Job Summary

Job Title: Deputy Project manager

Duty Station: Colombia or similar timezone (Remote/Home-based)

Type of Contract: Part-Time Consultant (approx. 50%)

Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of work

The AREMS (Agentic Risk & Environmental Management System) initiative is a groundbreaking project designed to transform humanitarian response by leveraging advanced AI. By fusing formal data with community-sourced intelligence into a comprehensive knowledge graph, AREMS utilizes AI agents to provide non-technical users with actionable insights, risk analysis, and critical decision support directly through common messaging apps.

The Deputy Project Manager will provide essential operational and administrative support to the AREMS project team. This part-time role is designed to ensure the smooth, efficient, and compliant execution of project activities by managing key administrative, financial, and logistical processes.

The ideal candidate is a highly organized and proactive professional with experience in project support within the humanitarian or academic sectors. You will be responsible for a range of delegated tasks, from approving missions and supervising procurement to fostering institutional partnerships. This position works in close coordination with the Project Manager, the Humanitarian Coordinators, and the HQ support teams to maintain robust operational workflows.

Description of Duties

1. Operational & Administrative Management

  • Human resources: act as hiring manager for the recruitments needed, in close coordination with the Project Manager. Ensure adherence to 3iS policies in terms of recruitment, sign Recruitment Requests, participate to the screening of applications, correction of tests, and conduct interviews.

  • Administrative & Financial Validation: Act as the designated line manager for the review and approval of key administrative documents, including staff timesheets, leave requests, and consultant invoices/payrolls, expenditures reports, ensuring accuracy and compliance.

  • Mission Approval: Review and approve mission requests from project staff, including Terms of Reference and Mission reports, budget availability, in close coordination with the security and finance focal points. Validate expenditures reports linked to travel.

  • Procurement Supervision: Oversee procurement processes for the project as the Budget Holder, providing feedback for purchases and ensuring the development, update of and adherence to the procurement plan from a programmatic perspective. Ensure liaison with the procurement and finance focal points in each Country and HQ.

  • Operational financial responsibility: Support the Project Manager with budget monitoring and donor reporting by gathering financial documentation, reviewing expense reports, and helping to ensure compliance with organizational and donor policies.

2. Partnership & Stakeholder Coordination

  • Liaison: Lead the establishment of formal partnerships with universities, research institutions and consortiums. This includes identifying potential partners, negotiating terms, and drafting Memorandums of Understanding (MoUs) for collaboration.

  • Stakeholder Coordination: Support the Humanitarian Coordinators in maintaining relationships with key stakeholders by organizing meetings, preparing briefing materials, and following up on action points.

  • Assist in the coordination of project events, workshops, and training sessions.

  • Support the Project Manager in developing proposals for business development.

3. Project & knowledge management

  • Provide general administrative support to the project team to ensure efficient day-to-day operations.

  • Maintain project documentation and ensure systematic archiving of programmatic, administrative and financial records.

Requirements

1. Education

  • A university degree in Business Administration, Economics, International Relations, or a related field.

2. Languages

  • Fluency in English (spoken and written) is mandatory.

  • Professional working proficiency in Spanish (spoken and written) is a plus for internal team collaboration with Colombia.

3. Experience

  • Minimum of 3 years of professional experience in an administrative, financial, or project support role, preferably within an NGO, UN agency, or academic institution.

  • Demonstrable experience with administrative and financial procedures, including procurement, budget tracking, and invoice processing.

  • Experience in liaising with external partners; experience negotiating agreements or MoUs with universities is a strong asset.

  • Proven ability to liaise with personnel of different cultures/Countries and backgrounds.

  • Proven ability to work independently, manage competing priorities, and meet deadlines in a part-time capacity.

  • Experience and ability to work with flexible working hours in alignment with the project's needs and considering the project implementation covers Colombia, Ethiopia and Nigeria.

4. Skills & Competencies

  • Excellent organizational and time-management skills with meticulous attention to detail.

  • Strong understanding of operational best practices in the non-profit sector.

  • Exceptional interpersonal and communication skills for effective stakeholder engagement.

  • Proactive and solutions-oriented mindset.

  • Proficiency in Microsoft Office Suite, particularly Excel.
