SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context.
Context:
- Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
- The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
- On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. As of mid 2026, more than 1,300,000 people have entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
- In 2025 internal tensions increased at government level and have led to wide spread conflicts within the country. Elections at the end of 2026 may not happen as planned.
- An Ebola outbreak is currently at its doors in DRC and Uganda.
As a result, 10 million are in need of humanitarian assistance as of 2026.
SI sectors of intervention:
- The portfolio includes both WASH & FSL activities. SI's expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. SI has also been one of the first responders of the cholera response. Recent fundings have allowed increasing significantly the FSL component on the mission
Areas of operation:
SI is present:
- In Upper Nile, SI has an office in Renk and a sub-office in Malakal. The response has focused on cholera and drought while maintaining life saving WASH services for returnees and refugees in the two main transit centres of the country.
- SI has recently opened a base in Ulang (State of Upper Nile but under another base/Field Coordinator)
- In addition, SI has a rapid emergency team (ERRM) based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country.
Size of operations:
In 2026, the mission’s estimated budget is around USD 10 million, and 140 employees following an ongoing scale up on the last quarter of 2025.
The mission is currently funded by ECHO (3 grants), DoS, CDCS, FIFSAN, SSHF, Norway MoFA, FCDO.
- SI team in SSD currently host approx 100 staff (including 18 expats) and is still recruiting some staff members to complete his initial growth since 2025.
General Objectives:
The DCD-P is the key focal point for establishing the programmatic strategy of the mission and to set it up with the different field offices. He/She is able to mobilize the relevant technical expertise and tools to ensure quality programming, to engage externally to ensure relevant stakeholders are involved and to ensure follow -up of programmatic implementation. He/She also oversees MEAL functions and collaborate with the Grants Department for donor engagement and reporting. The DCD-P is a key position that fosters good inter-department communication with support functions.
Specific challenges:
- Ebola is at the doors of South Sudan, please note some countries have set up travel limitations for people having travelled recently in SSD (US, Israel, Bahamas, Canada…)
- Preparedness to Ebola is also a topic of attention upon arrival.
- Following a big scale up of the team, a revision of processes and roles & responsibilities is expected, notably within the program team
Priorities in the first 2-3 months:
- This position is recruited at this period of year where the strategic exercise happens. If it is understood that expectations should be reasonable considering the recent arrival on the mission, strong engagement and participation will be expected.
- Follow up and finalization of some delayed grants.
- Clarification of roles & responsibilities within a growing team
Security Constraints:
- In Juba, the situation is relatively quiet after the tensions of last year. Curfew between 6 and 10 PM depending on areas. Limited walking capacity but movements with cars rather free in the center.
- In deployment locations: depends on deployments. Some areas can be quite remote.
Experience
Master Degree in humanitarian/development studies, social sciences, management or other related discipline.
Experience in humanitarian sector : more than 5 years
Experience on similar position : 0-2 years

1. Programmatic approaches in the sectors of WASH & FSL + MEAL
2. External representation (donor, clusters)
3. Grant engagement understanding

Transversal skills
1. Capacity building skills - willing to train and take time with staff

Language:
Fluent English – written and spoken
French and Arabic are assets
SI will offer you:
A salaried position: According to experience, starting from EUR 2800 gross per month (3080 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions :
- In Juba: shared guesthouse close to the office with shared kitchen, some sport equipment, AC (not 24h/24 though), internet allowing streaming. Some rooms also secured at a nearby NGO compound.
- In the field , conditions can be very very basic: sometimes tents, hotels, limited internet/electricity access.
