Introduction

The Danish Refugee Council (CD) was founded in Denmark in 1956 and has since become an international humanitarian organization with more than 7,000 employees and 8,000 volunteers. Headquartered in Copenhagen, and present in 40 countries, the DRC is a non-governmental, non-profit, politically neutral, independent and non-denominational aid organization.
DRC has been operating in West Africa since 1998. The regional office of DRC West Africa and Latin America (hereinafter: WAAM RO) is based in Dakar, Senegal, and covers several countries outside Senegal. Led by the Executive Director for the West Africa and Latin America region, WAAM RO supports and provides strategic guidance for the country offices of the region, which includes, among others, Burkina Faso, Mali, Niger, Chad, Cameroon, Nigeria...

1. Background
DRC places a strong emphasis on partnership, localization and sustainable solutions, working towards equitable partnerships, effective coordination mechanisms and capacity-building for national and local actors to effectively address urgent needs, and pave the way for sustainable solutions.
It hosts the "Sahel Regional Fund" (SRF) which is a new humanitarian fund intended to respond to the crisis in the Sahel region, in the Chad basin and in eastern Chad. This fund is governed and managed by NGOs working in the Sahel and financially supported by FCDO (UK Aid).
The main objectives of the SRF are to provide predictable, flexible and long-term funding to international and national humanitarian NGOs, to implement a multisectoral and cross-border integrated response, to engage with local stakeholders and first responders in a strategic and inclusive manner, and to support a more principled and effective response using data and evidence as drivers of intervention. This will also support a common regional advocacy program for NGOs to influence humanitarian policies and reforms.
The recruitment of an Information Management System Manager (IMS Officer) is part of the perspective of strengthening information management activities, their use and archiving.
2. Purpose of the position
The information management system manager (IMS Officer) will work closely with the various departments of the SRF (Grants, Finance, MEAL), the country-level SRF teams and the various projects financed throughout the countries of intervention (Burkina Faso, Mali, Niger and Chad), to ensure that the systems and analyses meet the needs predefined by performance period (quarter, semester or year). He/she also provides advice and guidance on everything related to information management and system creation.
He/She will set up and administer the central information management system to store all data relating to the indicators and beneficiaries of said projects, while collecting, storing and making available all global and country information and data, according to the needs of the program teams. This includes basic analysis such as the creation of visuals or any other medium deemed useful.
It is essential that the IMS Officer is an excellent communicator, supportive and solution-oriented. He/She will have to show analysis, great motivation, autonomy and be able to support the portfolio of the SRF and its multiple partners with support and guidance as needed. He/She IMS manager will be recruited by DRC WAAM in Dakar, but will be part of the management team of the SRF Fund.
3. Responsibilities
Technical Support
Support the development of systematized and on-demand information collection, including the development of minimum standards and protocols for information management throughout the SRF portfolio.
Support the implementation of a work distribution system (WBS) to facilitate task management between different departments.
Support the SRF team in structuring, consolidating, analyzing and visualizing data and information, using specialized tools (Tableau, Power BI, etc.)
Identify opportunities for improvement, make recommendations and develop tools to strengthen the flow of programmatic information and improve management systems.
Perform information management functions according to relevant technical specializations such as: information coordination; geographic information systems, computer graphics and visualization; development, management and maintenance of secure databases; coordinated evaluation analysis.
Participate in the development of internal information systems, including the establishment and management of a central database to store all data relating to indicators and beneficiaries of projects funded by the SRF.
Support the development and management of information products, including assessment results, activity mapping and intersectoral analysis.
ANALYSIS AND RESULTS OF THE INFORMATION.
Create dashboards and visualizations for operational and strategic reporting of the entire SRF portfolio.
Contribute to information products such as narrative reports, secondary data reviews and internal reports.
Prepare various written and infographic materials, such as reference materials, analyses, reports and studies sections, contributions to publications, maps, graphs, etc.
Strengthen active learning, information sharing and adaptive management activities, through documentation and knowledge sharing around best practices and lessons learned.
REPRESENTATION AND COORDINATION
Participate in external information management forums, as needed.
If necessary, ensure coordination to collect and organize relevant data concerning the information needs of the SRF and other information that can be used for a better presentation and capitalization of the activities implemented on the financing of the SRF.
Regularly share information with all affected team members.
Train internal teams and partners in the use of data management tools and protocols.
Demonstrate flexibility, resilience and the ability to maintain positive relationships and composure, even in difficult circumstances.

In addition to the above tasks, the IMS Officer may be required to perform other requested tasks.
4. Required qualifications
University degree in geographic information systems, information management, information systems, information technology, social sciences or a related field is required. A minimum license is preferable.
Minimum 2 years of relevant national or international experience in information management, database management, mapping
Experience in the design of tracking system and analysis of statistical information.
Excellent data visualization skills and synthetic presentation of results in writing and speaking.
Mastery of data management tools (advanced Excel, ODK, Kobo, Power BI, SQL or other IMS platforms).
Proven ability to collaborate with internal and external stakeholders and to play a leading role in group mobilization. Excellent relationship and coordination skills.
Openness and ability to travel if necessary, on project sites and in the field, including in unsafe environments.
Proven ability to prioritize a large workload, meet deadlines and adapt to a complex and challenging work environment.
Experience of living and working in an intercultural, multisectoral, multilingual and team environment
Ability to work under pressure and in unfavorable conditions
Demonstrated commitment and strict confidentiality
Ability to communicate effectively (written and oral)
Languages: Fluency in French. A good level of English would be an asset

6. General regulations and ethics
The Employee must comply with DRC's safety, confidentiality and ethics requirements, including compliance with the Code of Conduct and the Humanitarian Accountability Framework
The Employee must not be hired in another job during his employment contract with DRC without prior authorization request from his manager
The Employee must not engage in any activity that harms DRC or the implementation of his projects during his employment contract with DRC
The Employee must not give interviews to the media or share content related to the projects, without prior authorization
The Employee must return to DRC all equipment or property of DRC at the end of his employment contract
