Description
Background of the Operation
CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.
Since 2019, Cesvi has been working in Venezuela on initiatives focused on protecting children, adolescents, and women in highly vulnerable situations, including survivors of abuse and sexual exploitation. Starting in 2021, Cesvi began implementing projects funded by the Humanitarian Fund within the country in various communities.
During 2022, Cesvi implemented projects of: “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health care and humanitarian assistance to the most vulnerable people and communities affected by the crisis.
Main responsibilities
Program implementation and community participation
Plan, implement and monitor hygiene promotion activities in earthquake-affected communities in accordance with CESVI strategies, Sphere Standards and donor requirements.
Conduct rapid hygiene and community needs assessments, including KAP assessments where appropriate, to identify priority hygiene risks and inform program implementation.
Conduct hygiene promotion sessions, community meetings, home visits, and awareness campaigns to promote safe hygiene practices, disease prevention, and the proper use and maintenance of WASH facilities.
Work closely with the WASH Officer and WASH Assistant to ensure that hygiene promotion activities are fully integrated with water supply, sanitation, drainage and rehabilitation interventions.
Support community participation throughout the implementation process, including community activities and Cash for Work initiatives where appropriate.
Support the establishment and strengthening of community WASH committees to promote ownership and sustainability of WASH facilities.
Monitoring, coordination and reporting
Use hygiene promotion, information, education and communication (IEC) materials and behavior change communication (BCC) approved by the Water, Sanitation and Hygiene (WASH) Cluster and relevant national authorities, ensuring consistency of messages in all areas of intervention.
Conduct regular on-the-ground monitoring and post-distribution monitoring (PDM) of WASH hygiene kits and non-food items (NFI), gathering community feedback and identifying additional needs.
Ensure that hygiene promotion activities integrate protection, gender, inclusion, accountability to affected populations (AAP), prevention of sexual exploitation and abuse (PSEA), and environmental considerations.
Coordinate with local authorities, health actors, community leaders, and humanitarian partners to ensure effective community participation and harmonized hygiene promotion activities.
Actively participate in WASH Cluster meetings and the Hygiene Promotion Technical Working Group (TWG), when established, ensuring that the technical guidance and agreed actions are reflected in the project implementation.
Prepare periodic activity reports, follow-up updates and information for donor reports, keeping the WASH Officer and Project Manager informed about progress, challenges and community feedback.
Required profile
University degree in Public Health, Environmental Health, Social Sciences, Community Development, Health Promotion or related field.
At least 3 years of experience in hygiene promotion, community participation or public health programs, preferably in humanitarian contexts.
Experience in humanitarian programming or in community development and mobilization.
Knowledge of Sphere, CHS, AAP, PSEA Standards and approaches to behavior change.
Experience in conducting KAP surveys, PDM surveys and community consultations.
Strong facilitation, communication, and reporting skills.
Fluency in Spanish is essential; English is an advantage.
Availability to travel frequently to work areas.
