Responsible to provide technical support and management oversight in Health, Nutrition and MHPSS (H&N&MHPSS) programme with focus on strengthening the quality of proposals and implementation in close coordination with the Depurty Country Director (DCD) and supporting the Country Director (CD) to lead the H&N strategy development and monitoring.
He/she will work and coordinate with multi-disciplinary teams, consortium partners, and experts and field offices in developing and implementing programs in line with approved program documents, technical standards and in line with national and international standards.
The H&N Manager will identify and support the capacity strengthening of stakeholders in H&N, developing integrated programming, ensuring systematically mainstreaming cross cutting issues and advocacy initiatives in the Philippines.
Objective 1: Provide technical and management oversight in H&N programme design and implementation
Provide technical leadership with focus on strengthening the quality of the H&N emergency and development programme implementation, including strengthening H&N preparedness, resilience, and early recovery strategies
In close coordination with the DCD and other technical sectors, lead identification and assessment of H&N needs and gaps
Responsible for leading the design and drafting technically sound H&N proposals for funding, including conducting H&N needs assessments
Provide strategic and technical advice to implementation teams to ensure quality and timely implementation H&N and MHPSS programs, including monitoring of activities and H&N related budget execution
Support and contribute to the development and monitoring of Country strategy
Support DCD and CD in Identifying opportunity collaboration with appropriate institutions in H&N sector
Objective 2: Capacity Strengthening
Review/Develop Job descriptions and participate in the recruitment of H&N staff
Identify capacity strengthening needs for H&N team members and develop learning opportunities using the most appropriate approach
Participate in the promotion of a correct and efficient information flow between H&N team members and other members of the AAH Philippines mission
Assess H&N stakeholders (LGUs, NGOs/CSO and health agencies) capacity strengthening needs and develop strategies and implement actions
Promote AAH mandate, strategy, procedures, and internal regulations within the H&N team
Conduct technical H&N capacity assessments of local organizations collaborating with AAH and contribute to their capacity building
Review/develop the H&N tools and resource materials are available for field to support the implementation of the programs
Lead/participate in conducting H&N staff performance evaluation
Ensure field H&N teams have adequate and timely support through planning field visits and ensuring the documentation and follow-up of action points
Objective 3: Reporting and Capitalization
Review and validation of H&N related internal, external/donor and situational reports in line with the established reporting systems and contractual obligations
Develop technical guidance notes and case studies to shape in-country strategies and programmatic approaches and contribute to broader sector learning
Facilitate good practices and lessons learned workshops on technical themes and Capitalize all the learning for future programming
Review/validate Source of Verifications and ensure proper archiving program documents
Objective 4: Contribute to programme quality standards
Review/develop guidelines and tools for key intervention identified in AAH-Philippines Technical Programmatic Framework, to ensure AAH, CORE Humanitarian Standard, SPHERE standards, IASC standard and any other relevant international/national standard is followed during the whole project cycle
Uphold humanitarian principles and AAH principles at all stages of H&N programming and provide pragmatic guidance to the H&N team on this matter to support their principled decision making
Provide technical support and guidance to AAH and partners staff in the implementation of H&N activities in Philippines – including ensuring coherence, standardized approaches, programme quality, and integration with other sectors across the H&N&MHPSS programme
Ensure that the programme is inclusive of marginalized and vulnerable individuals and communities, that it promotes the full and equal participation of women and that accountability to affected communities is central to the ways of working
Develop and revise in collaboration with the MEAL team the methodologies and tools for monitoring and evaluation
Provide technical support in the development and implementation of national programme evaluations, learning events and specific H&N programme related research activities
Work closely with the field offices and head of project to enhance accountability, ensure that feedback and lessons learned feed into programme adaptation
Objective 5: Coordinate with Support Departments
Ensure program related inputs are delivered in coordination with Head of Projects and logistic department and monitor budget execution
Participate in the design of new budgets related to H&N activities
Coordinate with support departments in the planning and technical support of H&N interventions
Promote safety and security of the staff assigned and directly managed
Coordinate with Logistics to ensure that H&N -related procurement, tendering and contracts are of adequate technical standards, cost effective, timely and appropriate to the context
Respect the security rules of Action Against Hunger and coordinate with the Country Director, and the Base Logistics Officer and Flying Logistics Manager for any security issues relating to work
Objective 6: Representation, Coordination and Emergency Deployment
Actively participate in H&N cluster meetings and relevant technical working groups
Support Country Director and DCD in negotiations and representation at H&N related line agencies and donors
Effectively coordinate with external humanitarian H&N actors intervening on regular and emergency interventions
Develop and maintain relationships with key H&N stakeholders at technical level, including donors, government authorities and international agencies
Influence key decision makers on sound technical solutions to overcome H&N challenges based on evidence
Contribute to advocacy efforts in H&N -related matters
Be available for deployment to other areas in the country during emergency response, as necessary
Degree and/or Master’s Degree in Public Health, Nursing, Nutrition, Medicine or Midwifery
Strong Knowledge of the Philippines health and nutrition context including the national and regional health system. -Technical knowledge in implementing emergency and development H&N& MHPSS intervention.
Solid project cycle management knowledge -Excellent experience in developing donor proposals and reports.
Advanced knowledge of humanitarian and development donor guidelines and procedures in H&N
Ability to gather and analyze information in order to make strategic decisions and engagement in humanitarian and development sector.
At least 3 years previous experience in the humanitarian and development field as coordinator or similar position working with (I)NGOs in the Philippines.
Good experience in working with local/national partners, Ministries, experience in implementing H&N interventions and capacity building for partners.
At least 3 years of previous experience in project management both in emergency and development contexts.
Experience in management of volatile security contexts with capacity to face a stressful environment.
Demonstrated experience and skills in supervising technical teams, external technical consultants and consortium/partnership projects.
Previous experience and ability to build relationships and work with senior level government officials and other stakeholders.
