CONTEXT:
Within the MEAL/IM team, he/she is responsible for defining and evolving the frameworks and tools for operational data management. He also supports field teams in improving their data management practices, and in particular in the use of mobile data collection tools.
On the other hand, as a member of the Innovation, Impact, Information department, he/she is able to represent management in its diversity of expertise and refer them to specialists when necessary.
OBJECTIVES OF THE POSITION:
Responsibility 1: Produces the frameworks and tools necessary for data management on programs, and ensures their appropriation by the MEAL and IM field teams
Realizes the capitalization of good practices
Produces and updates framing and toolbox documents
Produces training materials: guides, distance training, etc.
Ensures the dissemination and promotion of these productions
Monitors the deployment of data management standards
Participates in the animation of training and seminars
Responsibility 2: Manages the SurveyCTO server
Administers the server: country account management, right assignment, etc.
Makes the link with users to ensure the proper organization of the server
Tests and documents new features useful to HI
Is SurveyCTO's main point of contact at HI
Responsibility 3: Provides support to the MEAL and IM program teams on mobile data collection and database management
Provides expert-level support on the use of SurveyCTO, and database management tools
Advises field teams on information management strategies
Animates the community of practice of IM managers on these aspects
Responsibility 4: Accompanies MEAL managers as a focal point in a specific geographical area
Member of the MEAL / IM focal points team: provides first-level support over the entire MEAL and IM perimeter for a specific geographical area
Support missions: 1 to 2 missions per year
Responsibility 5: Participates in the organization of the MEAL/IM unit, and more broadly of the 3I management
Participates in the development and monitoring of the Management Action Plan
Participates in the reflections on the improvement of IM practices conducted by the other specialists of the unit
Supports the organization and provision of internal and external IM resources
Contributes to fostering synergy with the other units of the 3I and with the other directorates regarding the aspects of information management
REQUIRED PROFILE:
You have a degree: Engineer or Master in statistics/data management/Data science
You have at least 2 years of experience as an IM (Information Management or MEAL (Monitoring Evaluation Accountability and Learning)
You have worked for at least 2 years in an NGO
You master a mobile data collection tool (ODK, Kobo, SurveyCTO, ...)
You have a good knowledge of database management, an advanced use of excel and BI tools (Power BI, Tableau...)
French and English compulsory orally and in writing.
Good capacity for prioritization, autonomy and rigor
ACCESSIBILITY OF THE WORKPLACE:
The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better traffic. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.
