About the Context
In April 2023, a large-scale conflict broke out in Sudan, triggering mass displacement towards neighbouring countries, notably Chad, which remains one of the main host countries for people fleeing the Sudanese conflict. As of 11 May 2026, more than 927,000 Sudanese refugees had crossed the Chadian border since the start of the crisis, whilst by the end of April 2026, the country was hosting approximately 2.25 million forcibly displaced persons, including refugees, asylum seekers, internally displaced persons and returnees at risk of protection violations.
From the outset, people fleeing the war initially found safety along the border areas with Darfur, before being gradually relocated to refugee camps and sites set up in the eastern provinces, notably Ouaddaï, Wadi Fira and Sila. As of 11 May 2026, approximately 621,000 people had been relocated from the border areas to more than 25 secure sites, whilst new arrivals continue to place significant pressure on basic services, community mechanisms and humanitarian response capacities.
Given the humanitarian needs and gaps, NRC is contributing to the emergency response by assisting the refugee population and the affected host communities in the areas of operation in eastern Chad, particularly the provinces of Ouaddaï, Wadi Fira and East Ennedi. NRC’s response focuses on programmes in sectors where NRC can provide added value, notably shelter and housing, water, hygiene and sanitation, emergency education (formal and youth education, including a component of training and support for social and economic empowerment), Information, Counselling and Legal Assistance (ICLA). This latter includes Legal Identity, Housing, Land and Properties, Employment Law and Procedures, Legal Stay and Access to Essential Services.

What we are looking for
The purpose of the ICLA Specialist position is strategic, technical, and advocacy program based. This position focuses on the development of the Information Counselling and Legal Assistance (ICLA) Core Competency (CC); define strategic direction and significantly improve quality assurance and oversee implementation of the ICLA strategy and quality control in alignment with Country Office Overall and Specific Objectives. The Specialist will also play a key role in donor engagement and resource acquisition for the ICLA CC. The ICLA Specialist is also responsible for mentoring, training and capacity building of staff on ICLA technical capacity. The following is a brief description of the role.
What you will do
Develop ICLA strategy, technical guidance and Macro Logframe (LFA) that are aligned with regional and global strategies and priorities.
Compliance with and adherence to NRC policies, guidance and procedures.
Contribute to fundraising, develop and revise funding proposals, budgets and donor reports.
Identify trends, technical standards, and donor priorities.
Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
Provide technical direction and project implementation support.
Ensure that key learnings are extracted from ICLA implementation and incorporate them in ICLA and staff development processes.
Provide systematic training and build capacity of technical staff in approaches including cash-based interventions and market-based programme.
Represent NRC in relevant forums/working groups and clusters, including with national and local authorities and donors.
Promote the rights of refugees in line with the advocacy strategy.

What you will bring
Professional Competencies
Minimum 5 years of professional experience within technical expertise area in a legal/humanitarian/ recovery/development context.
Experience in legal aid/access to justice programming.
Experience working with displacement-affected populations and experience in middle-income or high-income humanitarian contexts.
Experience working in coordination and liaising with external actors and donors.
Ability to work independently and proactively with limited daily support and supervision.
Fluency in French , both written and verbal. Good Knowledge of Arabic and English are strong assets.
Context-Related Skills, Knowledge, and Experience
Experience and knowledge in all related matters with Housing, Land and Property will be an added value.
Knowledge of the context in Chad (in particular civil and customary authorities) will be an added value.
Knowledge of international human rights law and refugee law.
Experience in advocacy work.
Experience engaging with and building strategic partnerships with various stakeholders, including civil society and national authorities.
Experience with legal aid programme development including leading technical proposals.
