PURPOSE
Responsible for ensuring technical quality in Child Protection in Emergencies during project implementation, designing and ensuring the proper execution of group and individual psychosocial support strategies, case management, child-friendly spaces, and prioritizing child protection. This position is responsible for using methodologies and approaches that ensure quality in all interventions aimed at preventing and responding to violence, abuse, neglect, and exploitation of children and adolescents in humanitarian situations. Furthermore, this role will strengthen the technical capacities of operational teams linked to the project and establish key inter-institutional relationships for advocacy and comprehensive work. The incumbent will also be responsible for developing methodological and technical guides, providing training and implementing them, and ensuring the proper documentation and monitoring of support components. Additionally, this role will ensure the appropriate implementation of gender and age-sensitive approaches, guaranteeing compliance with PLAN's Accountability and PSHEA policies and the Humanitarian Network.

RESPONSIBILITIES
The Child Protection Specialist in Emergencies is responsible for ensuring the project's technically sound implementation, particularly in the design and implementation of intervention strategies for children and adolescents and families affected by armed violence and human displacement. They must guarantee the ongoing training of operational teams, develop and apply methodological guides tailored to the needs of the beneficiary population, and ensure effective monitoring of services provided. Their work also involves the proper documentation of information, the adaptation of child-centered intervention methodologies, and the follow-up of services provided within the project framework.
1. Development Management Based on Humanitarian Programs:
- Ensure the proper implementation and technical monitoring of individual, family, and community intervention strategies in the components of psychosocial support, case management, and community and institutional strengthening for Child Protection in Emergencies, using approaches and methodologies that guarantee technical quality.
- Train and strengthen the capacities of the operational teams linked to the project and under its supervision, ensuring they have the necessary knowledge and skills for the proper implementation of the project and its response components.
- Develop technical and methodological guides for direct intervention with children and adolescents and families, including guidelines for service implementation, case follow-up, and data security for those served, in collaboration with the Psychosocial Support and Case Management team.
- Ensure the proper adaptation of physical spaces for child-friendly care to guarantee their safety, participation, and dignity.
- Guide the identification of children's needs, response gaps, and coordination opportunities to inform contextualized programming and response that addresses specific risk factors.
- Strengthen the capacities of key stakeholders and protection institutions in child-centered approaches for identification, referral, and care.
- Establish and strengthen partnerships with key stakeholders and the child protection system at the local and national levels to ensure coordination, safe referral, and comprehensive care for children and adolescents at risk of protection.
- Establish and maintain key inter-institutional relationships at the central and local levels to strengthen project implementation and promote advocacy and partnerships with other humanitarian actors.
- Collaborate closely with the project coordinator to ensure coherence in project implementation and alignment with all related areas of the response.
- Ensure the effective application of Plan International's institutional approaches (protection, gender equality, inclusion, resilience, and meaningful participation), ensuring that all programmatic activities are in the best interests of the child.
- Ensure that safe environments are created in all interventions, managing risks, promoting safe practices with children and adolescents, and establishing mitigation measures to prevent PSHEA and Safeguard situations during implementation.
- Ensure the correct implementation of Accountability Action Plans (AAP), PSHEA, and Safeguards throughout the intervention, in support of project specialists.
- In close coordination with the M&E team and the project coordinator, ensure the quality of narrative reports to the donor.
- Other relevant functions to ensure that the responsibilities of the position and the technical quality are optimal, relevant, and timely.
2. Safeguarding Responsibilities:
- Apply all institutional regulations to ensure the safeguarding of children, adolescents, and program participants.
- Collect the corresponding documentation, follow up on, and/or participate in evaluations of safeguarding standards.
- Report any concerns about child abuse or mistreatment or non-compliance with the Safeguarding Policy.
- Inform and train children and adolescents about self-protection factors and the culture of reporting any threat to their rights.
- Apply safeguarding tools (risk matrix, etc.)
3. Gender and Inclusion Responsibilities:
- Actively promote and practice gender equality in all areas of institutional and operational work so that children, but especially girls, adolescents, and women, can develop their full potential.
- Participate in gender-transformative training processes and apply the principles of the gender-transformative approach in community work, labor relations, and daily life.
- Foster the active and meaningful participation of the community in decision-making and project implementation, ensuring that all voices are heard and respected.
- Use inclusive language and communication that does not reinforce gender stereotypes or exclude any group. This also includes the use of images and communication materials that reflect the diversity of the community.
- Identify and address potential barriers in communities that prevent children from fully participating in, accessing, and participating in, project resources and opportunities.
4. Responsibilities regarding administrative and financial procedures:
- Comply with internal procedures and local service agreements for requesting goods and services.
- Comply with corporate procedures for the proper use of assets and resources assigned for the performance of your work.
- Report any incident involving loss, damage, or removal of assets and resources assigned for the performance of your work.
- Comply with corporate safety recommendations and protocols and local procedures before, during, and after the use of Plan International vehicles. (If you are a PIH vehicle driver).
- Comply with local procedures for the disbursement, use, and settlement of financial resources used during the performance of your work activities.

Academic Qualifications and Experience
- Minimum 4 years of experience in humanitarian or development projects, with a focus on child protection, violence prevention, case management, and psychosocial services.
- Experience in the design and implementation of community and psychosocial intervention strategies in crisis or vulnerable contexts.
- Experience in the development of technical guides, training, and data documentation for child protection projects.
