About La Chaîne de l’Espoir
La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. Helping the most vulnerable children is more than an ethical obligation, it is a prerequisite for achieving the 2030 goals for children's health and well-being.
We work in 27 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:
Prevention and screening from an early age, particularly through school health programmes.
Care and surgery, to meet the most urgent needs of children and their mothers.
Strengthening the medical and surgical workforce thanks to our international network of experts.
Construction and equipment of hospital structures adapted to local needs.
La Chaîne de l'Espoir has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations.
In 2016, the hospital expanded with the opening of the Mother and Child Unit offering gynecology, obstetrics and neonatology services, becoming the French Medical Institute for Mother and Child (FMIC). Services for adults have also been developed in recent years.
The goal of La Chaîne de l’Espoir is to increase access to qualitative medical and surgical care, in particular for the most vulnerable Afghans. To do so, La Chaîne de l’Espoir:
Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions.
Provides free surgical and medical treatments at FMIC and social care for the most vulnerable children and women coming from all the provinces, including the most remote areas, through the 'Women and Children House' (WCH) project.
Given the evolution of the situation in the country, marked by a crisis of the health sector, in 2026, La Chaîne de l'Espoir plans to continue its support to the most vulnerable Afghan children and women. A particular focus is on the provision of maternal health care.
Position and missions
The Support Coordinator manages support functions (administration, finance, human resources and logistics) to ensure compliance, operational efficiency and skills development for teams on the mission. The position also contributes to the harmonisation of practices, the standardisation of procedures.
Roles and responsibilities
Financial and accounting management
Define and steer the financial strategy for the mission, in line with operational priorities, and supervise the preparation, monitoring and consolidation of annual and provisional budgets
Supervise budget monitoring, analyse variances, propose corrective measures or resource optimisation measures, and ensure consistency
Ensure financial compliance with donor contracts and internal standards, produce consolidated financial analyses for decision-making and support partners in their monitoring
Oversee general and cost accounting, monthly, quarterly and annual accounting closings, and ensure the reliability and compliance of accounting entries
Manage cash flow, anticipate liquidity requirements, approve major financial transactions and ensure the availability of resources for the smooth running of the mission and bases
Support the finance unit in developing and operationalizing tools and processes that will enhance financial visibility, management and efficiency for the country office
Administrative management and human resources
Manage, support, and evaluate the Logistic & Finance/HR team, ensuring their development and performance.
Define and implement the mission's HR strategy: salary policy, internal regulations, HR procedures and tools, etc.
Oversee payroll, including social security contributions and statutory contributions.
Manage personnel administration: contracts, files, leave, legal obligations, registration and administrative monitoring
Oversee the recruitment, integration and development of employees
Conduct appraisal interviews and monitor the overall performance of teams
Logistics management
Oversee logistics functions: procurement management and purchasing activities, transport, storage, equipment, fleet, iT and general services, ensuring consistency, optimisation of resources, compliance, and traceability.
Ensure the correct implementation and follow-up of procurement plans.
Ensure proper documentation and archiving of purchase files.
Define and coordinate business travel management, ensuring compliance, safety and administrative follow-up
Ensure the safety and security of the mission by supporting the Head of Mission in risk analysis and the implementation of preventive and corrective measures
Monitor and analyse logistics budgets and performance indicators, propose optimisation plans, and ensure the harmonisation of practices and procedures across all bases
Support field teams in the application of logistics and stock management standards, and supervise physical inventories, equipment maintenance and fleet safety
Ensure regular internal control actions, documented and shared with HQ.
Reporting and compliance
Ensure overall compliance of the mission with donor requirements and internal standards
Produce and distribute consolidated financial, administrative and logistical reports for headquarters and mission management
Follow up on recommendations from internal and external audits and ensure their effective implementation
Implement tools for monitoring key indicators for administration, finance, HR and logistics
Participate in the preparation of reports to donors, ensuring accuracy, completeness and timeliness
Education and skills
Education/ Experience:
Master's degree in management, finance, human resources, logistics or equivalent field
Between 3 and 5 years' experience in a similar position, preferably within an international NGO
Skills and qualities:
Very good command of English oral and written
Patience, flexibility and adaptability
Excellent organisational skills
Rigorous, analytical and synthetic mind
Proficiency in IT tools (Word, Excel, etc.)
Proficiency in accounting tools
Good interpersonal and communication skills

Conditions:
6 months full time contract renewable as an expatriate in Kabul
Starting date: May 2026
Salary: from 2 500€, according to profile and experience
Context allowance : 300 €/ month
Monthly per diem and living allowance: 790 € net
R&R: 5 days every 8 weeks (ticket flights supported by CDE up to 850 USD)
Housing: single room in collective accommodation provided
Medical coverage with 50% of employer contribution
Medical evacuation and repatriation insurance covered by CDE
Death and disability insurance covered by CDE
