Description
The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified, Spanish- and English-speaking Base Manager based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring activities, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, it is seeking to hire a Field Manager based in this new office, who will be responsible for the overall coordination of the earthquake emergency response in their area of intervention.
Job description:
The Base Manager, in close coordination with the Country Director for Venezuela, will be responsible for establishing and launching the new Caracas implementation office, as well as for the overall coordination of the emergency earthquake response in their area of operation. They have overall responsibility for all managerial aspects related to operations, personnel, finance, administration, and logistics, including any other tasks delegated by the Country Director. All responsibilities for coordinating overall site planning and reporting to donors must be fulfilled in accordance with strategic objectives, donor-approved plans, and corresponding deliverables, in close collaboration with the Support Manager, Program Manager, and Field Technical Manager.
Responsible for the development, monitoring and coordination of the database in accordance with the strategies, (annual) plans and budgets and in compliance with DRC's general guidelines, with emphasis on relevance, quality, cost-effectiveness and impact.

Planning and strategy:
Lead the establishment and start-up of the new Caracas implementation office (facilities, equipment, procedures and personnel), ensuring a rapid and effective response to the emergency.
Consolidate and develop DRC's relationship with local authorities, development agencies, and other operators.
Write narrative reports, ensuring consistency between activities, finances, and budget.
Ensure that the work performed is in accordance with the overall plans and procedures.
Responsible for the overall coordination of the field base, including Admin/Logistics/Finance and operations, according to DRC policies and manuals. Any other decisions must be discussed with the country director.
Logistics support in cost analysis for off-field investments/improvements, equipment, and making purchasing decisions with the support of Logistics/Finance.
Represent DRC at municipal meetings and provide reports on DRC operations when necessary.
It is responsible for communication and information exchange with the local community.
He is in charge of security issues, in coordination with the national security specialist and the country director.
Responsible for coordinating visits.
Coordinate training as needed in collaboration with the field technical manager.
Any other task or function assigned by the country director.
Compile monthly reports of activities at the Base according to the instructions of the national office team.
Support with the preparation of internal reports, reports to authorities and donors as needed.
Personnel management and well-being at work
Conduct annual performance reviews of staff under your supervision.
Establish the annual objectives for the staff under your supervision.
Identify professional development needs and ensure the training of your team, both continuously and through specific training programs.
Attend to the needs of the teams under your management.
Ensure that the base teams know, understand, apply and respect the internal regulations, as well as the DRC Venezuela regulations.
Report staff misconduct/infractions to the country director and participate in disciplinary processes.
Budget and finance management
In accordance with the budget template provided by the support services, and together with the country director, support the monthly budget planning and monitoring for the base.
Propose necessary budget modifications.
Monitor the compliance of financial documents.
Logistics management
Support the supply chain team in identifying and acquiring the required equipment and tools, while respecting supply chain and administrative procedures.
Ensure the proper use and storage of tools, equipment, and vehicles.
Ensure the visibility of DRC and relevant donors on all equipment, supplies, tools, vehicles, and workplaces (office and camps), as directed by DRC and the donor.
Ensure compliance with supply chain and donor procedures.
Due to the responsibilities described, it is understood that this is a position of responsibility, trust, and management.
Experience and Technical Skills:
At least 5 years of experience in a relevant field within an NGO
Minimum of 3 years' experience in people management
Substantial work experience in emergency and development sectors, especially with displaced/refugee communities, can substitute for educational qualifications.
Experience in field office management
Proven experience in rapidly evolving emergency responses, ideally in natural disaster contexts
Experience in opening or starting up new bases or field offices (desirable)
Experience in project management and proven organizational skills
Experience in dealing with national partners and local/governmental authorities.
Professional experience working with internally displaced persons and/or refugees.
Good experience in training and liaising with national NGOs
Experience working in multicultural work environments.
