TITLE: Finance Coordinator

ROLE PURPOSE:
The Finance Coordinator plays a critical role in supporting the country’s financial planning, budgeting, reporting, and compliance functions to ensure effective and transparent management of funds. This position leads to the development and consolidation of comprehensive budgets, monitors spending against forecasts, and provides insightful financial analysis to guide strategic decision-making.
The Finance Coordinator is responsible for leading the development of high quality, donor- compliant proposal budgets and revisions. This includes ensuring full cost recovery, compliance with donors and Save the Children International policies, and strategic budget planning across country office portfolio.
The role ensures adherence to donor and organizational financial policies, supports partner capacity building, and facilitates timely, accurate donor financial reporting. It also coordinates audits and fosters strong collaboration across internal teams and external partners to strengthen financial accountability and contribute to overall program success.

KEY AREAS OF ACCOUNTABILITY:
1. Planning and Budgeting
• Play a key role in the country budget planning process by:
o Developing the budget plan schedule and providing guidance to budget holders.
o Updating financial data in the budget template.
o Reviewing budget phasing, providing constructive feedback, and consolidating financial plans into a comprehensive country budget template with a detailed narrative.
• Coordinate with budget holders to forecast budgets
• Review, analyse, and submit monthly Budget vs. Actual (BVA) reports to budget holders and Program Managers, highlighting key variances and actionable insights.
• Monitor overall country spending (KPI01) and project spending (KPI02) to ensure alignment with forecasts, identifying financial risks and recommending corrective actions
• Investigate significant variances, reconcile discrepancies, and report findings to the Head of Finance and IT.
• Support award close-out processes by preparing and reconciling transactional listings, ensuring accuracy, and advising on necessary adjustments.
• Lead the preparation of budget proposals and revisions by consolidating inputs from budget holders, ensuring alignment with Save the Children’s cost structure and fully compliant with donors’ rules and regulations, appropriate cost drivers, and overall cost-effectiveness.
• Provide technical support in budget and planning as needed.
2. Reporting
• Ensure reporting preparation is planned, agreed upon across all sections, accurate, and shared with relevant departments.
• Support the timely preparation and submission of financial reports and attachments as required by members or individual donors.
• Review program/project expenditure records to ensure accuracy, completeness, and timeliness before posting.
• Review and ensure necessary coding structures, including activities, cost centres, staff IDs, analysis codes, etc.
3. Donor and Member Compliance
• Verify compliance with donor/member requirements in financial reports before submission.
• Provide guidance to budget holders and program staff on donor/member financial compliance for effective project implementation.
• Act as the lead focal point for donor budget compliance during proposal development and award implementation, ensuring consistency between narrative and financial components in donor submissions
4. Partnership Finance
• Support partner financial reviews and verifications to ensure remittances align with Save the Children policies.
• Provide technical assistance to partners in financial management, reporting, and compliance with Save the Children and donor requirements.
• Assist partners in establishing effective financial systems that align with Save the Children standards and support their development goals.
• Deliver training sessions to enhance partners' capacity in financial systems management and reporting practices.
• Participate in Partner Assessment processes to evaluate financial capabilities as required.
• Review and validate partner budget submission during proposal development and revisions to ensure alignment with donor compliance and project objectives.
5. Capacity Building and Development
• Facilitate training for staff across all offices (including field offices) and partners on finance-related topics to strengthen their skills and knowledge, including creating tools to help budget holders understand key financial concepts.
• Identify key financial risks affecting program delivery and provide actionable recommendations for mitigation.
• Contribute to the development of budget and planning training programs, as well as donor compliance requirements.
6. Coordination and Communication
• Build and maintain effective coordination and communication with partners, ensuring alignment with humanitarian principles and organizational values.
• Actively participate in Program Thematic Meetings, Awards Meetings, Hiring Committees, and Procurement Committees to support smooth operations and compliance with organizational policies.
• Collaborate with the Awards Team to manage the portfolio efficiently and effectively, address donor inquiries, review award agreement terms and conditions, and oversee reporting, payment schedules, and audit timelines.
7. Staff Performance Management
• Ensure direct reports understand their roles through comprehensive induction programs and ongoing training related to finance operations.
• Manage team performance effectively by setting clear objectives, providing regular feedback, conducting periodic reviews, and performing fair evaluations under SCT’s Performance Management System.
• Address underperformance through proper documentation while implementing structured improvement plans as needed.

QUALIFICATIONS
• Thai Nationality.
• Bachelor's degree in finance, accounting, or related field.
• 5+ years in finance roles with leadership experience preferred.
• Strong leadership and teamwork skills,
• Mastery of accounting concepts, analysis, budgeting, forecasting, modelling, communication, problem-solving, and Enterprise Resources Planning system, and attention to detail.
Master’s degree in related field, Certifications (CPA, CMA, CFA), or INGO knowledge.
EXPERIENCE AND SKILLS
• Strong accounting principles, financial analysis, budgeting, forecasting, and risk management.
• Ability to analyze complex financial data, identify challenges, and develop effective solutions.
• Excellent written and verbal communication skills, with the ability to clearly explain complex financial concepts to diverse audiences.
