ORGANIZATIONAL CONTEXT
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger. Its mission is to help achieve the goal of Zero Hunger. Every day, the WFP works around the globe to ensure that no child goes to bed hungry and that the poorest and most vulnerable people, particularly women and children, have access to the nutritious food they need.
The World Food Programme (WFP) has collaborated with the Cuban government since 1963 to strengthen long-standing social protection programs that provide free and universal access to basic services. These efforts have enabled 1.3 million people to benefit directly in 2024. The country's operational landscape is characterized by significant food security and nutrition challenges, and in this context, the WFP works to address growing humanitarian needs, prioritizing them while constraining resources, by providing nutrition-sensitive food assistance before, during, and after crises.
The WFP strengthens the capacity of the social protection system and facilitates the distribution of nutritious food and nutritional supplements. The WFP also strengthens local food systems and links them to social protection institutions. The WFP has a strong presence on the ground, with monitors operating in six provinces: Las Tunas, Granma, Holguín, Santiago de Cuba, and Villa Clara (the latter was recently inaugurated).
PURPOSE OF THE POSITION
Perform a range of human resources tasks to support the accurate implementation of WFP policies and procedures and to facilitate the effective operation of strategic, client-focused human resources services.
At this level, managers must assume responsibility for carrying out a whole range of human resources activities that require a certain level of interpretation of standard guidelines and practices.
MAIN RESPONSIBILITIES (indicative and not exhaustive list)
1. To provide assistance in general human resources consultations and corresponding follow-up measures, to ensure that consistent and high-quality human resources services are provided to clients.
2. Provide job guidance and training to other staff members to support their development and increase their knowledge of the human resources systems and procedures necessary for the performance of their duties.
3. Act as a liaison with other internal departments or offices on matters related to human resources (such as payroll, contracts, etc.), and provide the necessary information so that human resources services can be provided in a timely manner.
4. Extract and compile human resources data concerning recruitment and selection of personnel, contractual conditions, rights, performance and training requirements, to support analysis and reporting needs.
5. Provide administrative support in various human resources activities in the areas of activity assigned by the organizational cadre official, including welcoming new staff members in accordance with the relevant processes and procedures.
6. Maintain confidential personnel files, human resources databases and archives, to ensure that data and files are stored accurately and updated in accordance with established standards.
7. Prepare the various human resources documents needed in the specific area of activity (e.g., employment contracts, transfer letters, training-related documents, etc.), ensuring accuracy and respecting the established deadlines.
8. Use human resource management systems to enter and update a wide range of data, and provide assistance in monitoring various deadlines (e.g., contract expiry, PACE, etc.), ensuring compliance with set deadlines and data accuracy.
9. Support the deployment of staff and related administrative measures, including the preparation of basic reports, to facilitate an efficient human resources service that enables WFP to respond quickly to a crisis.
MINIMUM STANDARD EXPERIENCE AND QUALIFICATIONS REQUIRED
Education: Completion of pre-university education. Presentation of a certificate of post-pre-university education in the relevant functional field will be considered.
Experience: Five years of experience in the relevant functional area.
Languages: Fluent in Spanish. Intermediate level of English (desirable).
DESIRABLE EXPERIENCE TO PERFORM THIS FUNCTION
To have managed and implemented human resources policy and procedures in accordance with WFP operating standards.
Having carried out specific human resources services activities, such as payroll administration, recruitment aspects, and interview management.
Having provided ad hoc guidance to less experienced staff members.
Having organized information sessions for newly hired people as part of the onboarding process.
Having acquired work experience in various WFP contexts and with diverse strategic priorities.
