The Finance department is divided in two units: HQ Finance and Operational Finance. The Field Accounting team is currently part of Operational Finance. Operational Finance is responsible for supporting and advising MSF Operations and management with financial management, budget monitoring and quality review of field accounting transactions and supporting documentation. The finance department has around 26 staff members working in: Field Finance, Administration and Accounting Field, Administration and Accounting Office, Financial Control, Reporting and International Accounting and Inheritances & Legacies.
For the Administration and Accounting Field Unit we are looking for a new colleague for the position of:
Flying Finance Emergency Support Officer
1 year contract
50% of the time based in our country programmes, 50% Amsterdam office/home office
Amsterdam based preferred
This role is a compelling combination of the work in our country programmes and office work. It will provide broad experience and exposure in both finance and emergency departments. In this role, you provide dedicated support to emergency country programs, project start-ups and exploratory initiatives to ensure the proper set-up and implementation of OCA accounting standards for emergencies.
You are giving support and structure; transferring knowledge, implementing and supporting a proper financial set-up in challenging contexts.
Main responsibilities
As a Flying Finance Emergency Support Officer, you ensure a structured and hands-on support to the country programs and projects managed by the Emergency Support Department, in close collaboration with it and the dedicated Field Finance Advisor (FFA) and Accounting Administrator for the Field (AAF). This is an exciting and challenging position that requires flexibility to travel to insecure areas.
Responsibilities and activities
You are part of the finance department and adapt your work to best support the Field Finance Advisor and Accounting Administrator for the Field (AAF) following emergency countries but work in close collaboration with the Emergency Support department.
You work closely with the E-desk FFA to coordinate and manage cash flow, oversee Simpled/debit card usage, and facilitate briefings for emergency team members heading to the country programmes.
You work closely with the AAF to coordinate the transactions and accounting data for emergency country programs, steer the period closing process and resolve issues.
You are proactive in identifying where the support is most needed, and you actively support the implementation OCA financial requirements for existing and new emergencies and explos, in challenging and evolving contexts, by delivering on the job, remote and face to face trainings when necessary.
You support the identification of in-depth training needs for emergency country programmes, in link with the Unifield Flying Specialist.
You have a strong financial background but also show the necessary flexibility to guide the set-up of the financial structure in emergencies, in close collaboration with the FFA.
You consolidate, oversee, and manage accounting transactions reports, and the monthly closing process for explos and new emergency interventions conducted in locations without an MSF office.
You serve as the technical reference for all accounting-related matters, delivering training, and enhanced support to field emergency teams on accounting tools and systems, including Unifield, Explo-books and E-kit.
You are deployed to the country programmes (up to 50% of the time) for emergency start-ups and gap fills, putting systems in place and delivering hands-on support and coaching on accounting systems and procedures directly on site.
Candidate profile
We are looking for a flexible and pro-active candidate who is solution oriented and strong on communication and an independent team player with a hands-on mentality.
Need to have:
Education in Financial Accounting or administration related studies
Minimum of 5 years working experience in a relevant professional context
At least 2 years of INGO country programme experience, emergency context experience is an asset
Demonstrated communication skills, oral as well as written
Fluency in written and spoken English is required, French is as asset
Willingness and ability to travel frequently
Strong analytical and problem-solving skills
Ability to work independently, with minimal supervision and under pressure
Ability to visit the Netherlands regularly
Nice to have:
French and/or Arabic and Spanish is a strong asset
Being currently authorized to work in the Netherlands is a strong asset, due to the need for on-site support in the Amsterdam office.

A one-year Dutch employment contract, based on 40 hours per week.
A gross monthly salary within a salary range between 3,109 and 3,602 euros. Your exact salary will depend on relevant work experience.
