Core requirements: Previous experience in the operational management of hospital facilities or international health programs (at least 5 years)

The Hospital Director (HD) is responsible for the overall supervision and management of the Emergency Hospital/Center of reference, with a focus on the effective implementation of all health and non-health activities, efficient management of resources and financial planning, in compliance with the quality standards defined by the Organization and local regulations.

The role requires all-round strategic and operational management, aiming at the continuous improvement of the services offered, economic sustainability, and patient satisfaction, always maintaining a strong commitment to the humanitarian mission of the organization.

The HD responds directly to the Country Director/Area Director of the Field Operations Department (FOD).

MAIN TASKS AND RESPONSIBILITIES:

MANAGEMENT OF EXTERNAL RELATIONS:

· Represent the hospital to local health authorities, international organizations, donors and media, in agreement with CD and/or AD. · Support the Country Director or, in his absence, manage the care and development of relationships with public bodies, institutional partners and stakeholders with particular attention to the health sector and the formation of professional categories functional to the hospital's activity.

· Maintains relationships with national and international partners, government agencies and NGOs to ensure adequate coordination according to the organization's health activities.

· Manage relations with the press, participating in interviews, press conferences and institutional meetings.

· Work closely with the organization's communication teams to ensure an effective communication strategy.

MANAGEMENT AND HARMONIZATION OF HOSPITAL ACTIVITIES:

· Supervise and harmonize all hospital activities, ensuring compliance with EMERGENCY standards and guidelines

· Ensure close collaboration between the Medical Coordinator and those responsible for the non-health areas (or the Operation Manager, where present) for the proper functioning of the hospital, synthesizing the priorities deriving from the health activity with the resources made available by the operations area, settling any unforeseen needs by discussing with the Country Director, the Area Director and the competent desks.

· Directly supervise the operations area, ensuring that all activities are carried out in accordance with the defined strategic objectives.

· Monitor the implementation of the objectives and activities established in the hospital's strategic and operational plan, in line with what was agreed together with the Area Director and the Medical Coordination Unit (MCU).

HUMAN RESOURCES MANAGEMENT AND WORK ORGANIZATION:

· Coordinate the human resources of the project, collaborating with the HR Department of the FOD and the Department Managers for personnel planning and management, including HR Sizing, Recruiting, Training and Performance Management activities.

· Supervise and manage the performance of non-health personnel, ensuring the correct assignment of tasks and responsibilities within the Center and participating in the performance evaluation process in close collaboration with Department Managers.

· Coordinate the implementation of any structural or organizational changes to optimize the efficiency of the hospital.

· Organize and facilitate internal communication between the different departments and hierarchical levels to optimize workflows.

FINANCIAL MANAGEMENT AND BUDGET:

· Participate in the drafting and supervision of the annual hospital budget, ensuring that the budget is in line with the hospital's strategic and operational objectives.

· In collaboration with the administrative department, constantly monitor consumption and expenses, ensuring the effective allocation of resources and compliance with defined financial constraints.

· Collaborate with the Administration and Grant Management Departments for the management of financial flows and funds to cover project costs.

· With the support of the administrative department, control operating costs, identify any areas of inefficiency and propose solutions to optimize the economic management of the hospital.

DEVELOPMENT OF NEW PROJECTS AND OPPORTUNITIES:

· Assist the CD or, in its absence, personally identify and propose new opportunities for the development of hospital services and new areas of intervention that are in line with the priorities of EMERGENCY.

· In the absence of the CD, collaborate firsthand with the Grant Management and Foundations team to identify funding and donors that can support the development and expansion of the hospital and in any case contribute to the writing of the proposals.

EMERGENCY MANAGEMENT AND CONTINGENT PLANNING:

· Ensure that the hospital is prepared to manage emergency situations, including health crises, natural disasters or other unforeseen problems.

· Coordinate the development and implementation of emergency plans to ensure a quick and effective response in case of need.

· Work closely with local authorities and other emergency organizations to coordinate interventions in critical situations.

REQUIRED REQUIREMENTS

· Degree in Medicine, Economics, Management of Health Facilities, Management Engineering or in a related field.

· Previous experience in the operational management of hospital facilities or international health programs (at least 5 years)

· Proven skills in financial planning, human resources management and in the implementation of complex projects.

· Experience in the analysis and monitoring of health performance.

· Excellent communication and personnel management skills (people management), with particular attention to the motivation and professional growth of the team.

· Fluent knowledge of English (minimum level required: C1).

· Willingness to work in complex contexts and in areas of intervention with limited resources.

Required Availability: Minimum availability of one year with the possibility of extension, including an onboarding/training period, to be agreed with the Area Director.
