A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also the head of 12 regional health and social training institutes.
Internationally, the CRF intervenes in 16 countries alongside National Companies and 3 regional platforms (PIRAC, PIROI and PIROPS), on the following themes: Health and Disaster Risk Management.
In the same way as in the professions it develops and implements in France, the French Red Cross internationally inscribes all its missions in a sustainable humanitarian action scheme. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at the best efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.
Post environment
The French Red Cross (CRF) has carried out actions in Chad since the 1970s, and has had a permanent delegation on site since 1998. From 2001 to 2009, the first programs conducted by the CRF focused on access to water and sanitation in the city of N'Djamena, then this program expanded from 2004 in the Western Logone region.
In 2010, the CRF set up an intervention to combat malnutrition in the Batha region. From 2012, it has re-attled its approach by integrating elements for improving food safety and maternal and child health.
Today, the CRF is present in the Mayo Kebbi-Est regions and in the city of N'Djamena, in close collaboration with the CRT and the State's decentralized services.
Cameroon
The delegation of the French Red Cross (CRF) in Cameroon has been accompanying the Cameroonian Red Cross (CRC) permanently since 2011 at the request of the CRC as provided for by the principles of the CRCR Movement. The capacity building of the CRC is at the heart of its mandate: it is the reason and condition of its presence and all its actions on the territory. The first collaboration between the CRF and the CRC was established in 1967 with the opening of a permanent delegation of the CRF in Cameroon, in Yaoundé in 2009.
Currently, the CRF intervenes in the Far North and Eastern regions in the fields of health/nutrition, the RCMP, support for the development of national society, social cohesion. It has a coordination office in Yaoundé (Central Region), a sub-delegation in Maroua and a base in Batouri.

PURPOSE OF THE POSITION
The administrative and financial coordinator is responsible for the implementation of a financial strategy allowing the delegation to devote its own funds to the development of its programs; the sound administrative and financial management of the regional delegation with regard to internal procedures and the procedures of the lessors.
POSITIONS AND ACTIVITIES
Develop a financial strategy allowing a real optimization of resources (25%):
Pilots the development of the Delegation's budget framework for the year and follows/revisifies it on a regular basis, as defined with the management controller at headquarters
Anticipates risks, alerts and proposes solutions to the HoD
Ensure the proper financial, budgetary and accounting management of the regional delegation (35%):
Ensures the control of the accounting and cash management of the Delegation as a whole
Monitors and controls the budget management of the delegation
Ensures the implementation, application and understanding of the financial procedures of the CRF delegation
Ensures that the reporting of the finance team is regular and complete
Represents the CRF in the finance sector and ensures good coordination with the other departments of the delegation
Provides programming and is in charge of the monitoring-evaluation system of his area of expertise, coordinates reporting to lessors and headquarters and contributes to the deployment of 360 accountability and learning mechanisms
Ensure the management of national human resources: ensures that the management of national human resources is well supervised and monitored by the HR services of the regional delegation and sub-delegations in accordance with the regulations in force (15%):
Ensures the administrative management of human resources; the follow-up of procedures and relations with state services
Coordinates, participates and ensures the effective management of all recruitment and on-boarding processes and procedures in connection with the applicant department and the Coordination
Support the Development of National Companies and their progressive empowerment in administrative and financial management (CRT and CRC) (25%):
Implements joint management of administration and finance with SNH
Ensures the effective and dynamic management and animation of its team, in connection with those of the SNH

Type of status: expatriate
Type of contract: CDD under French law/precarity bonus paid at the end of the contract
Year-end bonus: equivalent to a 13th month pro-rata to attendance time
