Position Summary
The Data Management Officer supports Program activities by developing, maintaining, and improving data management systems and tools. Working closely with the DM senior officer and DM Coordinator, the DM Officer designs and builds databases, applications, and software using SQL, ASP.NET, Flutter, Java, and C#, ensuring high-quality, accurate, and consistent data across programs. The role also supports program teams and partners in data collection, analysis, and reporting to strengthen information flows and evidence-based decision-making. This position is based in Aleppo / Hasaka.
The employee is also required to;
1. Remain aware of and comply with safety and security regulations/procedures and bear responsibility for personal safety and security while under contract.

5. Depending on specific role and responsibilities, may be requested to comply with the terms of additional policies, guidelines and related regulations, as and when necessary.
Key Responsibilities
Contributing to Build data management system for CARE Syria: 40 %
• Work with the DM Senior officer to support the development and continuous improvement of CARE Syria data management systems (data flows, tools, databases, etc.) to ensure smooth and effective operations, using appropriate technologies such as SQL, C#, Java, ASP.NET, and Flutter.
• Design and build standardized and harmonized databases that meet program needs and ensure collection of minimum required data across CARE programs, leveraging SQL, ASP.net, Java, and other database systems.
• Identify, document, and validate technical issues within the database and system environment, and support timely resolution.
• Under the supervision of the DM Senior officer, assist teams in maintaining and improving internal systems, applications, and databases.
• Contribute to monthly data quality checks from program teams using SQL queries and related tools, including validation of datasets, systems, tools, and MEAL frameworks.
• Under DM coordinator and senior officer support in managing CARE Syria DM Systems and applications across web and Android platforms, including server management, building survey forms, and managing data collection tools.
• Update database structures, forms, and questions based on program team requests and changing information needs.
• Provide technical support, troubleshooting, and routine maintenance for information management systems to ensure continuous functionality.
Data Analysis, Visualization and Reporting: 30%
• Support DM senior officer in Preparing monthly and quarterly data management reports and related products in collaboration with Program and MEAL teams.
• Develop statistical and analytical reports using SQL queries and other programming tools to meet project reporting needs.
• Develop data visualization dashboards and automated reporting products using Power BI to support evidence-based decision-making.
• Conduct advanced data cleaning, analysis, and modeling using SQL and other relevant tools to generate insights for program teams and management.
• Support the design and maintenance of reporting frameworks, ensuring standardization, accuracy, and timeliness of analytical outputs.
• Draft and maintain guidelines, SOPs, and reference materials for Data Management systems and applications.
Technical Support and Capacity Strengthening: 20%
• Provide technical assistance to CARE and partner staff on the use of data management tools and systems.
• Support the organization and delivery of capacity-building sessions on database use, data quality, and reporting standards.
• Conduct DM training sessions in data management tools for program, partner & MEAL teams to use of agreed DM tools and formats and ensure their full implementation.
• Respond to user support requests and provide basic troubleshooting for data collection applications and forms.
• Participate in coordination meetings with the MEL and Program teams to align data workflows and address system issues.
• Document lessons learned, feedback, and best practices to support continuous improvement of CARE’s data systems.
Coordination, Compliance, and Safeguarding: 5%
• Ensure adherence to CARE’s data governance and protection standards, maintaining confidentiality and ethical handling of all data.
• Support the implementation of CARE’s digital data protection protocols, including secure access, data storage, and encryption practices.
• Contribute to cross-hub data harmonization efforts under the direction of the Senior DM Officer and DM Coordinator.
• Participate in periodic learning sessions to review data quality findings and contribute to adaptive management.
Any other responsibilities as assigned: 5%
Required Qualification, Skills and Experience
Bachelor’s degree in Computer Science, Data Science, Statistics, or related field (or equivalent combination of education and work experience).4–5 years of experience coordinating humanitarian or early recovery programs in complex or insecure environments.
Experience in related fields: minimum 3 years
Strong data management experience in visualization software (power bi & Tableau)
Strong data management experience in building databases using (SQL, MySQL)
Strong programming experience in software using (ASP.NET , JAVA , Flutter )
Experience or good knowledge in humanitarian work
Fluency in written and oral English and Arabic. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively
Desirable:
Master’s degree in Computer Sciences, Data Sciences.
Experience with institutional donors (i.e. BHA, ECHO, FCDO)
