Description
A consulting team is being formed for a planned end-of-project evaluation of a labour-intensive maintenance and Cash-for-Work project in Jordan. The evaluation will assess the project’s contribution to improving livelihoods, supporting vulnerable Jordanians and Syrian refugees, and improving the learning environment in public schools.
The assignment will use a mixed-methods approach, including desk review, phone surveys, key informant interviews, focus group discussions, and limited site visits where possible. The evaluation will cover selected governorates in Jordan and will require strong coordination, careful field supervision, and high-quality data collection.
The Data Collection Supervisor will be responsible for coordinating and supervising the data collection process. This includes supporting the preparation of tools, training the data collection team, managing fieldwork logistics, ensuring data quality, and reporting progress to the evaluation management team.
The position requires someone who is organized, practical, and able to work closely with enumerators, qualitative researchers, and technical team members. The supervisor should be able to solve field challenges quickly, maintain good communication with the team, and ensure that ethical and quality standards are followed throughout the data collection process.
The assignment is expected to take place during the period July to September 2026. The level of effort will be confirmed based on the final evaluation workplan.
The Data Collection Supervisor will be expected to:
Support the evaluation team in preparing and finalizing the data collection plan.
Support the preparation, review, and piloting of quantitative survey tools, KII guides, and FGD guides.
Support the programming and testing of electronic data collection tools, where needed.
Coordinate the recruitment, onboarding, and training of enumerators and qualitative researchers.
Train the data collection team on survey tools, qualitative guides, informed consent, confidentiality, ethical protocols, and data quality procedures.
Supervise phone surveys with Cash-for-Work beneficiaries.
Supervise and coordinate key informant interviews and focus group discussions.
Support the organization of field visits and face-to-face data collection activities where required.
Manage daily fieldwork logistics, including team deployment, schedules, communication, and follow-up.
Ensure that the approved sampling strategy is followed, including representation by gender, nationality, location, and vulnerability where relevant.
Monitor data collection progress against the agreed workplan and sample targets.
Conduct real-time quality checks on submitted data.
Identify missing, inconsistent, or low-quality responses and coordinate corrective action.
Organize spot-checks, back-checks, and verification calls where needed.
Ensure that all interviews and discussions are conducted respectfully and with informed consent.
Maintain confidentiality and ensure safe handling of data and field records.
Keep daily fieldwork notes and submit regular progress updates to the Evaluation Manager.
Report field challenges, risks, refusals, delays, or quality concerns in a timely manner.
Support the preparation and delivery of clean field records, attendance sheets, consent documentation, recordings, transcripts, and field notes.
Coordinate with the Data Analyst to ensure smooth transfer of quantitative and qualitative data for cleaning and analysis.
Support any other tasks related to data collection and field coordination as requested by the evaluation team.
Candidates should have:
Bachelor’s degree in social sciences, business, engineering, data management, development studies, statistics, monitoring and evaluation, or another relevant field.
At least 5 years of experience managing or supervising field data collection operations.
Proven experience coordinating enumerators, field researchers, or qualitative data collection teams.
Experience in quantitative surveys, phone surveys, KIIs, and FGDs.
Experience with electronic data collection tools such as KoboToolbox, SurveyCTO, ODK, or similar platforms.
Good understanding of data quality control methods, including spot-checks, back-checks, field monitoring, and daily data review.
Experience working with vulnerable populations, including refugees, women, youth, persons with disabilities, or low-income communities.
Experience in livelihoods, Cash-for-Work, education, school infrastructure, social protection, refugee response, or humanitarian/development programming is an asset.
Ability to manage field logistics across different locations.
Strong team management, communication, and problem-solving skills.
Good reporting and documentation skills.
Fluency in Arabic is required.
Good command of English is an asset.
Availability during the assignment period, expected between July and September 2026.
