Description

Job Summary

The Role

The Partnerships for Infrastructure team are seeking candidates with strong organisation and coordination skills and an interest in climate change and inclusion. This is a fantastic opportunity to join a dedicated team and support meaningful work across Southeast Asia. Located in Bangkok, this role will extend from January 2025 – December 2025.

The Climate Project Manager will work closely with P4I’s Director of Climate and Inclusion, the respective Disaster Risk Reduction and Climate Change (DRRCC) and Gender Equality, Disability and Social Inclusion (GEDSI) teams, Delivery Partner organisations and other P4I staff to coordinate P4I’s integrated approach to incorporate Climate and Inclusion principles into activities effectively.

The anticipated salary is 70,000 – 90,000 THB/month or equivalent.

This position is open to Thai nationals only. Please only apply if you are a Thai national.

Program Background

Partnerships for Infrastructure (P4I) is the Australian Government’s flagship infrastructure initiative for Southeast Asia. It partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN) to foster inclusive growth through sustainable economic infrastructure (i.e. transport, energy, telecommunications, and utilities).

Delivered through a single cohesive team, the initiative is led by the Australian Department of Foreign Affairs and Trade in collaboration with EY, Adam Smith International, The Asia Foundation and Ninti One. The Program’s Head Office is in Bangkok.

P4I focuses on infrastructure prioritisation and planning, policy and regulation, and procurement and project preparation (P4I does not finance the delivery of infrastructure). All services aim to address gender equality, disability and social inclusion, disaster risk reduction and climate change issues.

Further information about P4I is available at www.partnershipsforinfrastructure.org

Responsibilities

  • The responsibilities of the position will include, but not be limited to:

  • Provide substantive program management and coordination support for the Climate and Inclusion team.

  • Manage the Climate and Inclusion panel of experts and work closely with the operations team.

  • Support the Climate and Inclusion Advisers in coordinating and driving the implementation of the Climate and Inclusion workstream through the twin-track approach of standalone Climate and Inclusion activities and integrating Climate and Inclusion into the Program’s service delivery functions.

  • Coordinate identifying, designing and delivering selected activities explicitly focused on Climate and Inclusion issues relating to infrastructure resilience across project cycles.

  • Collaborate with stakeholders on Climate and Inclusion and infrastructure, including officers and programs at Australian Government posts, Southeast Asian government and ASEAN officials, other donors and civil society. Coordinate with P4I’s Delivery Partner organisations to align activities with their existing programs, training and networking activities.

  • Support the coordination and integration of Climate and Inclusion with technical teams, the Monitoring, Evaluation, Research and Learning (MERL) team, Government to Government team and the Knowledge and Learning team.

  • Contribute to the preparation of Program reports and planning, including Workplans and six-monthly Program Performance Reports.

  • Support the Climate and Inclusion team to produce analytical products related to DRRCC and GEDSI, which may include (but not be limited to) activity evaluations, thematic studies or country studies, and to identify and support appropriate activities to share these outputs (e.g. Knowledge-based products and events).

In undertaking all the above, the position will operate as part of P4I’s One-Team, contributing to well-coordinated planning and delivery across all members of the Delivery Partner organisations.

Selection Criteria

  • Relevant qualifications related to International Development, Infrastructure, Disaster Risk Reduction, Climate Change or Gender and Inclusion.

  • Strong project management and organisational skills, working across different teams and organisations in a multi-cultural setting.

  • Strong English written and oral communication skills.

  • Strong planning and organisational skills, including the ability to work effectively and confidently across a team to manage deadlines, communicate and follow up requests, and contribute to the improvement of program delivery processes and information systems.

  • Demonstrated experience managing a range of tasks under tight timelines with competing priorities.

  • Excellent liaison and coordination skills.

  • Demonstrated initiative, drive and creativity to support establishing and delivering a new program; and a proven ability to prioritise and coordinate multiple activities while producing high-quality outputs

  • Excellent liaison and coordination skills with demonstrated ability to (a) operate effectively in a complex, multi-stakeholder organisation and (b) work effectively with a wide range of external stakeholders, including senior government officials.

  • Ability to take initiative with limited oversight.

How to apply

Interested applicants are requested to apply online. Applications should include a 1-page cover letter and a CV of no more than 3 pages to https://adamsmithinternational1.recruitee.com/o/climate-change-inclusion

Applications close 10th January 2025.

Unfortunately, due to the high volume of applications for P4I positions, only short-listed applicants will be contacted.

This position will be hired through Adam Smith International (ASI). ASI is committed to continually improving the diversity of our workforce through the attraction, retention, and development of a diverse range of talented people. Women, people with disabilities, Indigenous and ethnic minority groups, and nationals of P4I’s partner countries are encouraged to apply. We want people to be comfortable bringing their whole self to work and recognise that inclusion brings further opportunities for innovation and creativity.
