Description
The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Information Technology (IT) Officer based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, they are seeking to hire an Information Technology (IT) Officer responsible for the day-to-day management of the IT infrastructure while supporting improvements across DRC's IT department.
General objective of the position:
The Information Technology (IT) Officer is responsible for the day-to-day management of the IT infrastructure while supporting improvements in DRC's IT sector. This includes assisting in the provision of technical support and assisting in the planning of future initiatives to increase capacity in the country.
This position has a national focus and ensures compliance with Danish Refugee Council (DRC) procedures and guidelines within the country. This role contributes to the development of national strategies, which are translated into action plans and daily tasks. The position also provides technical support and/or guidance to the overall program in Venezuela.
Responsibilities:
Analysis, Planning and Technological Implementation
Plan, design, document, and implement information technology systems, including computers, servers, network equipment, communication systems, applications, and software domains.
Evaluate the technological needs of offices and projects, proposing solutions that contribute to operational continuity and the fulfillment of organizational objectives.
Advise the organization on new technologies, tools and best practices, developing plans for their implementation.
Supervise, plan, and coordinate the installation, updating, and distribution of software, operating systems, corporate applications, and service packages.
Participate in the definition and monitoring of the budget related to information technology.
Infrastructure Management and Technical Support
Monitor internet connectivity and network performance, ensuring compliance with Service Level Agreements (SLAs) established with providers.
Provide remote and on-site technical support to staff at all offices and operating bases.
Install, configure and maintain computer equipment, mobile devices, printers, network equipment and other technological resources.
Perform technical diagnostics and minor hardware repairs, as well as basic preventive and corrective maintenance of equipment.
Coordinate with external providers for specialized repairs and maintenance services when necessary.
To ensure the availability and proper functioning of the technological services used by the organization.
Information Security and Business Continuity
Protect DRC's data and digital assets by implementing and monitoring information security policies and procedures.
Implement, monitor and periodically test the backup, recovery and continuity procedures for technological services.
Manage user access, permissions, institutional accounts, and security controls in accordance with organizational policies.
Promote good cybersecurity practices among the organization's employees.
Technology Asset Management and Procurement
Keep the inventory of hardware, software, licenses, communication equipment and other technological assets up to date.
Perform technical analyses and prepare specifications for the acquisition of IT equipment, software, licenses, and services.
Coordinate jointly with the Purchasing and Logistics teams the acquisition processes related to information technology, ensuring compliance with technical standards and internal procedures.
Request and evaluate quotes, perform comparative technical analyses, and issue recommendations for the selection of equipment and suppliers.
Verify the receipt, configuration, labeling, registration, and assignment of equipment acquired by the organization.
Manage the life cycle of technological assets, including allocation, maintenance, replacement, and final disposal.
Document Management and Compliance
Create, update and maintain technical documentation, operating procedures, user manuals and technology inventories.
Manage and archive documentation related to acquisitions, warranties, service contracts, software licenses, and IT inventories.
Maintain up-to-date records of incidents, maintenance, configurations, and changes made to the technological infrastructure.
Ensure that IT activities are carried out in accordance with DRC's internal policies and donor requirements where applicable.
Capacity Building and User Support
Implement capacity-building plans in information technology, including training, mentoring, inductions, and technical support for staff.
Train users in the proper use of corporate systems, applications, and tools.
Provide ongoing guidance to employees on the safe and efficient use of technological resources.
Identify training needs and develop support materials to improve staff digital skills.
Experience and skills:
Minimum 2 years of work experience in IT-related activities.

Education:
Professional with 2 years of experience, relevant University Degree in information technology, computer systems or a related field
Language:
