Job Summary

Founded in 1922, DanChurchAid (DCA) is a Danish non-governmental organization whose action is based on rights. Installed in the CAR since 2015, DCA provides assistance to the poorest communities in situations of conflict and post-conflict through its Humanitarian Action Program "Safer Communities": risk education of Small Arms and Small Caliber Weapons (ALPC), War Remains and Explosives (REG); Reduction of Armed Violence (RVA) and Social Cohesion & Psycho Social Support, Income Generating Activities (AGR); distribution of non-food and household goods (NFI), conditional and unconditional Cash (food coupons, etc.), distribution of seeds and tools, to civil society organizations (CS) for their support involvement in the reform of the Security Sector (RSS

Under the supervision of the Project Manager, the MEAL Officer will carry out all related monitoring and evaluation activities in the field, including testing data collection forms, directing and participating in the collection of qualitative and quantitative data, supporting the registration of beneficiaries and carrying out other project monitoring activities in identified areas.

Mission

Purpose:

Collect and analyze data for project monitoring and evaluations.

Test and train project teams and investigators in the use of data collection tools, define their objectives and track achievements.

Collect qualitative and quantitative data through group discussions and interviews with key informants.

Manage the tablets used for data collection, ensuring appropriate functionality, fast download and requesting maintenance or replacement if necessary.

Function

List of main activities:

Implementation of the MEAL system (Monitoring - Evaluation - Accountability - Learning)

  • Develop the MEAL plan for each of the projects and ensure its implementation

  • Support the development/revision of indicators (qualitative, quantitative)

  • Develop TDRs and methodological tools (questionnaires, SSE and FGD guides, etc.) for the entire MEAL process

  • Create/adapt data collection and analysis tools: rapid needs assessment, surveys, basic study (Baseline), REAL TIME Evaluation (RTE), end line study impact studies, field follow-up visits, discussion groups, etc.

Evaluation, analysis and data collection

  • Configuration of questionnaires on data analysis applications

  • Organize all monitoring, evaluation, accountability and learning activities: rapid assessment of needs, surveys, basic studies;

  • Recruit investigators and consultants, train them, supervise them and supervise/evaluate their work and guarantee the quality of work;

  • Participate in needs assessments and project development

  • Monitoring and reporting of project activities

  • Collect field data (quantitative and qualitative data), analyze it and produce reports and other requested documents

  • Keep the calendar of events for all projects up to date

  • Provide advice and coaching in MEAL to program people

  • Organize follow-up meetings involving all key project staff

  • Monitoring of compliance with the logical framework, the completion of activities, results and compliance with the schedule

  • Develop a dashboard of the current project

  • Participate in the development of Internal Reports and reports to donors

  • Evidence production and knowledge management

  • Write success stories and produce images (photos, video) and build a database

  • Produce and manage monthly bulletins, capitalization documents and databases

  • Promote the dissemination of good practices, lessons learned within the team and between the different teams

  • Produce summaries of documents and share them

  • Accountability

  • Complete the other key monitoring and accountability documents: Accountability Improvement Plan

  • Establish a feedback mechanism for beneficiaries, partners and stakeholders

  • Work closely with DCA teams and technical advisors

    QUALIFICATIONS AND SKILLS REQUIRED:

  • Technical skills in monitoring and evaluation:

    • Good ability to analyze and interpret qualitative data mainly data related to the areas of mental health, gender, peacebuilding and democracy

    • University degree in the humanities

    • An ability to make an in-depth analysis of the dynamics of conflicts and to contextualize it

    • Experience working with young people, especially young women and the challenges they face in RCA.
