ORGANIZATION
3IS is an international non-profit organization whose function is to provide information management services to humanitarian and development organizations, allowing partners to make informed decisions that ultimately provide high-quality specific assistance to the world's most vulnerable populations. 3IS converts data into information and creates knowledge for decision makers operating in conflicts, disasters, post-disaster and recovery environments, as well as other complex emergency situations and development contexts.
Context
The main objective of this project is to strengthen coordination between humanitarian actors through the analysis, evaluation and provision of synergistic information management services. Through this initiative, the exchange of information between humanitarian actors will be promoted to improve decision-making and optimize responsiveness.
EVIDEM organizations will share their experiences, knowledge and lessons learned to achieve this purpose. The proposed activities, together with the experience of each organization that makes up the consortium, not only complement each other, but also align with the Emblematic Initiative 1, establishing a collective coordination structure in information management at the service of humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs and capabilities are the focus of all actions.
Taking advantage of its experience in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and train humanitarian partners, allowing them to take advantage and optimize tools, technologies, platforms and best practices in information management to respond more effectively to humanitarian crises.
Description of the Services
The natural person in charge of providing these services will be responsible for the collection, analysis and validation of geographical data in a timely and efficient manner. It will use GIS tools and processes to generate quality spatial information, develop maps and informative products that facilitate visualization, interpretation and decision-making based on geographical data. The provision of services will include coordinating the exchange of geographical information both internally and externally, and serving as a liaison with satellite image and analysis service providers.

A. Specific Activities
Prepare information that allows the validation of the data received (source identification, data structure and debugging).
Provide the spatial information necessary for the collection of information.
Develop the maps according to the objectives of the project and the specified needs.
Prepare cartographic products according to needs from the requests made by the humanitarian architectures of Colombia, Ecuador and Venezuela, among others.
Serve as a liaison in matters of internal geographical information and with external providers, including analysis of satellite images.
Carry out the linking processes of the information collected according to the objectives of the project.
Provide information products that allow monitoring of validation processes.
Implement spatial analysis methodologies for the validation process.
Document the methodological process used in the validation exercises.
Ensure that common spatial data standards and structures are applied and that data is properly managed throughout the management cycle.
Perform general processes of analysis and data management.
Prepare the monthly progress reports.
Ensure the timely and organized delivery of the products agreed in the work schedule.
Participation in Knowledge Management:
Participate in the transversal team meetings and in the knowledge management spaces that are organized.
B. Management activities:
Prepare the work plan and communicate your progress, difficulties and challenges in a timely manner to the contract referent.
Attend to the face-to-face spaces of the project.
Perform field missions when required to participate in the project.
Prepare monthly progress reports.
Ensure timely delivery of products.
Participate in the transversal groups in a timely manner.
Contribute to the organization's knowledge management strategy.
MINIMUM QUALIFICATIONS:
education
Professional with a university degree in geography, cartography, architecture, urbanism, geological engineering or related areas. Postgraduate studies will be valued.
Experience
To be eligible, the person applying for this provision of services must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference. Experience in the humanitarian sector (desirable) will be especially valued, as well as participation in processes of analysis and collection of primary and secondary information. Previous experience in the use of artificial intelligence tools, process automation or development of intelligent agents (desirable), and the preparation of technical reports or analytical products aimed at non-specialized audiences will also be considered relevant.
Technical Skills
Advanced knowledge in ArcGIS Pro and ArcGIS Online, experience with ArcMap.
Advanced mastery of spatial analysis and expert skills in modeling and cleaning of Geodatabases.
Intermediate knowledge in Python, JavaScript or SQL (desirable, according to the need of the project).
Advanced skills in cartographic design and knowledge of open source GIS platforms (for example, OpenStreetMap, Google Earth Pro).
Understanding of field data collection practices through GPS and management of official statistical information sources.
Ability to create geographical data visualization boards.
Advanced management of Office.
Knowledge about the dynamics of regional and national migration, actors involved and policies in the area.
LANGUAGES
Fluency in Spanish (spoken and written), Intermediate knowledge of the English language (spoken and written) is required.
