Context Mission
Acted has been working in Chad since November 2004, and in the Lake Chad region since 2011, where it conducts emergency and resilience-building interventions for refugee, internally displaced, returnee, and vulnerable host populations. Acted has nearly 120 employees and manages its operations from its national coordination base in N'Djamena.
In the Lake, with a regional coordination base in Bol and a sub-base in Daboua, Acted's strategy combines an emergency response within the Rapid Response Mechanism (RRM) consortium through food assistance (food/cash and non-food distribution programs, nutrition), CCCM and shelter, as well as support for early recovery through programs to combat malnutrition, and through the implementation of a multi-sectoral project in Water, Hygiene and Sanitation (WASH), emergency education (EiE), and disaster risk reduction (DRR).
In Ouaddai, Acted has a base in Adré and a sub-base in Chokoyan, and intervenes in favor of refugee, returnee and host populations through multi-sectoral support in CCCM, shelter, Resilience, NFI, WASH and Protection.
The CATALYST tool
Acted's CATALYST (Capacity Assessment, Technical Assistance, and Learning for Sustainable Transformation) program is a methodological tool designed to strengthen the capacities of civil society organizations (CSOs) and grassroots community organizations (CBOs). Within the framework of this project, this tool will be used for the National Non-Governmental Organizations (NGOs) that are partners of the Consortium . It is a structured process of assessment, technical support, and learning aimed at fostering sustainable transformation aligned with the 3ZERO objectives (Zero Exclusion, Zero Carbon, Zero Poverty).
The CATALYST Officer is responsible for the effective implementation of Acted's CATALYST program in accordance with the expected capacity-building indicators. This includes supporting partner organizations within the project consortium, facilitating capacity-building processes, and promoting innovation in line with the 3ZERO objectives. The role ensures that program activities are carried out according to standards and contribute to sustainable results.
Coordination and implementation of the program with partners
Coordinate the entire CATALYST cycle (identification, assessment, planning, capacity development, financial support, reassessment).
Develop and follow detailed work plans.
Ensure communication between partners, consultants, mentors and internal teams.
Monitor progress and resolve implementation challenges.
Document all the steps and activities of the program.
Integration and evaluation of NGOs-N
Organize integration and training sessions on the CATALYST tool.
Support NGOs in their self-assessments and analyze the results to identify strengths, weaknesses and priorities.
Capacity building and technical training
Co-create development plans tailored for each NGO-N.
Identify common needs and organize group training sessions.
Adaptation and delivery of specific training courses in line with specific development plans.
Evaluate the quality and impact of interventions using SMART indicators.
Facilitating mentoring and coaching, promoting peer learning.
Facilitating the implementation of a FLATS procedures manual for NGOs-N.
Coordination MEAL
Collaborating with MEAL teams for baseline, mid-term and final assessments.
Supporting data collection and the involvement of NGOs-N.
Use the results to adapt the program.
Contribute to internal and donor reports.
Learning, quality assurance and capitalization
To ensure the quality and consistency of the support provided.
Collect and analyze feedback from NGOs-G.
Document lessons learned and best practices.
Contribute to the sharing of knowledge and the improvement of the CATALYST methodology.
Partnerships and ecosystem development
Identify and engage relevant partners (experts, networks, institutions, private sector).
Strengthening links between NGOs and ecosystem actors.
Represent the program at external meetings and events.
Others
Provide regular updates on progress, challenges and risks.
Ensure compliance with Acted's policies and values.
Perform any other task assigned by the line manager.
Degree in a relevant field of expertise;
At least 5 years of experience in implementing projects in the field, preferably in an international context;
To have a strong team spirit;
Familiarity with the aid system and ability to understand the requirements of donors and governments;
Excellent communication and writing skills;
Ability to coordinate and manage project staff and activities;
Proven ability to work creatively and independently, both in the field and in the office;
Ability to organize and plan effectively;
Ability to work with groups of people from different cultures;
Ability to travel and work in difficult conditions and under pressure;
Fluent English is required;
Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €3100 and €3200 net per month (before income tax)
Monthly living expenses allowance $300
Guesthouse accommodation and meals provided by Acted
Social security, supplementary health insurance (MSH) and repatriation assistance (SOS International) are covered by Acted.
Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
Visa fees covered by Acted
A week of pre-departure preparation including 4 days of immersive safety training
Option to have a 30-minute call with a tax consultant
Psychological support (appointment with a professional)
This position is classified as an international position in Acted's recruitment framework. Eligibility for an international contract is therefore required.
