of passage boxes and psychosocial support for refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and the United Nations agencies (UNHCR, UNICEF, IOM).
The Country Administrator:
is responsible for the correct administrative/financial management and sustainability of country coordination, and area coordination, by preparing coordination budgets and controlling the drafting of project budgets;
is responsible for the control of balance sheets and the correct arrangement of financial reports in compliance with COOPI and funder procedures;
is the guarantor of the headquarters, the accuracy and completeness of the information.
Budget planning and control
Prepare, in collaboration with the Head of Mission and periodically verify the progress of the budget relating to the costs of general coordination and any area coordination present in the country;
Control the sustainability of coordination and bases under the responsibility of the head of mission and verify the correct allocation/distribution of fixed costs on projects.
Economic and logistical control
Supervise new project budgets in accordance with the planning and sustainability of Milan country/headquarter coordination;
In collaboration with project managers, possible area administrators and the Head of Mission, periodically identify economic and financial commitments for the implementation of project activities;
Administrative management of projects in charge of coordination;
In collaboration with project managers and/or coordination administrators and country/zone coordinators, verify the economic and financial management of projects on a monthly monthly: balance sheet status, expenditure forecasts, financial forecasts for the completion of activities;
Provide advisory support to project managers and project and coordination administrators and monitor the correct application of COOPI and donor administrative procedures;
Verify the sustainability and correct management of COOPI's property in collaboration with the country logistics function;
Verify the correct application of the organization's procedures relating to the purchase of property and their management;
Financial management
Supervise and control liquidity management (fund and bank) and the sending of funds to projects according to requests;
Supervise funding from donors for the implementation of projects (anticipations and grants) by updating the information to be sent to the headquarters;
In agreement with the Head of Mission, take action to ensure that the deadlines for the receipt of funding are met;
In agreement with the desk and the Area Administrator of the headquarters, in addition to the Head of Mission proposing priorities for the schedule of the presentation of financial reports;
Ensure the correct management and control of the General Coordination and Bases fund;
With the Head of Mission, have responsibility for the signature on the organization's current accounts;
Reports and audits
Finalize and control the interim and final financial reports to be presented to donors, before transmitting them to the headquarters;
Be responsible for the accuracy of the reports and ensure the correct archiving of the data of all projects managed in the country;
Be responsible for the preparation and conduct of audits conducted in the country and for sending documents relating to projects to the headquarters that must be audited in Italy;
Be responsible for the preparation of the annual audit, if it is planned in the country;
Ensure the correct administrative functioning and coordination of the various bases in the country, also by carrying out on-site verification missions;
HR management
Manage and supervise local administrators/accountants who work in Coordination;
Provide training of database/zone coordination administrators under the responsibility of country coordination and all expatriate personnel involved in the administrative process and periodically monitor the work done;
Assist the Head of Mission for standards for the management of local personnel and ensure the correct maintenance of documentation relating to personnel administration;
Supervise and control the work of the human resources office for both national and expatriate staff;
Be responsible for the evaluation of the administrative staff;
others
Produce and periodically transmit the information and data requested by the Milan headquarters within the deadlines set;
&Ensure the correct archiving of the country's administrative documentation (central and peripheral level) in compliance with the organization's procedures;
In collaboration with the country coordination, deal with relations and bureaucratic procedures with the country's public and administrative bodies and with the administrative and financial offices of the decentralized delegations of institutional donors.
Essential
Preferable Bachelor's or Diploma in Economic Disciplines;
Certified experience of at least 5 years, in the economic-financial sector, administrative coordination in international cooperation organizations;
Good knowledge of the procedures of the following donors: EU, FH, Unicef, IOM, ECHO, WFP, AICS, UNHCR, BHA, WFP;
Good knowledge of the French language;
Good knowledge of the English language;
Excellent Office knowledge;
Excellent organizational skills;
Ability to work in a team and achieve goals;
Ability to build positive relationships with employees;
Ability to work in a multicultural environment, under pressure and in difficult security contexts;
Ability to get involved beyond the simple assigned task;
Motivation to work in a non-governmental organization while respecting its principles and values;
Desirable
Work experience in African countries;
Previous experience with COOPI and knowledge of its procedures;
