Description
The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians, in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It is also currently expanding its activities to Nariño and Norte de Santander.
General objective of the position:
Responsible for leading the comprehensive management of the mission's technological infrastructure in Colombia, ensuring operational continuity, information security, and systems efficiency. This role serves as the single IT technical focal point in the country, providing strategic and operational support to all offices and contributing to standardization, technological innovation, and alignment with DRC's global guidelines. It also supports regional initiatives in Latin America as needed.
This role has a national focus with a regional scope, ensuring compliance with DRC's global IT policies, standards, and procedures. It leads the implementation of technology strategies in the country, translating them into operational plans, ensuring organizational continuity, and strengthening the mission's technological capabilities. It serves as a technical reference point for decision-making and as a liaison with national and regional IT teams.
Responsibilities
Lead the planning, design, implementation and maintenance of the technological infrastructure (hardware, networks, servers, systems and applications), ensuring its alignment with DRC global standards.
Autonomously manage the IT operation nationwide, acting as the sole technical focal point, prioritizing incidents and ensuring optimal service levels in all offices.
Monitor and optimize connectivity performance (internet, networks and bandwidth), ensuring compliance with SLAs and proposing efficiency and resilience improvements.
Identify, propose and implement technological solutions that contribute to the automation, digitization and improvement of organizational processes.
Continuously evaluate the technological needs of programs, projects, and support areas, ensuring timely, cost-effective solutions aligned with operations.
Ensure information security through the implementation, monitoring, and improvement of cybersecurity policies, access management, backups, and disaster recovery plans (DRP/BCP)
Manage and supervise the distribution, updating and control of institutional software, licenses and tools, ensuring compliance and efficiency in their use.
Lead the processes of acquiring IT equipment and services, including defining technical specifications, evaluating suppliers, and coordinating with Supply Chain.
Manage and maintain the national inventory of IT assets, ensuring traceability, control and compliance with internal policies.
Provide second-level technical support to users in all offices, including resolving complex incidents and providing remote and on-site support.
Develop, update, and standardize technical documentation, operating procedures, and user guides
Advise the mission on the adoption of new technologies, assessing risks, costs and operational impact, and leading their implementation.
Plan and execute field missions to ensure direct technical support, needs assessment, and strengthening of local capacities.
Design and implement IT capacity building strategies for staff, including training, coaching, and technical support.
Act as a liaison with regional and global IT teams, ensuring alignment with institutional initiatives and contributing to regional projects in Latin America when required.
Contribute to IT budget management, including planning, monitoring and optimization of technological resources.
Perform any other activity required by the organization related to IT management in the mission.

Experience and Technical Skills:
Minimum 2 years of progressive experience in IT management, including infrastructure administration and multi-site support.
Experience in network administration, servers, cloud systems (preferably Microsoft 365) and collaborative tools.
Experience in IT service management (ITSM), including handling incidents, problems, and changes.
Knowledge of cybersecurity, access management, backups and disaster recovery.
Experience in managing technology providers and procurement processes.
Experience in remote and on-site support in complex operating environments.
Ability to document technical processes and generate analytical reports.
Desirable experience in humanitarian contexts or multicultural environments.
Knowledge of databases (SQL/PostgreSQL).
Experience in diagnosing and maintaining computer equipment.
Excellent knowledge of MS Word, Excel and PowerPoint
Knowledge of Power BI (desirable).
Intermediate English proficiency will be an added value in the process.

Education:
Professional in Systems Engineering or related areas.
IT certifications (Microsoft, Cisco, ITIL, cybersecurity or other relevant ones) (desirable)
