JOB SUMMARY:

We are seeking a Finance Director (FD) to join our leadership team in Sudan, where CARE is delivering life-saving humanitarian assistance and supporting resilience-building efforts amid one of the world’s most complex and challenging operational environments.

As Finance Director, you will lead the strategic and day-to-day financial operations of the Country Office, ensuring the integrity, transparency, and compliance of CARE Sudan’s financial and grants management. Sudan’s rapidly evolving political, humanitarian, and economic context requires a leader who is comfortable managing complexity, guiding teams through uncertainty, and building robust systems that support rapid yet accountable program delivery.
You will play a key role in supporting large-scale emergency responses, overseeing a diverse grants portfolio (including major donors such as USAID, ECHO, and the UN), and ensuring CARE Sudan’s financial sustainability through sound cost recovery and master budgeting.
Strategic Financial Oversight: Lead the planning, budgeting, and financial analysis for a growing and complex portfolio, ensuring that financial data supports agile decision-making in a volatile environment.
System Strengthening: Oversee the implementation and continuous improvement of CARE’s financial systems (PeopleSoft), while ensuring appropriate internal controls and workflows are in place.
Grants & Contracts Management: Ensure the timely setup, financial reporting, compliance, and closeout of awards. Partner closely with program and grants teams to align budgets with operational realities on the ground.
Compliance & Risk Management: Maintain the highest standards of financial integrity. Lead CARE Sudan’s preparedness for audits and ensure compliance with CARE policies and donor requirements.
Leadership & Capacity Building: Inspire and manage a national finance team, fostering skills, resilience, and professionalism. Strengthen the financial literacy of non-finance staff, ensuring shared accountability across the office.
You are a strategic finance leader who brings:
A degree in Finance, Accounting, or related field (Master’s or CPA/CA preferred)
Minimum 8–10 years of progressive financial management experience, with at least 3 years in a senior leadership role
Proven success working in complex, high-risk, or fragile contexts (experience in Sudan or similar contexts is an asset)
Deep understanding of donor compliance, especially USAID, ECHO, UN, and other institutional funders
Strong analytical, problem-solving, and communication skills
Ability to coach and empower others, manage stress under pressure, and bring clarity to chaos
