Description
CONTEXT
In the Democratic Republic of Congo (DRC), Doctors Without Borders (MSF) works in collaboration with the Ministry of Health to provide medical care to victims of conflict and violence, displaced persons, and those affected by epidemics or pandemics such as HIV/AIDS, tuberculosis, malaria, and malnutrition, among others. These situations are often linked to weak state institutions, limited capacity of the public health system, and an insufficient understanding of the actual needs and gaps on the ground. MSF's contribution is based on its regular projects as well as its emergency response teams, ready to intervene throughout the country in the event of an epidemic, natural disaster, or conflict.
In 2023, faced with escalating violence in eastern DRC, which led to the displacement of a record number of civilians, MSF strengthened its operations to respond to the increased humanitarian needs. Since last year, all MSF missions in North Kivu have faced significant challenges related to stockouts of medications for tuberculosis, HIV, and malaria, as well as shortages of medical supplies (GeneXpert cartridges, HIV and malaria tests, etc.) and limited capacity to respond to the rise in cases of sexual violence, malnutrition, and disease outbreaks. The high number of displaced people also complicates access to healthcare. Funding cuts from the Global Fund and the ongoing conflict in eastern DRC contribute to these disruptions.
As Medical Analysis and Advocacy Manager for Eastern DRC , you are responsible for medical analysis and the development of advocacy activities related to access to healthcare and health services in the eastern part of the country. Reporting to the Medical Representative at the BALI (MSF's Intersectional Administrative and Liaison Office) and working functionally and technically with the Health Policy Advisors covering the DRC, you contribute to the identification, documentation, and analysis of the main barriers to accessing healthcare, as well as to the development of MSF's advocacy positions and messages. You work closely with project teams and Medical Coordinators from the various MSF sections in North Kivu to collect and consolidate information from the field. You also collaborate with the HIV/TB Advocacy Manager based in Kinshasa to communicate the issues identified in the East to national authorities, donors, and other relevant health stakeholders. As a member of the coordination team, you ensure the link between the operational realities observed in the projects and the advocacy initiatives carried out at the provincial, national and international levels.
MAIN RESPONSIBILITIES
Analysis of obstacles to accessing healthcare
Collect, centralize, and analyze information related to barriers to accessing health services, particularly in the areas of HIV, tuberculosis, malaria, vaccination, nutrition, and the management of sexual violence. Produce analyses to better understand the challenges faced by populations and to guide MSF's positioning.
Monitoring funding and mapping stakeholders
Monitor funding for health programs and developments in the humanitarian and health landscape. Analyze the impact of funding on the availability of health services and maintain an up-to-date map of actors operating in MSF's areas of operation.
Consolidation and analysis of data from projects
Consolidate the data and information gathered by MSF projects regarding stock shortages, difficulties in accessing treatment and diagnostics, epidemiological trends, malnutrition, and sexual violence. Transform this information into analyses that identify key gaps and risks for the population.
Monitoring the availability of medical supplies
In collaboration with the pharmacy and supply teams, monitor the availability of essential medicines, diagnostic tests, and other healthcare supplies. Participate in relevant coordination mechanisms and contribute to the early identification of risks of stockouts or supply difficulties that could affect medical activities.
Development and implementation of advocacy
Contribute to the development and implementation of MSF's advocacy strategies by documenting needs, gaps in the response, and the consequences for affected populations. Participate in drafting key messages, briefing notes, analyses, and other documents for authorities, donors, and partners.
Intersectional coordination and collaboration
Work closely with the medical, operational, and advocacy teams of the various MSF sections operating in North Kivu. Participate in internal discussions aimed at developing common analyses, harmonizing MSF positions, and strengthening the coherence of advocacy actions at the provincial, national, and international levels.
