Introduction

1. Background
Under the direction of the Dakar regional office and closely linked to interventions in the neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018 by responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Adamaoua region. Currently, DRC operates a regional office in Meiganga and two secondary offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). Interventions focus on finding sustainable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and the economic recovery situation. Interventions include the identification of the main protection risks and conflicts between populations in order to identify social cohesion and conflict resolution projects that will bring communities together. The Itinerant Emergency Team (EMPACT) established the presence of the DRC program in the Southwest region at the end of 2018 to meet the needs of forcibly displaced people in the context of the English-speaking crisis, by starting humanitarian activities in January 2019. DRC operates in the Meme and Fako divisions, with an office in Buea. Programming is focused in rural and hard-to-reach areas to meet the basic needs of populations for food, shelter and NFI, while improving the protective environment and offering revenue generation opportunities.
2. Subject
DRC is looking for a Communication & Reporting Trainee to work within the consortium coordination team composed of a Chief of Party, a MEAL Specialist, and a Finance Specialist allowing the coordination of the NGOs DRC, NRC, ACF and CARE (CMR and RCA) for the implementation of an ambitious program aimed at encouraging the implementation of participatory sustainable solutions to travel situations in the border areas of Cameroon and the CAR. This program funded by the European Union will supervise the implementation of a consortium whose objective is to contribute directly to sustainable, diversified and localized solutions to travel situations in Cameroon and the CAR, based on Community and local governance mechanisms sensitive to environmental protection and conflict.
Under the supervision of the Chief of Party, the Reporting & Communication trainee will take care of entering partner accounting in Dynamics, provides support for internal and external communication as well as the quality and consistency of reporting within the program management unit of this 42-month initiative. For this, the Reporting & Communication trainee must have the opportunity to participate in following the program, by measuring its overall results by working in synergy with the MEAL Specialist, the Finance team of the consortium unit and the partners.
As such, he/she also participates in the preparation of quarterly and annual closings, the monitoring of third-party accounts, and the monitoring of the archiving of supporting documents and compliance with the rules and obligations of the EU Lessor and the Cameroonian legal framework. He/she participates in the preparation of budget follow-ups, financial reports and cash requests at the consortium level under the supervision of the Chief of Party.
three. Role and responsibilities
Under the direction of the Chief of Party, the Communication & Reporting Trainee will have the following responsibilities:
Enter quarterly accounting entries (cash and bank) in DYNAMICS (DRC Information System), ensuring that all required fields are filled in correctly and in line with the DRC plan of account;
Participate in the review of the quality and consistency of reports to the lessor and/or activity reports
Support the Chief of Party in monitoring the program:
Active participation in regular points on activities
Participation in the BFU (Budget Follow-up) review in conjunction with the Finance Specialist
Participate in the preparation of supporting documents requested during audits.
Support the MEAL Specialist in all its responsibilities in terms of capitalization.
Support the capacity building of field teams and partners (activity reports, reports to the lessor...)
Monitoring of the narrative and financial reporting schedule
Draft and/or review communication and advocacy elements based on the information provided by national and partner teams, in accordance with the priorities defined with the Chief of Party.
Ensure the proper implementation of the communication plan developed with the DUE and propose ideas, innovations on external communication.
Supervise the grant component of the DRC Dynamics system.
Support the DRC CMR program manager in his daily tasks, according to the needs and priorities defined with the Chief of party (meeting reports, review of TdR).
Active participation in all project review meetings.
Manage report archives through DRC's internal system, Sharepoint.
4th Required qualifications
A postgraduate degree/university degree (Bachelor's or Master's degree) in international development/development studies, international relations, economics, political science/public affairs, administration or business management, or in another relevant field is required;
Experience and proven capacity in operational management;
Excellent communication skills, interpersonal relationships, with a well-developed ability to motivate;
Perfect professional mastery of the French language (80% of professional communication in this position will be in French, including almost all communication within the country office);
Fluency in written and oral English;
Understanding of the different contexts of the Central Africa region;
Excellent computer skills (MS Office, Internet), an advanced command of Excel and communication software or even mapping are required;
High organizational skills.

6th General regulations
The employee must follow the DRC's instructions on security, confidentiality and ethical guidelines, including the code of conduct and the humanitarian responsibility framework
The employee must not carry out any other paid activity during the duration of the DRC contract without prior authorization
The employee must not engage in an activity that could harm DRC or the implementation of any project during the duration of the DRC contract
The employee must not give media interviews or publish photos related to DRC programs or share other documents without prior permission
The employee must return all the equipment lent by DRC to perform the work after the end of the contract period or at the request of DRC.
