Description
CESVI has been present in Venezuela through humanitarian and development programmes supporting vulnerable communities across different sectors. Following the earthquake that struck northern Venezuela on 24 June 2026, CESVI is strengthening its emergency response to address the immediate humanitarian needs of the affected population.
The emergency response will focus on rapid needs assessments, emergency relief, coordination with humanitarian partners, and the implementation of life-saving interventions, including shelter, WASH, protection, cash assistance, and early recovery activities, according to identified needs and available funding.
The general purpose of the post is to ensure the implementation of CESVI humanitarian operations in Venezuela, in particular in the earthquake affected areas and the supervision of the daily programme activities and staff, working in close coordination with CESVI Head of Mission (HoM) and with the Emergency Unit team (E-Unit) in HQ.
Duty station: Caracas
In further detail the Emergency Coordinator will be responsible for:
Monitor the humanitarian situation and provide regular context updates to the Head of Mission and HQ.
Lead rapid needs assessments in affected areas.
Develop and update emergency response plans.
Ensure timely implementation of emergency activities.
Prepare weekly, monthly and ad hoc situation updates.
Contribute to emergency proposal development and donor reporting.
Represent CESVI in humanitarian coordination meetings and relevant clusters.
Coordinate with government authorities, UN agencies, NGOs, Red Cross Movement and local partners.
Maintain regular communication with donors and humanitarian stakeholders.
Promote information sharing and operational coordination.
Supervise emergency response staff and provide technical guidance.
Support recruitment of additional staff if required.
Ensure staff safety and compliance with CESVI procedures.
Address performance issues in coordination with the Head of Mission.
Ensure compliance with donor requirements and CESVI MEAL procedures.
Monitor project implementation and results.
Support accountability mechanisms and community feedback systems.
Ensure timely reporting of achievements and challenges.
Oversee emergency budgets and expenditure.
Coordinate procurement and logistics for emergency activities.
Ensure effective planning of movements and field missions.
Coordinate closely with finance, logistics and HR departments.
Essential Requirements
Degree in International cooperation, Development studies or other related fields
5 to 7 years’ working experience in emergency contexts with INGOs in the humanitarian sector in a role comparable to Head of Mission/ Emergency Coordinator
Proven experience in first humanitarian response in man-made disaster settings.
Proven experience in emergency mission set-up
Strong writing skills: the Emergency Coordinator will bring a well-established track record of developing winning funding proposals to donors such as EU/ECHO, UN agencies, AICS – Italian Cooperation or other Cooperation agencies etc.
Proven ability in development of needs-based and context-based project proposals, including budget development
Proven experience in building networks and partnerships
Strong negotiation and diplomacy skills
Capacity to effectively manage relations with Donors, potential Partners (international and national NGOs), and local authorities
Good organizational skills, ability to follow procedures, meet deadlines and work cooperatively
Excellent problem-solving and analytical skills
Highly flexible with the ability to set priorities and change programmes according to issues that may arise
Professional working proficiency in Spanish (spoken and written).
Availability to participate in photographs and video recordings for CESVI’s communication and visibility activities is required.
Strong computer skills including Microsoft Word, Excel.
Desirable Requirements
Proven working experience in Venezuela with INGOs
Proven working experience in LAC region with INGOs
Logistics in emergency/ post-emergency settings
HEAT Training or equivalent in personal security and security management
Knowledge of English (written and spoken)
Knowledge of Italian (written and spoken)

Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
